    To ask the Secretary of State for Foreign and Commonwealth Affairs, what recent assessment he has made of what the primary sources of finance for Daesh are; and what steps the Government is taking to disrupt those sources.

    Daesh has two main sources of funding. About 40% comes from extorting communities living in territory it controls; and around 40% from selling oil. It also gets a small amount of funding from selling looted antiquities and donations from individuals in the region and around the world.

    Tackling Daesh financing is a key element of our comprehensive strategy. This involves military action, enforcement of sanctions and engagement with international partners.

    The RAF carried out 15% of the airstrikes in the Global Coalition’s recent offensive targeting Daesh oil facilities. Since this offensive began, the Coalition has destroyed 25% of the Daesh daily oil production capability, which equates to approximately 10% of their total income.

    The UK has led efforts to create and enforce an international legal regime to cut off support for Daesh, including UN and EU sanctions against Daesh. This regime is underpinned by UN Security Council Resolutions 2178, 2199, 1267 and 2253. We are expanding existing work with regional partners to ensure implementation of these sanctions and hamper Daesh’s ability to trade outside the formal financial system, and to stop smuggling.

    The Department contributes financially, on a calendar year basis, to the World Health Organization (WHO) in the form of the United Kingdom’s assessed contribution, and voluntary contributions to support areas of work such as dementia, tobacco control and antimicrobial resistance (AMR), including a contribution in 2015 to support the WHO Global Action Plan on AMR. The Department’s contributions for the last three years are set out in the table below.

    NCS was created to help build a more responsible, more cohesive, more engaged society. The government is committed to providing a place on NCS for every young person who wants one.

    Social mix is at the core of National Citizen Service and all young people, regardless of background, are supported to take part in the programme.

    In 2014, 17% of NCS participants were eligible for free school meals, compared with around 8% of young people of the same age in the general population.

    The national picture of NCS shows that young people from disadvantaged and minority ethnic backgrounds are well represented. The latest evaluation showed that 30% of NCS participants were from Black, Mixed or Asian backgrounds compared with 19% of the general population.

    The 2014 evaluation demonstrates that NCS graduates are more confident leaders and decision-makers. 7 in 10 NCS graduates felt more confident about getting a job, and more than 9 in 10 graduates felt NCS helped them develop useful skills for the future. Data from the summer 2014 programme showed that participants who were eligible for free school meals generally showed larger increases in personal resilience than others.

    The Government has made no such assessments. England has one of the highest levels of generic prescribing in Europe. In 2014, the Health & Social Care Information Centre report Prescriptions Dispensed in the community: England 2004-14, shows that of all medicines dispensed in 2014, 84.1% were dispensed generically.

    Prescribers are ultimately responsible for their own prescribing decisions. We expect them to always satisfy themselves that the medicines they consider appropriate for their patients can be safely prescribed and that patients are adequately monitored.

    To ask Mr Chancellor of the Exchequer, how many cheques sent to HM Revenue and Customs from members of the public remained uncashed for (a) four, (b) eight and (c) 12 weeks in the most recent year for which figures are available.

    HM Revenue and Customs contracts the supplier BancTec to process cheques received from customers. Cheques are passed to BancTec on the day they are received, 99% of the cheques received are banked on the day of receipt. Over the last 12 months there was only one occasion when the cheques were not banked on the day of receipt. In one percent of cases further information is required, usually from the customer, to enable the cheque to be processed. Generally, all cases that require investigation are resolved within four working days.
