    To ask the Secretary of State for Health, what discussions he has had with professional bodies on the provisions in the Investigatory Powers Bill relating to bulk personal datasets.

    Whilst the Department has not conducted any specific engagement on these provisions, the Government has consulted extensively on the development of the Investigatory Powers Bill, including the provisions relating to the additional safeguards for the security and intelligence agencies’ retention and use of bulk personal datasets.

    The draft Bill, published last November, built on the three independent reviews on investigatory powers by David Anderson QC, the Intelligence and Security Committee of Parliament (ISC), and the Independent Surveillance Panel convened by the Royal United Services Institute. The draft Bill was then subject to Parliamentary scrutiny by a dedicated Joint Committee, the ISC and the Science and Technology Select Committee. The Government has had over 60 meetings and briefings with industry representatives, academics, civil liberties groups, and charities and victims groups since the draft Bill was published in November.

    To ask the Secretary of State for Defence, what plans the Government has to retain the Army’s wide-wet gap crossing capability after the withdrawal from service of the UK’s M3 Amphibious Rig vehicles in 2022.

    38 M3 Amphibious Rigs have been in service with the British Army in each of the last six years. No additional rigs have been loaned from the German Army during that time. The planned out of service date for the M3 amphibious rig is 2027; early work is under way to provide a wide wet gap crossing capability in future. No decisions have yet been made about future basing sites for the M3 Amphibious Rig.

    The Government recognises the importance of prompt payment by insurers and has taken steps in the Enterprise Bill to introduce a requirement for insurers to pay all claims within a reasonable time and entitle policyholders, including small and medium sized enterprises, to damages where claims are paid late.

    The ‘Registry of Attacks on Holy Sites in the Holy Land’ has listed 22 cases of vandalism and arson on Christian places of worship in Israel and the West Bank since February 2013, most recently vandalism against the Dormition Abbey compound on 17 January. We condemn all such attacks.

    We currently supply funding for projects delivered by twelve non-governmental organisations (NGOs) in Israel and the Occupied Palestinian Territories (including East Jerusalem); ten through the Conflict Stability and Security Fund and two through the Bilateral Programme Budget. The following ten Israeli NGOs deliver projects through the Conflict Stability and Security Fund: The Peres Centre for Peace; Injaz – Centre for Professional Arab Local Governance; Kids Creating Peace; Yesh Din; Gisha; Peace Now; Terrestrial Jerusalem; The International Peace and Cooperation Centre; Rabbis for Human Rights; and the Jerusalem Community Advocacy Network. We also fund projects delivered by the following NGOs through the Bilateral Programme Budget: Burj Al Luqluq Youth Centre and Silwan Youth Centre.

    To ask the Secretary of State for Justice, with reference to his Written Statement of 11 February 2016, HCWS540, on HM Courts and Tribunals Service estate, whether his Department’s plans for updating the technology of that estate have been revised following that announcement of additional court closures; and if he will publish his plans for technology investments in the Calderdale Local Justice area over the next four years.

    The overall investment plans have not been changed following the recent announcements of court closures. No new technology equipment will be installed into courts that are now planned to close.

    In regards to the Calderdale local justice area, the HMCTS Reform programme is designed to deliver an improved service nationwide. There is no intention to publish plans specifically for technology investments in the Calderdale Local Justice area.

    To ask the Secretary of State for Education, what steps the Government is taking to encourage the establishment of co-operative schools.

    The Government’s ambition is to provide an excellent education for all, through an autonomous, self-improving system. Good co-operative schools with strong governance are and will continue to be a part of this system.

    As increasing numbers of schools are opting to become academies, we have worked with the Society for Co-operative Schools (SCS) to update our model articles of association for co-operative trusts. This will ensure that co-operative schools are able to convert to academy status and form multi-academy trusts (MATs) using a model based on robust governance structures that also reflects co-operative principles.

    The new co-operative model articles will be published shortly.
