    To ask the Secretary of State for Business, Energy and Industrial Strategy, what assessment he has made of the effect on investment in energy intensive industries of increased regulatory uncertainty around carbon emissions policy.

    Investment decisions are driven by a range of factors. Government has regular discussions with energy intensive industries (EIIs) about carbon emissions policy and other aspects of climate change and energy policy.

    The Government is taking actions to help eligible EIIs offset the cost of energy and climate change policies and provide greater certainty around electricity prices. We are also working collaboratively with EII sectors to develop action plans which will support industry’s transition to a low-carbon future.

    Available records show that no current Ministers for the Ministry of Justice have visited HMP Ranby, nor met the Governor or met with their Independent Monitoring Board.

    The East Midlands Deputy Director with responsibility for HMP Ranby regularly visits the prison and meets with the Governor. Andrew Selous receives annual reports from the chair of the IMB at Ranby.

    We do not comment on security matters. The Department and the National Health Service takes protection of data very seriously. It is the role of the Health and Social Care Information Centre, a public body based in Leeds, to ensure that high quality information is used appropriately to improve patient care. The organisation has legal powers to collect and analyse information from all providers of NHS care. It is committed, and legally bound to the very highest standards of privacy, security and confidentiality to ensure that patient confidential information is protected at all times. Access to information is strictly controlled.

    To ask the Secretary of State for the Home Department, what the current average waiting time is for a decision on a naturalisation application in (a) the UK and (b) Leeds.

    The average length of time taken to consider naturalisation applications in the UK is 135.12 days. In Leeds postal code area the average length of time is 167 days. Both of these figures relate to the period 1 January 2015 to 31 December 2015, which is the most recent period for which statistics on the number of applications considered have been published.

    For straightforward applications where the customer has met all their obligations, the service standard is that 98.5% of cases will be processed within 6 months (183 calendar days).

    The United Kingdom will be represented at the 7th Conference of the Parties to the World Health Organization Framework Convention on Tobacco Control, to be held in November 2016. The composition of the UK’s delegation has not yet been decided. The delegation will be led by the Department and there is no intention to include representatives from organisations outside of Her Majesty’s Government.

    As my right hon. Friend the Prime Minister has made clear, while the UK remains a member of the EU, current EU funding and collaboration arrangements continue unchanged, including those that apply to students, researchers, and businesses. I am in close contact with Commissioner Moedas on the topic of Horizon 2020 funding, and I met with the Italian Minister for Education, Universities and Research on 11 July.

    The UK is world-class in research and innovation and we play a leading role in major European and international collaboration, including ESA and CERN.

    The Government is considering closely the findings and recommendations made in the report ‘Lowest Cost Decarbonisation for the UK: the critical role of carbon capture and storage’, published by the Lord Oxburgh- led Parliamentary Advisory Group on CCS.

    Government will be setting out its future approach to CCS in due course.
