    To ask the Secretary of State for Foreign and Commonwealth Affairs, what assessment he has made of the potential effect of a UK withdrawal from the EU on relations between the UK and Ireland.

    At the February European Council the Government negotiated a new settlement, giving the United Kingdom a special status in a reformed European Union. The Government’s view is that the UK will be stronger, safer and better off remaining in a reformed EU.

    The Government believes that the best context for friendly and constructive bilateral relations with the Republic of Ireland is common membership of a reformed European Union. A vote to leave the EU in the referendum would bring with it uncertainty across a range of issues.

    To ask the Secretary of State for Education, how much has been allocated to advertise the National Schools Commissioner Roadshow during June and July 2016.

    The cost of the nine National Schools Commissioner Roadshows during June and July 2016 will be met from within Schools Commissioner’s Group (SCG) allocated programme budget. The programme budget is to cover the costs related to events and other communications activities. For the 2016/17 financial year, this budget is £425k.

    It is expected that approximately 1,500 system leaders will attend the nine National Schools Commissioner Roadshows taking place in June and July 2016.

    There was no specific allocation made for travel and subsistence costs for officials related to the National Schools Commissioner Roadshows during June and July 2016. These costs will be met from within SCG allocated administrative budget.

    An official in each of the RSC offices has been involved in organising the nine National Schools Commissioners roadshows, supported by a lead in SCG. We expect approximately five officials to attend each roadshow, plus the National Schools Commissioner and the relevant Regional School Commissioner (RSC).

    There has been no budget allocated to advertising the National Schools Commissioner Roadshows.

    The Prime Minister has said she will not trigger Article 50 until we have a UK approach and objectives, and Article 50 should therefore not be invoked before the end of this year. The process for leaving the EU and determining our future relationship will be a complex one, so we need to take time to think through our objectives and approach. We want to ensure the best possible outcome for Britain and the future UK-EU relationship.

    To ask the Secretary of State for Work and Pensions, if he will take steps to allow people in receipt of the War Disablement Pension for mesothelioma to apply for the new compensation settlement award.

    Specified payments are set out in the Mesothelioma Scheme Regulations and include payments under the Naval, Military and Air Forces Etc. (Disability and Death) Service Pensions Order 2006 and payments under the Armed Forces and Reserve Forces (Compensation Scheme) Order 2011. If a person is eligible for or in receipt of a war disablement pension under either of these Orders then they are not eligible for a payment under the Diffuse Mesothelioma Payment Scheme (DMPS).

    The Department does not intend to change the rules relating to specified payments in relation to DMPS.

    Lady Justice Macur’s report is being considered as a matter of urgency with a view to publication as soon as possible.

    The report needs to be considered by law enforcement agencies and the government before it can be published. This includes considering whether redactions need to be made. Lady Justice Macur has herself recommended that certain material should be considered for redaction before publication.

    To ask the Secretary of State for Health, what information his Department holds on whether the resource impact assessment that NICE plans to publish alongside its guidance following its review of TA 85[ID456] of immunosuppressant agents for kidney transplant will include the effect on (a) the number of successful kidney transplants, (b) kidney dialysis capacity, (c) the UK national transplant waiting list and (d) the NHS Organ Donor Register.

    The National Institute for Health and Care Excellence has advised that it will publish a resource impact report to accompany its final technology appraisal guidance on immunosuppressive therapy for kidney transplant in adults (review of TA85).

    The current draft version of the report makes no comment on the effect of this appraisal on these issues.

    To ask the Secretary of State for Health, what steps he is taking to ensure that people with neuromuscular conditions who require a cough assist machine have access to a machine commissioned by their clinical commissioning group.

    NHS England has been working with Muscular Dystrophy UK through the Bridging the Gap project to address areas of concern raised by patients and their representatives, one of which is the provision of cough assist machines for people with neuromuscular conditions.

    Clinical commissioning groups (CCGs) are responsible for commissioning and funding cough assist machines, where appropriate. A number of CGGs have now developed commissioning policies for these devices based on one developed by Walsall CCG, which has been shared nationally as an example of good practice by Muscular Dystrophy UK.
