    The Government does not provide individual businesses or the mining industry with financial support to help them meet their health and safety duties. Protection of employees, or others who may be affected by work activities, is the responsibility of those who create the health and safety risks. The Health and Safety Executive’s programme of work for the mines industry is described further on its website (http://www.hse.gov.uk/mining/programme.htm).

    The airfield at Leuchars Station does not routinely receive private aircraft. However, visiting aircraft can be parked, including overnight, on the aircraft servicing platforms by the side of the runway. This does not impede any military flying.

    To ask the Secretary of State for Defence, if the Prime Minister will take steps to speed up the legal process for cases involving ex-service personnel who have contracted mesothelioma; and if he will consider awarding equal compensation to the relatives of service personnel who have died while the process is ongoing.

    The Government has continuously made compensation available under the War Pensions Scheme for injuries, illness or disease caused by service before 6 April 2005, including mesothelioma. On 11 January 2016 (Official Report, column 612-613) I informed the House that 11 April 2016 would be the earliest date from which we could provide the option of a lump sum payment to Service veterans diagnosed with mesothelioma on or after 16 December 2015. If an accepted claim is concluded before 11 April 2016 and the individual has opted for a lump sum, payment of a War Disablement Pension and any supplementary allowances will begin in the normal way until the lump sum can be paid. The lump sum will be reduced to reflect the amounts paid until that point. If a claimant who has signed an option form to receive the lump sum dies before 11 April 2016 the lump sum will be paid to the veteran’s designated recipient.

    The Ministry of Defence has explored options for the development of a veterans gateway service to provide a single cross-sector point of access for all veterans. The Armed Forces Covenant Reference Group has recently directed that the Covenant Fund prioritise funding for a pilot project to set up a 24 hours a day single point of contact veterans gateway service in financial year 2016-17 and this will be formally announced shortly. The project’s reach will extend across the UK, including Northern Ireland.

    To ask the Secretary of State for Work and Pensions, what plans he has for the future role of employees and contractors of his Department who are working on the compilation and administration of data related to the provision of free television licences to people over 75 years of age.

    The summer budget 2015 announced a number of fundamental changes relating to the BBC and free TV licences for those aged 75 and over. DWP will cease to fund free TV licences from 2019/20 and the BBC will absorb the cost of this and take responsibility for the policy which currently sits with the Department of Culture, Media and Sport. It is estimated that the provision of free TV licences for 2016/17 will cost £629m and DWP will continue to make a transfer to the BBC during the phasing period, as set out in the table below.

    DWP resources currently assigned to the provision and collation of data relating to the free television licence scheme for people aged 75 and over is 12 staff days per annum. Any plans for the future role of employees and contractors will be determined following detailed discussions between my Department and the BBC nearer the time the BBC take full responsibility for funding and policy.

    In 2014/15 the cost of providing free TV licences to those 75 and over in Scotland was £49m and it is estimated the cost for qualifying residents in Glasgow South West constituency and Glasgow City local authority area was £0.7m and £4m respectively.

    The cost of the free TV licences to those aged 75 and over in Scotland for 2015/16 will be published on 21 September on the DWP website. Breakdowns by Local Authority and Parliamentary Constituency use that Scotland expenditure estimate and are therefore not currently available.

    Savings to the Exchequer resulting from the future transfer of responsibility for funding television licences for people aged 75 or over were set out in the summer budget 2015.

    To ask the Secretary of State for Defence, what steps his Department is taking to ensure that the insulation on coolant lines in the fuel tanks of UK F35B Lightning II fighters does not suffer decomposition.

    The discovery of insulating material becoming detached from an avionics cooling line located in a fuel tank is not a design or technical issue, but a sub-contractor quality control issue that affects only a small subset of the 104 operational F-35As in the fleet. The UK is procuring the F-35B variant which is not affected by this issue. UK F-35 Initial Operating Capability is scheduled for December 2018 and remains on track.
