To ask the Secretary of State for Culture, Media and Sport, against what criteria she measures the compliance of local authorities with the Public Libraries and Museums Act 1964.

The Public Libraries and Museums Act 1964 requires local authorities in England to provide a comprehensive and efficient library service for their local communities. The 1964 Act requires the Secretary of State to superintend, and promote the improvement of, the public library service provided by local authorities in England, and to secure the proper discharge by local authorities of the duties conferred on local authorities under the Act.
The Secretary of State has the power to intervene by directing a local inquiry following a complaint that a local authority has failed to carry out its duties under the Act, or of her own motion. In taking that decision, the Secretary of State gives consideration to a number of factors, including:
Where a complaint is raised we will consider the available evidence in light of the above factors. If there is serious doubt that the library service provided by the local authority offers a comprehensive and efficient service, I will not hesitate to open an inquiry.

To ask the Secretary of State for the Home Department, if she will increase the licensing enforcement powers available to local authorities to ensure that pubs do not act as clubs without permission.

Licensing authorities and the police already have a range of enforcement powers under the Licensing Act 2003. These are sufficient to prevent pubs operating without relevant permissions. These include powers which licensing authorities have to impose conditions on a premises licence or revoke a premises licence where appropriate. They are responsible for making decisions based on what is appropriate for the promotion of the licensing objectives. These are the prevention of crime and disorder; public safety; the prevention of public nuisance; and the protection of children from harm.
Licensable activities include not only the sale of alcohol but also regulated entertainment such as a performance of live music and any playing of recorded music among other entertainments. While the rules on regulated entertainment on licensed premises were recently relaxed so that permission is only required for such events when they occur outside the hours of 08.00 and 23.00 or when there are more than 500 people in attendance, an applicant for a premises licence should set out in an operating schedule the licensable activities they intend to hold on the premises.

The Government has been funding Bikeability cycle training in schools since 2006/07. Bikeability training is delivered to children between school years 5-9 (ages 9-14). Funding is provided at a rate of £40 per child training place.

The Department’s annual Green Belt statistics monitor the amount of land designated as Green Belt in England. The latest figures for 2014-15 show that 1,900 hectares of land in Poole Unitary Authority was designated as Green Belt. This is 29% of the land area of Poole Unitary Authority.

The Government announced in 2012 that from 6 April 2016, Tier 2 visa holders who apply for settlement in the UK will be required to meet a minimum annual salary requirement of £35,000. Secondary education teachers from non-EU countries in the subjects of mathematics, chemistry and physics are on the shortage occupation list and thus are exempt from the £35,000 threshold.
