    To ask the Secretary of State for the Home Department, what steps she is taking to address the issues raised in the Independent Investigation into conditions at Yarl’s Wood in January 2016; and what additional steps she will take to address concerns around (a) staffing arrangements including capacity and training and (b) an inadequate proportion of female officers to care for women at the centre.

    Serco commissioned an independent investigation by Kate Lampard into the culture and staffing at Yarl’s Wood. The report was published in January 2016. Serco has responded quickly to the recommendations in the report and has agreed or completed 32 of the 35 recommendations. These include an increase in staffing levels and introducing changes to policies to ensure that all detainees are treated in a safe and dignified manner. As of 9 March 2016, 55% of Serco’s operational staff at Yarl’s Wood are women.

    The Government is addressing the issue of welfare in detention through its response to Stephen Shaw’s review set out in the Written Ministerial Statement laid before the House on 14 January. This includes a new adults at risk policy and a mental health action plan.

    Information concerning the number of men diagnosed with psoriasis in each of the last five years is not collected. The National Institute for Health and Care Excellence estimates that psoriasis affects around 2% of people in the United Kingdom.

    The Department has launched a ministerial industry strategy group to prepare for the renegotiation on the new European Union/United Kingdom relationship, which includes looking at the relationship between the UK and the EU medicines regulatory framework.

    To ask the Secretary of State for Business, Energy and Industrial Strategy, with reference to the register of persons with significant control, how many companies have registered a shell company in an offshore tax haven as the persons with significant control of that company since 6 April 2016.

    Companies House does not hold figures on the number of companies that have registered a shell company in an offshore tax haven as their PSC. Companies can legitimately register a company as their PSC if that company meets the conditions of control, is the first legal entity in a company’s ownership chain and they are subject to their own disclosure requirements.

    To ask the Secretary of State for Education, what plans her Department has to monitor implementation of the duties in the Children and Families Act 2014 on local authorities to (a) identify, (b) assess the needs of and (c) provide whole family support for young carers from April 2016.

    Section 96 of the Children and Families Act 2014, which came into force in April 2015, imposes a duty on local authorities to to “…take reasonable steps to identify the extent to which there are young carers within their area who have needs for support.” Once a young carer has been assessed, the local authority must consider whether the child has needs that could be met by services provided under section 17 of the Children Act 1989, that is, whether they should be supported as a child in need.

    The Department currently supports the Carers Trust to help local authorities and voluntary sector partners to embed good practice, including good practice surrounding whole family support. This approach is intended to ensure effective, joined up, support with the potential to offer a single point of professional contact for young carers and their families. We will draw on the learning from that work when considering further action.
