    Ministers have met with the Association of The British Pharmaceutical Industry (ABPI) , and The Secretary of State for Exiting the European Union will be attending the EU UK Life Science Steering Board. We will continue to consult with a broad range of stakeholders on the implications of the referendum result, including the pharmaceutical industry.

    When commissioning new video interview sites, a security risk assessment is undertaken and the service has to be suitably accredited. Video interviewing, using this approach, has been used successfully for customers in other locations since 2007.

    To ask the Secretary of State for Environment, Food and Rural Affairs, what estimate she has made of the effect of the fluctuation in the market price of crude oil on the continued operation of waste oil collection services.

    The changes referred to do not amend the Environmental Permitting (England and Wales) Regulations 2010. The changes made are to the ‘Environmental Guidance On Waste Incineration’, which now clarifies that small waste oil burners used to burn waste oil must meet the requirements of Chapter IV of the Industrial Emissions Directive or switch to non-waste fuels.     The impact assessment for the changes to this guidance considered some sensitivities on the price of crude oil with regard to collection fees only.     To ask the Secretary of State for Education, with reference to paragraph 1.89 of Budget 2016, how much of the £500 million of additional core funding for schools will be allocated to schools in Lancashire.

    The funding announced at the Budget has been provided to support the Department’s school reform agenda. This will allow us to spend around £500 million over the Spending Review period, in addition to the per pupil protection of the core school budget announced at the spending review, to speed up the introduction of a fair national funding formula.

    Our current consultation on a National Funding Formula for schools outlines the principles of the funding system and the funding factors that we believe should define the national funding formula for schools. This consultation closes on 17 April, and having considered the responses to this consultation, later this year we will launch a second consultation. This second stage consultation will detail our proposals for weighting each factor, the transitional arrangements and illustrate the distribution of funding for schools and local authorities that that implies, including the allocation of this funding. Until then, I am unable to comment on how additional funding will be allocated to schools in Lancashire.

    To ask the Secretary of State for Energy and Climate Change, what steps she is taking to implement the Paris climate change agreement.

    The Paris Agreement marks a significant step forward towards reducing, on a global scale, the emissions that cause climate change. The agreed long-term goal of net zero emissions in the second half of the century shows that the world is committed to decarbonisation and the agreement drives us forward on our path to limiting the average global temperature rise to well below 2°C, and to pursue efforts to 1.5 °C. We must now work hard to continue the global momentum created by the Paris deal by supporting countries to implement their emission reduction commitments; ensuring we meet our own commitments; and continuing to build the conditions for the transition to a low carbon economy to enable further ambition in the future.

    The UK’s contribution to the Paris Agreement will be determined by our commitments to meeting EU climate and energy targets, and by the UK’s own domestic framework, comprising a 2050 emissions reduction target of at least 80% on 1990 base year levels and a series of five-year carbon budgets, as established by the Climate Change Act 2008.We will also set the level of the Fifth Carbon Budget, covering the period 2028-2032, in law by the end of June this year. This will be followed by our new emission reduction plan, which is due to be published towards the end of the year.

    Governments alone cannot deliver the scale of action required, businesses, investors and civil society all have a role to play. Many are already acting and Paris saw an unprecedented level of engagement and commitment to reduce emissions and drive forward low carbon growth and markets. This action will help unlock the transition to a low carbon economy and support the implementation of the Paris Agreement.
