    To ask the Secretary of State for Communities and Local Government, pursuant to the Prime Minister’s announcement of 18 January 2016, Passive tolerance of separate communities must end, how the £20 million fund for English teaching for isolated women will be spent.

    Our new £20 million community-based English language training offer will be informed by the findings of Louise Casey’s Review into boosting opportunity and integration amongst isolated groups and the learning from the six community projects we have funded as part of our current integration programme. In particular, we will work with Louise Casey to identify the most isolated communities in England to make sure this programme is targeted at those women who need it most.

    To ask the Secretary of State for Health, what recent discussions he has had on presumed consent for organ donations in England.

    There have been no such recent discussions although this subject has been discussed during debates on organ donation. Our efforts remain focussed on the delivery of the seven year United Kingdom-wide organ donation and transplantation strategy published by NHS Blood and Transplant (NHSBT) on 11 July 2013. We are taking specific action to encourage registration on the Organ Donor Register, to promote discussion within families about donation and to increase consent rates to organ donation, particularly raising awareness of donation in the Black, Asian and Minority Ethnic (BAME) population.

    Organ donation rates are 62% and transplant rates some 44% higher than they were in 2008. This has been achieved mainly through a strengthening of the donation infrastructure, by increasing the number of specialist nurses and by improving retrieval arrangements.

    To ask the Secretary of State for Health, how many and what proportion of clinical commissioning groups increased their spending on children and young people’s mental health as a proportion of their overall budget in 2015-16; and how many are forecast to increase such spending in 2016-17.

    For 2015-16 we do not hold details on the increase in spend by clinical commissioning groups (CCGs) on children and young people’s mental health. However a detailed and robust assurance process was set up and 123 Local Transformation Plans to improve children and young people’s mental health and wellbeing at local level were submitted to NHS England during 2015-16. This process covered every CCG in England. An assurance process was established with detailed financial tracking arrangements to ensure that the additional money was spent for the purposes intended and that locally determined key performance indicators are being met. No funding was allocated without full assurance in place.

    For 2016-17 we are currently collecting planned spend on mental health services as part of NHS England financial planning processes. Programme level spend, including children and young people’s mental health spend, will be monitored routinely throughout the year and any adverse variances from agreed plans will be escalated through the routine financial reporting.

    Arts and culture has a hugely positive impact on people’s lives and we are committed to broadening access to the arts across the whole country.

    Arts Council England are increasing the percentage of Lottery funding distributed outside London from 70 per cent to 75 per cent including over £30 million from their Ambition for Excellence fund that will be spent outside of the capital.

    Our Culture White Paper – the first strategy for the sector in more than 50 years – sets out how we will increase access across the country and ensure arts and culture are open to all.

    The newly created Department for International Trade (DIT) has been forged out of the forerunner (non-ministerial) Departments UK Trade and Investment (UKTI) and the Trade Policy Unit responsibilities previously held by the Department for Business Innovation and Skills (BIS). My Rt. Hon Friend the Secretary of State for International Trade also has responsibility for UK Export Finance (the Export Credits Guarantee Department), which has its own budget.

    The estimated annual budgeted operating costs of the department for the next four years are currently being established and will be submitted to parliament later this financial year.

    To ask the Secretary of State for Transport, what consultation he plans to undertake before any rail freight sites owned by Network Rail are sold.

    The Department for Transport and Network Rail have undertaken early discussions with key stakeholders in the rail freight industry, including a meeting with the Rail Freight Group, regarding options for the sale of rail freight sites owned by Network Rail.

    The on-going process of identifying options for the sale of rail freight sites is at a very early stage. Key stakeholders will be engaged throughout the process.

    Network Rail is required to consult should it wish to dispose of land in which it has an interest and which may be important to the continuing operation and future development of the network. A full consultation process will be undertaken before any final decision is taken about the sale of freight sites owned by Network Rail.
