    The department has issued best practice guidance for all schools on the need to give high priority to the consideration of cost for parents. The guidance sets out that governing bodies should be able to demonstrate that they have obtained the best value for money from suppliers, and that any savings negotiated with suppliers should be passed on to parents wherever possible. It also makes clear that schools should not enter into cash back arrangements.

    My Department does not hold records of all such land sales by its arm’s length bodies, however It is likely that, in the period since May 2010, Network Rail, London Continental Railways (LCR), BRB (Residuary) Ltd (BRBR) (dissolved in September 2013), and Highways England (formerly the Highways Agency) all sold land containing parts of disused rail lines. Compiling a record of all sales would involve incurring disproportionate costs.

    The Oil and Gas Authority does not produce a forecast of the proportion of UK energy consumption to be supplied by other countries.

    However, as indicated in the answer to Question 40279, the Oil and Gas Authority publishes projections of UK oil and gas import dependency (defined as net oil and gas imports as a percentage of UK oil and gas demand).[1]

    These projections for 2016-2026 are given in the following table.

    As stated in our annual 2015 Human Rights report, the UN Special Rapporteur for Human Rights estimated that between 966 and 1,025 people were executed in Iran in 2015. It is estimated that there have been 309 executions to date in 2016. The British Government continues to oppose the death penalty in all circumstances.

    To ask Her Majesty’s Government whether they intend to take steps to ensure that the organisation CAGE is prevented from speaking at British universities.

    The Government introduced a duty on universities in September to ensure that they have due regard to the need to prevent people being drawn into terrorism. The statutory guidance which accompanies the duty makes clear that universities must ensure that they assess the risks associated with organisations and speakers at events on campus, putting mitigations in place where necessary or cancelling events where the risk cannot be mitigated.

    The Higher Education Funding Council for England (HEFCE) has been appointed as the body to monitor compliance at English universities, including where potential breaches of the duty are reported. Appropriate arrangements will apply in Wales and Scotland.
