    To ask Her Majesty’s Government how many English piers have received government grants in (1) 2013, (2) 2014 and (3) 2015.

    There a number of grant programmes, funded by the taxpayer and the lottery, from which England’s 43 surviving piers can benefit. There is no central record of all government grants awarded to piers in 2013, 2014 and 2015.

    It is clear that grants from initiatives such as the Coastal Communities Fund and the Coastal Revival Fund as well as the Heritage Lottery Fund, have been invaluable in assisting with restoration works and creating new businesses and jobs. Such grants help to preserve our heritage and increase visitor numbers.

    At Hastings Pier, which will reopen to the public this spring, a £14 million restoration project was awarded funding through the Heritage Lottery Fund, the Coastal Communities Fund and from DCLG, among other sources. The new visitor centre, arts centre and restaurant will provide a boost to tourism and local businesses.

    To ask the Secretary of State for Transport, what assessment he has made of the implications for (a) seafarer welfare and (b) compliance with the Maritime Labour Convention Regulation 4.1 on medical care onboard ship and ashore of the proposal in Question 35 of the Department of Health consultation on the extension of charging overseas visitors and migrants using the NHS in England.

    UK regulations implementing Regulation 4.1. of the Maritime Labour Convention, 2006 (MLC) make the shipowner responsible for meeting the cost of medical care for seafarers working on their ships, in order to ensure that such care is provided at no cost to the seafarer. Since the Department of Health’s proposal does not affect seafarers’ access to medical care at the point of need, no seafarers should be affected by the proposal, and there should be no impact on the welfare of seafarers. I am satisfied that the proposal in Question 35 of the Department of Health consultation is not contrary to the requirements of the Convention.

    To ask the Secretary of State for Transport, on which motorways at which locations automatic number plate recognition cameras are in use; and what offences such cameras are being used to detect.

    Highways England have installed and operate automatic number plate recognition (ANPR) cameras across 500 sites covering the majority of the motorway and trunk road network. These are used for data gathering and provision of information, such as journey times and are not used for enforcement purposes.

    In addition, there are a small number of ANPR cameras at the Dartford Crossing to support Dartford free flow charging and 22 sites at various locations operated by the Driver and Vehicle Standards Agency to detect offences, including unlicensed operators, untested vehicles and at some locations overloaded vehicles.

    A private sector company, Trafficmaster, operates their own ANPR cameras to capture traffic flow information to provide traffic services for travellers.

    To ask the Secretary of State for Transport, how many times one person has been left on (a) daytime and (b) night-time watch at Falmouth Coastguard Operations Centre in the last five years.

    The operational concepts and procedures that underpin Her Majesty’s Coastguard’s national network mean that the Coastguard Centres within it no longer have fixed geographic boundaries. This enables Coastguards at either the National Maritime Operations Centre (NMOC) or any of the 9 Coastguard Operations Centres (CGOC) to coordinate any incident anywhere around the UK coast irrespective of their location. As a result workload is now managed on a national basis rather than Centre by Centre as was previously the case. National capability and Coastguard staff from any Centre are now available to provide additional support to any individual Centre within the network when it is considered necessary by senior operational managers.

    The network enables Coastguards at either the National Maritime Operations Centre or at any of the nine Coastguard Operations Centres to coordinate any incident anywhere around the UK coast. Workload is managed on a national basis enabling national capability and resource to be available to support any Coastguard Centre when it is considered necessary by senior operational managers.

    The number of watches when one Coastguard Officer has been on duty at Falmouth in the last five years is as follows:

    (a) Daytime – 0

    (b) Night Watches – 6.5

    We do not estimate budgets at an individual school level for future years as they are subject to change depending on pupil numbers, characteristics and the LA funding formula. We do not hold the information requested, but we do publish the allocations at individual school level for the current academic year every October.

    To ask the Secretary of State for Business, Innovation and Skills, if the Government will postpone the replacement of student maintenance grants with maintenance loans until a sharia-compliant finance product is available for such loans.

    Maintenance grants will be replaced by increased maintenance loans for eligible students starting full-time courses in the 2016/17 academic year. The Government supports the introduction of a Sharia-compliant ‘Takaful’ alternative finance product. Subject to Parliament, the Government hopes to introduce the system through new legislation.
