    To ask the Secretary of State for Environment, Food and Rural Affairs, what steps she is taking to encourage the grocery code adjudicator to investigate milk prices paid by Meadow Foods.

    The GCA is responsible for enforcing the Groceries Supply Code of Practice and was formed by the Groceries Code Adjudicator Act 2013. The Code governs the commercial relationships between the ten largest UK supermarkets and their direct suppliers, and reflects the findings of the Competition Commission’s market investigation into the supermarket sector conducted between 2006 and 2008. The Code does not cover the relationship between milk processors, such as Meadow Foods, and its farmers.

    I have written to Meadow Foods to ask how it manages its relationship with farmers and to encourage it to sign up to the dairy industry code of best practice on contractual arrangements.

    In December 2015 Government announced that 11 new air routes would be supported with start-up aid funding through the Regional Air Connectivity Fund for three financial years. The amount of funding provided to support individual routes will be paid in arrears and will be determined once routes begin operations and will depend on factors such as the number of passengers carried.

    No assessment has been made of the potential effect of the United Kingdom Chief Medical Officers’ alcohol guidelines on future levels of heavy alcohol consumption.

    The guidelines have been developed to provide accurate information and clear advice about alcohol and its health risks to enable people to make informed choices.

    The Home Office does not collect data on prosecutions for motoring offences. Data on prosecutions for motoring offences are held by the Ministry of Justice and are published in their quarterly Criminal Justice Statistics publication. However it is not possible to separately identify motoring offences committed in supermarket car parks. This information can only be obtained at disproportionate cost.     To ask Her Majesty’s Government, in the light of the publication of the review of Islamist extremism in prisons and the probation and youth justice services, in what ways they plan to change the vetting of prison chaplains and build on existing good practice, including vetting to counter-terrorism level.

    Prison chaplains of all faiths make a valuable contribution to offender management, both in the provision of pastoral care and theological education, and as a safeguard against the spread of extremist ideologies. There are established pre-appointment checks in place for all prison chaplaincy positions, including Counter Terrorist Check (CTC) security clearance and the scrutiny of professional credentials.

    The Government response to the review into Islamist Extremism included a commitment to strengthen the due diligence process for the recruitment of prison chaplains. This policy is still being developed, and will supplement rather than replace existing arrangements. The checks can be applied to all prospective prison chaplains, of any faith, before a final offer of employment is made.

    We have announced an indicative allocation of £15 million from both the Community and Environment and Business and Local Economy funds for the central area of the HS2 Phase One route, which includes relevant areas in Buckinghamshire. Awards from both funds will based on receiving high quality bids from eligible community or business groups.

    The Department does not publish the diaries of staff members. Diaries often contain sensitive information and releasing them could impact both on the policy making process and the willingness of officials to meet with particular groups if this information were to be freely available.

    The Department has no plans to cap the number of times a sanction might apply to a claimant’s benefit in a month.

    There are established safeguards to prevent the accrual of sanctions. This prevents the duration of a sanction escalating if the sanctionable failure occurs within two weeks of a previous similar failure.
