    To ask the Secretary of State for Health, what account his Department has requested be taken of children who have specific needs arising from dual diagnosis of physical and mental health conditions in the thematic analysis of the local transformation plans commissioned by his Department.

    NHS England has commissioned a number of thematic reviews as part of the analysis of the Local Transformation Plans. The aim is to understand how local areas are approaching the transformation process and where possible identify interesting local approaches that could inform future service planning and design to address the needs of all of the local population including those with dual diagnosis of physical and mental health.

    One of these thematic reviews focuses on the needs of vulnerable groups of children and young people, such as looked after children, care leavers and those in contact with the justice system. This could also include children and young people with complex needs such as those with long term physical health issues if local areas have identified this group as a priority for action.

    To ask the Secretary of State for Health, what the serum folate levels in women of child-bearing age were in the latest results of the National Diet and Nutrition Survey; and how that figure compares to the World Health Organisation thresholds.

    Results from the National Diet and Nutrition Survey (NDNS), published in March 2015, show that the mean serum folate level in women of child bearing age (16-49 years) was 20nmol/l. Approximately 16.5% of women in this age group fell below the published World Health Organization threshold for biochemical folate deficiency however, as a result of methodological difficulties the threshold needs to be adjusted to be comparable with the laboratory method used to measure folate in NDNS. The adjusted threshold will be higher than the published threshold and so the percentage of women with serum folate levels below the adjusted threshold is expected to be higher than the published value. A note setting out these points was published on 17 February 2016, alongside the NDNS report.

    A home consultation can be offered where a claimant is unable to travel to a consultation as a result of their health condition or impairment.

    Situations where a claimant may need a home consultation can include where a person’s diagnosis suggests a significant disability that may make travel extremely difficult or the claimant provides evidence from a health professional that they are unable to travel due to their health condition or impairment.

    To ask Her Majesty’s Government what criteria they will use to decide whether the National Food Crime Unit should have direct enforcement powers.

    The review of the National Food Crime Unit (NFCU) will consider the following issues:

    – Current and likely future reactive demand from food crime;

    – Current and likely future proactive opportunities to disrupt and prevent food crime;

    – Gaps between reactive/proactive demand and current response;

    – The current and future role of local authorities, the police service, other government departments/agencies and the wider food crime response landscape, including the international response and cross border collaboration post European Union exit;

    – Value for money of current and potential responses; and

    – The current form and function of the NFCU, and whether this meets current and future demand.

    In the first Food Crime Annual Strategic Assessment, the NFCU highlighted the limitations of current intelligence and reporting, and the difficulties in estimating the scale and impact of food crime. The review will therefore take these limitations into account when considering the current and future demands and opportunities, and make reasonable judgements where evidence is incomplete or lacking.

    The Government has no plans to establish a nationwide disabled Vehicle Excise Duty parking exemption list for off-street car parking. It is for local authorities to comply with equalities legislation when providing a service, including off-street parking.

    To ask the Secretary of State for Health, what steps he has taken in response to the findings of the first set of operational data collected by NHS England on wheelchair services; and what steps he is taking to ensure that short-term wheelchair loans are available for people waiting for provision of NHS wheelchairs.

    The national wheelchair services data collection was introduced by NHS England in July 2015 and requires clinical commissioning groups to submit quarterly data on their wheelchair services. Data has so far been published for quarter two and quarter three 2015/16. This is a new collection and therefore does not yet provide an opportunity to draw national or regional comparisons. The vast majority of short term wheelchair loans are provided through charities such as the Red Cross and not via the National Health Service.
