    To ask the Secretary of State for Justice, on what date he last met insurance company representatives to discuss issues relating to personal injury claims; who was present at that meeting; and if he will make a statement.

    On 8 December, following the Chancellor’s announcement of further whiplash reforms in his Autumn Statement on 25 November, Lord Faulks and two ministerial colleagues, Oliver Letwin and Harriett Baldwin, met a representative group of senior figures from the insurance industry, including the Association of British Insurers. The primary purpose of the meeting was to discuss passing savings arising from the reforms to motorists by way of reduced premiums.

    We will continue to work with a wide range of stakeholders including other government departments, solicitors and insurers in taking forward the new reform package. The Government will consult on the detail of these measures in due course.

    To ask the Secretary of State for Health, what research his Department has undertaken or assessed on the relationship between the distance travelled to an A&E department and the likelihood of fatality after admission.

    Clinical consensus is that for patient outcomes and mortality what matters is the time from becoming ill to receiving specialist, life-saving care. That is why we are developing ambulance services that act as mobile assessment and treatment services and networked urgent and emergency care services to ensure patients are treated in the facility best equipped to provide whatever care is needed. For some patients requiring specialist care this may be in a hospital that is further away.

    NHS England, in its guidance ‘Planning, assuring and delivering service changes for patients’, emphasise that NHS change planners include an analysis of distance and travel times, the impact of these on transport users, as well as the ambulance service.

    The Department has a health and wellbeing strategy that reflects the wider Civil Service priorities of mental health, musculoskeletal disorders and promoting a healthy lifestyle.

    An effective Occupational Health and Workplace Adjustment services, together with an Employee Assistance Programme, are in place. The Department has committed and strong staff networks, including a Health and Wellbeing network.

    To ask the Secretary of State for Communities and Local Government, what steps he plans to take to ensure that people in local authority areas with a larger ageing population do not have to pay disproportionately higher council tax as a result of the social care precept.

    We have set the social care precept at a maximum of 2% for authorities with adult social care responsibilities. The council tax referendum principles remain in place, and are approved on an annual basis by the House of Commons. Any council tax rise above the overall threshold levels approved by the House must go to a binding referendum of the local electorate.

    We regularly raise our dual national consular cases with the Iranian authorities at the highest possible levels. Most recently senior FCO officials raised these cases with the Iranian Chargé d’ Affaires in London on 13 April. I also raised these cases directly with the Chief of Staff to the Iranian President on 10 March and with Foreign Minister Zarif on 5 Feb during their trips to London.

    To ask the Secretary of State for Justice, how much was spent on non-payroll staff in his Department in 2015-16.

    The MoJ spent £182,428,000 on non-payroll staff in 2015-16. Successive administrations have recruited non-payroll staff to fill short-term business critical roles where the permanent workforce does not have the required skills. These roles are mainly linked to major reform programmes. Agency workers are also recruited into administrative roles where it is value for money to have a flexible workforce due to peaks and troughs in demand. However as part of this Government’s MOJ Transformation programme the department is looking to reduce expenditure on non-payroll staff.

    A decision on whether to add Dupuytren’s contracture to the list of prescribed diseases can only be made after the potential impacts and other considerations have been fully evaluated. We will announce our response to the Industrial Injuries Advisory Council’s recommendation in due course.

    To ask the Minister for the Cabinet Office, how much funding the Gulf Strategy Unit has received in each of the last 15 years.

    The Gulf Strategy Integrated Delivery Team was established in 2015.

    Its remit is to coordinate the Government’s strategic approach to UK engagement with the Gulf States as set out in the Strategic Defence and Security Review 2015.

    It employs three full-time and one part-time Government employees. One is military and three are civilian.

    Administration costs were £70,004 in the 2015-16 financial year and the budget for administration costs in the 2016-17 financial year is £423,000. The 2015-16 figure reflects the fact the unit was established later in the financial year.

    To ask the Secretary of State for the Home Department, how many asylum decisions identified as critically flawed in her Department’s Quality Audit in the last 12 months were (a) reconsidered by officials as a consequence of that finding, (b) overturned as a result of that reconsideration and (c) overturned on appeal.

    In the twelve months to September 2015 a total of 29,246 asylum decisions were made. Over the same period, 4 asylum decisions were identified as critically flawed by the Department’s Quality Audit team of which;

    a) all were reviewed as a result of the assessment,

    b) 3 were overturned as a result of that reconsideration and;

    c) none have to date been overturned at appeal.
