    To ask the Secretary of State for Communities and Local Government, how many Article 4 directions to restrict the application of permitted development rights in local areas have been made by (a) local planning authorities and (b) the Secretary of State in the last three years; how many times he has restricted or amended those developments by local planning authorities in that time; and how many such cases relate to planning permission for the construction of basements.

    Between 2013 and 2015 the Department was notified of 256 article 4 directions made by local authorities. The Department made no article 4 directions and modified eight.

    The spending review announced our commitment to making school funding fairer by introducing a National Funding Formula for schools. Implementing such a large scale reform of the distribution of over £40 billion of education funding is a detailed and complex issue, and one we must get right. It is paramount that we consult with the public and sector, and we will set out, and consult on, our detailed plans for a National Funding Formula in due course.

    To ask the Secretary of State for Defence, what training and logistical support the armed forces have provided to Iraqi forces to combat the threat from Daesh in Iraq in the last 12 months.

    The UK Armed Forces have continued to play a full part in the Global Counter-Daesh Coalition programme to build the capacity of Iraqi (including Kurdish) security forces. Over the past 12 months, we have contributed to the training of over 13,600 Iraqi army personnel and some 2,570 Peshmerga, to build vital counter-IED expertise and to enhance medical and infantry skills. The impact of this training can be seen in the success of Iraqi security forces over the past year in taking back territory previously held by Daesh. Some 40% of occupied territory has now been recovered. In terms of logistic support, following the UK’s substantial contributions of non-lethal support, heavy machine guns, ammunition and military equipment to meet immediate Kurdish Peshmerga needs in early 2015, the UK has provided airlift to facilitate other international contributions and, subject to parliamentary approval, is planning to provide a further £1 million of ammunition later this summer for Peshmerga use.

    To ask the Secretary of State for Environment, Food and Rural Affairs, what work her Department is doing with other countries to prevent the (a) global trade in illegal hunting trophies and (b) trade and importation of illegal hunting trophies in the UK.

    The UK remains committed to working with our international partners to tackle the illegal wildlife trade, including trade in illegal hunting trophies. This is why we have invested £13 million through our illegal wildlife trade Challenge Fund to support international projects, reduce global demand for illegal wildlife products, strengthen law enforcement and help rebuild affected communities. We have been a leading player in global efforts to date, hosting the ground-breaking London Conference in 2014 and supporting follow up conferences in Botswana in 2015 and Vietnam in 2016.

    Importing controls are implemented at an EU-wide level and the UK works with other EU Member States to agree a collective approach, ensuring that illegal hunting trophies are not imported into the UK.

    The UK has been actively involved in the development of a proposal for enhanced global rules on hunting trophies to be considered at the 17th Conference of CITES Parties, which takes place from 24 September to 5 October. The proposal aims to enhance existing guidelines to ensure that robust controls are in place to assess the sustainability of hunting on the population of the species in question.

    To ask the Secretary of State for Business, Innovation and Skills, what steps diplomatic staff based at the British Embassy in Tehran are taking to increase trade between Iran and the UK.

    I have been asked to reply on behalf of the Department for Business, Innovation and Skills.

    We want to help British businesses take advantage of the opportunities that economic re-engagement with Iran will bring. UK Trade and Investment (UKTI) are engaging with UK businesses to provide support and assistance to help ensure they benefit from opportunities as they arise. UKTI now have a presence in the British Embassy in Tehran.

    During his visit to Tehran in October, my noble Friend the Minister for Trade and Investment, Lord Maude, signed a Memorandum of Understanding with his Iranian counterpart that sets the direction for our future economic and business relationship.

    There is a desire on both sides to build a long-term bilateral relationship based on partnership, where trade and investment is a key pillar.

    Banks are taxed on their dividend receipts according to the same rules as other companies. We have robust anti-avoidance legislation in place to ensure that these rules are not abused, including the General Anti-Abuse Rule which was legislated in Finance Act 2013.
