    To ask the Secretary of State for International Trade, which reports commissioned by his Department from external bodies between 1 January 2015 and 31 August 2016 have not yet been published; when each report was commissioned for research; what the nature of the research commissioned was; from which external body or individual person the research was commissioned; what the value was of each such piece of research commissioned; on what date each report was received by his Department; for what reasons the research has not yet been published; and when he plans to publish each report.

    Between 1 January 2015 and 31 August 2016 the Department for International Trade (former UK Trade and Investment, Business, Innovation and Skills Trade Policy Group and UK Export Finance) commissioned 21 studies to external organisations which have not yet been published. The table attached contains the details. Information with regards to the value of the project cannot be disclosed until the projects are completed.

    To ask the Secretary of State for Education, what the proposed location is for the new primary academy to be opened in West Christchurch from September 2016 by Twynham Learning Foundation; and what financial contribution her Department plans to make to that academy’s premises.

    The proposed location for the new school is in Marsh Lane, West Christchurch, subject to local planning approval. Whilst we require local authorities to provide a site for schools under the free school presumption, the choice of site is an entirely local matter. Basic need funding is allocated to local authorities to help them create new school places. Dorset has been allocated £15 million of basic need funding for the period 2015-18. It is for the local authority to determine how much of this to allocate to individual projects.

    To ask the Secretary of State for Education, what estimate her Department has made of the capital and revenue costs of free schools that (a) have been provided to date, (b) are to be provided in 2016-17 and (c) are projected to be provided between 2017 and 2020.

    The Department for Education’s accounts show that the total capital spend on free schools up to the end of 2013-14 was £1.029bn; the accounts for following years will be published in due course. The capital costs of individual projects are published once contracts are finalised and are no longer commercially sensitive. They are published, along with the costs of sixteen projects in London and one project in Kirklees, on GOV.UK at: https://www.gov.uk/government/publications/capital-funding-for-open-free-schools

    The total pre- and post-opening revenue expenditure for free school projects that opened in 2011 to 2013 is also published on GOV.UK at: www.gov.uk/government/publications/revenue-expenditure-for-free-schools

    We plan to publish updated revenue expenditure for free schools that were opened in 2014 and 2015 within the next few weeks. This data will be updated annually each Autumn.

    To ask the Secretary of State for Health, whether his Department plans to increase the level of funding allocated for staffing in GP practices.

    General practitioner (GP) practices are independent businesses and best placed to make the decisions about staffing numbers and skill mix to meet the needs of their patients. Funding for staffing is not allocated separately but forms part of a practice’s core funding allocation.

    The GP Forward View, published by NHS England on 21 April 2016, sets a commitment to increase overall funding for general practice by £2.4 billion a year by 2020/21. This includes core funding for practices, as well as funding for a range of national programmes to support general practice. As part of this investment, £206 million will fund a programme of measures to increase the general practice workforce.

    I have not had any recent discussions with representatives from Vauxhall about the Zafira. However, the DVSA is leading on this and has met, corresponded with and continues to work with Vauxhall on the Zafira issue. The DVSA has overseen two safety recalls and corresponding actions to protect consumers.

    To ask the Secretary of State for Education, what early intervention and education support is available for children who are on the autism spectrum to prevent them developing mental health difficulties later in their school career.

    Our reformed system for meeting the needs of children and young people with Special Educational Needs (SEN) and Disabilities is designed to ensure that their needs are identified at an early stage, that the right support is in place, and that problems do not escalate.

    All early years providers are required to have arrangements in place to identify and support children with SEN or disabilities and to promote equality of opportunity for children in their care. All schools should have a clear approach to identifying and responding to SEN and must use their best endeavours to ensure that children with SEN, including those with autism, get the support they need.

    As part of their Initial Teacher Training, all teachers are expected to learn to identify and address various types of SEN, including autism. The Government is also funding the Autism Education Trust in 2015-16, providing £650,000 to provide tiered training at universal, enhanced and specialist levels for early years, school and post-16 staff to help them understand how best to recognise and support children and young people with autism.

    The Department does not hold data on the numbers of autistic children who are home educated nor the numbers of children who are not in school. The Alternative Provision Census does collect data about children who are not in school or in a pupil referral unit. However, it covers as a single ‘Not in School’ category only those who are educated otherwise than at school under arrangements made and funded by local authorities. The information does not reflect types of special educational need.

    The data may be available from Plymouth City Council, since it has a duty under Section 22 of the Children and Families Act 2014 to carry out its functions with a view to identifying all the children and young people in its area who have or may have special educational needs or a disability, and also a duty to provide children of compulsory school age with an education.

    To ask the Secretary of State for Communities and Local Government, what safeguards his Department plans to put in place to ensure that people who leave their council homes as a result of the proposed pay to stay scheme are able to afford private rented property in the same area.

    It is only fair that social tenants who can pay more should pay more. There are more than 40,000 tenants in social housing who benefit from subsidised rents but where the annual household income is over £50,000. We have however consulted on a proposal for a taper to ensure that work incentives are protected. If adopted, this would mean that households towards the lower end of the proposed income thresholds would see a low rise in their rent below market rental values in areas where market rent is higher than social rent. Of course, if tenants on incomes well above the proposed threshold wish to take up a rental opportunity in the private sector then this should be encouraged to free up social housing for those most in need.
