    On 28th April, ownership of Tata’s mills in Dalzell and Clydebridge passed to Liberty. The package announced on 21st April is to support a sale of the remaining Tata sites. However, the Scottish plant will benefit from our wider action to help the steel industry, including compensating energy costs.

    The total cost of 179 diplomatic officers stationed in the UK in receipt of school fees is £6,005,124. The total cost of 173 diplomatic officers stationed overseas in receipt of school fees is £6,403.938. The Foreign and Commonwealth Office pays and supports a further 1108 children who are stationed with their parents and educated locally with a total cost of £14,207,444.

    We will be working over the coming months with medical professionals and other stakeholders to develop a process and functional criteria that will help us identify those with the most severe health conditions or disabilities, for whom repeat work capability assessments can be stopped. This change will only apply to those placed in the Support Group and Universal Credit equivalent.

    No proportion of Support Group claimants can be estimated until the criteria has been agreed. This change will come into effect by the end of 2017.

    To ask the Secretary of State for Transport, pursuant to the Answer of 11 January 2016 to Question 21128, whether his Department plans to make additional funding available to help repair local highway infrastructure damaged by the winter floods of 2015-16.

    The Department for Transport is providing £40 million of emergency government funding to support communities in Cumbria and Lancashire, by helping fund repairs to key local transport infrastructure. This builds on the government’s provision of up to £2 million in the initial aftermath of the severe wet weather to enable Cumbria and Lancashire authorities to carry out an initial assessment of what repairs were required to roads and bridges.

    £3.3 million of funding has also been announced for the restoration of the Tadcaster Bridge and the construction of a temporary footbridge while work is ongoing, to support this community in North Yorkshire. Further, we have recently announced up to £5.5 million of funding to help with the rebuilding of Elland Bridge in Calderdale.

    The Treasury publishes annually an assessment of risk from the Government’s financial interventions, including the risk borne by the Financial Services Compensation Scheme (FSCS) due to these interventions. This was most recently disclosed in the Treasury Group 2014/15 Annual Accounts published in July last year.

    To ask the Secretary of State for Health, what progress he has made on implementing recommendation 10 in the executive summary of Public Health England’s March 2015 report entitled, Public mental health leadership and workforce development framework, on building the capacity of the National Mental Health Intelligence Network.

    Progress on implementing recommendation 10, which is to build the mental health intelligence capability through the National Mental Health Intelligence Network (NMHIN) can be categorised into three sections and is as follows:

    1) Capacity – NMHIN increased capacity in 2015/16 through NHS England investment. This enabled recruitment to work on additional/enhanced programmes on Crisis Care and Perinatal Mental Health and the first stage of a mental health Joint Strategic Needs Assessment toolkit. NHS England have committed to continue investment in 2016/17.

    2) Products – the NMHIN has enhanced mental health intelligence capability through the development of;

    a) Profiling tools (i.e. new tool on Suicide Prevention; expanded tool on Severe Mental Illness and Common Mental Health Disorders; updated tools which include; Children and Young People’s Mental Health and Wellbeing) and,

    b) ntelligence products (i.e. Measuring Mental Wellbeing in Children and Young People).

    3) Dissemination – the NMHIN has enabled more people to use mental health intelligence through a communication and training programme that provides: routine updates on products and work programmes, training sessions on using products, online access to video and document guides, and a programme of presentations that promote products and encourages use. The Public Health England Local Intelligence Service support this programme and increasingly a range of partners request sessions.

    To ask the Secretary of State for Health, what consultations he plans to undertake on the levels of bursaries and salary support for trainee clinical psychologists in the 2017-18 cohort.

    Health Education England (HEE) funding for trainees in clinical psychology is currently determined at a local level based on local need and is subject to annual workforce planning. For 2016-17, HEE will fund those commissions set out in the HEE Commissioning and Investment Plan for 2016-17. HEE’s plans for training clinical psychologists remain unchanged from 2015-16 with 526 commissions proposed for 2016-17. HEE will set out its plans for 2017-18 training commissions in its next annual Commissioning and Investment Plan or Workforce Plan for England which is expected to be published in December 2016 prior to the start of the financial year.

    The Government is currently consulting on how the education and funding reforms for pre-registration undergraduate and postgraduate non-medical courses (nursing, midwifery and allied health courses) which are currently funded through both HEE funded tuition and an NHS bursary/reduced rate loan for maintenance are most successfully implemented. Respondents to the consultation may wish to raise issues relating to the funding for courses operating outside of this model, such as clinical psychology training programmes. The Government will consider these in the context of its consultation response.
