    To ask Her Majesty’s Government what further assistance they plan to make available to local authorities to increase contact with target groups such as the elderly, specifically men, who do not seek advice on health.

    In 2013, Public Health England (PHE) was established to protect and improve the nation’s health and to address inequalities, working with national and local government, the National Health Service, industry, academia, the public and the voluntary and community sector.

    PHE encourages local authorities to prioritise NHS Health Check invitations to individuals with the greatest health risk which includes older men.

    PHE Social Marketing has also conducted qualitative research amongst older adults (aged 50+), including elderly men, on the factors that influence early diagnosis (including barriers to help seeking) for the development of our Be Clear on Cancer, Breathlessness, Inflammatory Arthritis and Blood Pressure campaigns. The findings of this work have been incorporated into the campaign strategies, messaging and local partnership activity for all campaigns.

    Energy suppliers are responsible for installing smart meters in their domestic customers’ premises. It is, a condition of their licence that energy suppliers must comply with the Smart Meter Installation Code of Practice, which is regulated by Ofgem:

    The Code states that the installer should inform the customer about the dangers of carbon monoxide (CO) and the need to regularly have all gas appliances serviced and checked by a Gas Safe Registered engineer.

    The Government is considering all relevant advice and material, including the recent independent feasibility study published in February 2015, and the results of the public consultation, published in January this year. The consultation period has now ended. The Government hopes to make a decision soon.

    To ask the Secretary of State for Transport, when he expects the first Thameslink Class 700 train to enter revenue-earning service.

    The new Class 700 Thameslink trains built by Siemens will first enter service on the Brighton to Bedford route. It is important that when the trains are introduced that they operate reliably on these heavily used sections of the rail network. It is to this end that the trains are currently undergoing extensive testing on the Thameslink routes. They are also being used for driver training by Govia Thameslink Railway Ltd and operational testing of new infrastructure at stations on the Thameslink routes. This phase of testing is nearing completion and the trains are expected to enter passenger service in due course.

    As announced in the Written Ministerial Statement on 21 April 2016 (HCWS689), the contract between the Ministry of Defence and AWE Management Limited (AWEML) has been reviewed and now falls under the Single Source Procurement Framework which is overseen by the Single Source Regulations Office.

    As a result of the review, the Ministry of Defence (MOD) has greater control over the programme, while ensuring that AWE continues to deliver value for money for the taxpayer. The contract between MOD and AWEML also provides the opportunity for higher performance incentives, as well as reductions if targets are not met.

    To ask the Secretary of State for Business, Innovation and Skills, what steps he is taking to support small and medium-sized businesses in areas that have recently been affected by flooding.

    Following this winter’s severe flooding across northern England, including Calderdale, this Government put in place a comprehensive response and Calderdale has already received over £9.8 million in funding for business and community support.

    Specifically for small and medium sized businesses there are three ways we are helping:

    – giving flooded businesses business rates relief (£1.6 million for Calderdale)

    – providing business recovery grants to help deal with exceptional costs borne by flooded businesses (£1.55 million paid out to businesses to date); and

    – grants to incorporate greater flood resilience into any repairs undertaken by flooded businesses, helping to reduce the future impacts of flooding (£52,000 paid out to date to homes and businesses in Calderdale).

    Other measures such as getting roads, bridges and rail services back working again and repairing and improving flood defences are also clearly a significant help. This includes the £5.5 m to repair Elland Bridge and to provide a temporary footbridge in the interim.
