Kate Green – 2016 Parliamentary Question to the Department for Transport

The below Parliamentary question was asked by Kate Green on 2016-09-12.

To ask the Secretary of State for Transport, what steps he is taking to increase the number of accessible taxis in the UK.

    Andrew Jones

Government is committed to giving disabled people the same access to transport services as other members of society. It also recognises the particularly significant role played by taxis and private hire vehicle (PHV) operators for many disabled people, in helping them to remain active and independent.

It is for local authorities to specify a number of accessible vehicles to be within their licensed taxi and private hire vehicle fleet, and to take account of their public sector equality duties when doing so.

Seema Malhotra – 2016 Parliamentary Question to the Department for Communities and Local Government

The below Parliamentary question was asked by Seema Malhotra on 2016-01-18.

To ask the Secretary of State for Communities and Local Government, pursuant to the Answer of 17 December 2015 to Question 19817, for what reasons his Department does not produce estimates of the proportion of people who will be unable to afford to rent or buy a home in London in 2016.

    Brandon Lewis

The proportion of people who are able to afford to rent or buy a home at a point in time is a function of macroeconomic and a number of other factors around which there is a high degree of uncertainty. As such, we do not believe such an assessment would prove to be reliable.

The Department publishes data on housing costs and income as part of the English Housing Survey. The latest survey, for 2013-14, shows that in England the proportion of income spent on housing costs was 18% for mortgagers, 29% for social renters, and 34% for private renters. The full report is available at:

In respect of housing need in London, it is for the Mayor of London, working with London Boroughs, to identify and plan for the market and affordable housing needs in London.

To ask the Secretary of State for the Home Department, how many EU migrants left the UK because they had been on job seeker’s allowance for three months and had not found a job in the last year.

    James Brokenshire

We do not hold the information requested on EU nationals who have departed. We only hold data on EU nationals who have left following immigration enforcement action.

We have been clear that EU job seekers will not be supported by UK taxpayers, and can be removed if they have not found work within six months. In addition, the new EU settlement negotiated by the Prime Minster confirms that we do not have to pay Universal Credit to EU nationals who come to the UK as job seekers.

From January 2014 to December 2015, we have served over 6,000 administrative removal papers to EEA nationals for a variety of free movement abuses, from non-exercise of Treaty Rights to participation in sham marriages, (2,635 papers were served in 2014, and 3,480 in 2015).

The Ministry of Defence has not yet made a final decision on the method for contracting for delivery of the P8-A Poseiden aircraft to the UK. Therefore the information requested is yet to be determined.

    Claire Perry

Capital expenditure on level crossings is a matter for Network Rail. The department does not hold a separate budget for this.

  • Stewart Malcolm McDonald – 2016 Parliamentary Question to the Department for Work and Pensions

Stewart Malcolm McDonald – 2016 Parliamentary Question to the Department for Work and Pensions

The below Parliamentary question was asked by Stewart Malcolm McDonald on 2016-09-12.

To ask the Secretary of State for Work and Pensions, if he will make it his policy to amend the eligibility criteria for pension credit so that all men and women aged 60 and above can access that credit.

    Richard Harrington

Pension Credit is an income-related benefit paid out of general taxation which targets help at the poorest pensioners. It is a condition of entitlement for Pension Credit that a person has attained the “qualifying age”, which is linked to the women’s State Pension age. This is the same age at which entitlement to Universal Credit ceases.

Changing the eligibility criteria would mean displacing Universal Credit with Pension Credit. Universal Credit has much better work incentives than Pension Credit, and ensures that work always pays. Universal Credit also disregards pension pots in the means test, encouraging further saving, whereas Pension Credit takes pension pots into account and therefore provides no incentive to increase their size.

For those with disability and care needs, the welfare system already makes provision through benefits and services based on needs assessment. This includes provision for those whose health condition means that it is difficult for them to remain in employment. The Government will be publishing a Green Paper on Work and Health later this year which will consider this issue.

To ask Mr Chancellor of the Exchequer, how much of the UK’s contribution to the EU budget through customs duties related to each (a) product type and (b) country in 2014-15.

    Damian Hinds

To identify how much of the UK’s contribution to the EU budget through customs duties related to each (a) product type and (b) country in 2014-15 would incur disproportionate cost.

  • David Anderson – 2016 Parliamentary Question to the Department for Communities and Local Government

David Anderson – 2016 Parliamentary Question to the Department for Communities and Local Government

The below Parliamentary question was asked by David Anderson on 2016-02-09.

To ask the Secretary of State for Communities and Local Government, what steps he has taken to ensure the powers of intervention over Local Government Pension Scheme funds’ non-financial investment policies do not conflict with (a) Article 18 of EU Directive 41/2003 and (b) Occupational Pension Scheme Investment Regulations 2005.

    Mr Marcus Jones

The Department is currently consulting on proposals to amend the scheme’s investment regulations to allow the Secretary of State to make a proportionate intervention in the investment function of an administering authority if it has not had regard to best practice, guidance or regulations. The consultation was published on the basis that the scheme is consistent with the way in which Directive 41/2003 on the Institutions for Occupational Retirement Provision Directive was transposed into national law, including the Occupational Pension Scheme (Investment) Regulations 2005. The consultation closes on 19 February.
