    To ask the Secretary of State for the Home Department, what steps she is taking to ensure that databases compiled by local authorities in respect of their regulatory functions can be used to ascertain whether non-UK EU citizens are legally exercising their rights under the Free Movement Directive; and if she will make a statement.

    The Home Office continues to work with other departments to ensure that the criteria for assessing an EU national’s right of residence in order, for example, to gain access to a public service or benefit is made in line with EU free movement law. This information may be recorded in line with the relevant local authorities’ processes.

    To ask the Secretary of State for the Home Department, what progress her Department has made on implementing the Prime Minister’s proposal that mothers’ names should be added to marriage certificates.

    The Home Office is working with all interested parties to confirm the most efficient and effective way to enable mothers’ names to be recorded on marriage certificates.

    Achieving this is likely to require additional funding and changes to legislation, IT systems and administrative processes.

    The Government will confirm a timetable for the transition to a new system to introduce the changes in due course.

    To ask the Secretary of State for Justice, what estimate he has made of the proportion of people living in Copeland Borough who will be able to travel to (a) a magistrates’ court and (b) a family court by public transport in under 60 minutes if the proposed closure of West Cumbria Court goes ahead.

    No decision on the future of courts in West Cumbria will be made until every response to the current consultation has been carefully considered. Access to justice is not just about proximity to a court. To ensure that access to justice is maintained, we are committed to providing alternative ways for users to access our services, including the use of other civic buildings.

    As the consultation states, the utilisation of West Cumbria Magistrates’ Court and County Court during 2014/15 was low at approximately 42% of its capacity. West Cumbria also has a worse standard of facilities for court users than other courts in the region.

    To ask the Secretary of State for Transport, what steps he is taking to monitor the use of drones in UK airspace.

    The Civil Aviation Authority keeps a record of all the permissions they have issued to fly commercial drones in UK airspace. However this does not extend to leisure users of drones. To address this issue The Department for Transport is currently looking at a range of options including regulation, registration and licensing options and a database to increase transparency on the use of drones for the general public. We intend to consult on all of these issues and other possible solutions in 2016.

    To ask the Secretary of State for Culture, Media and Sport, what plans his Department has to commemorate the centenary of the Battle of the Somme.

    A UK national commemorative event will take place on 1 July at the Commonwealth War Graves Commission Thiepval Memorial to the Missing of the Somme in France. This is a free ticketed event – the public ballot for tickets opened in September and will run until 18 November. There will be a daily service of remembrance at Thiepval on each of the 141 days of the Battle and a wide programme of events in the UK. Manchester will play a key role in this and I will announce further details shortly.

    A new UK delegation to the Parliamentary Assembly of the Council of Europe was appointed on 10 November 2010 following the 2010 General Election, to provide a balanced reflection of the representation in the UK parliament, in accordance with the Statute of the Council of Europe.     Data is not collected in the format requested, however data from the National Drug Treatment Monitoring System shows that of the 83,771 people receiving a first alcohol treatment intervention in 2013-14, 77,629 (93%) started within three weeks of referral. It should be noted that some people will receive more than one intervention at the same appointment, so the number of first interventions is somewhat higher than the number of referrals for the same year.

    To ask the Secretary of State for the Home Department, what funding has been made available to each local authority in London and Essex to resettle refugees in each of the next three years.

    On 2 October local authorities received a letter to confirm that the first 12 months of a refugee’s resettlement costs (under the Syrian Vulnerable Persons Resettlement Scheme) are fully funded by central government using the overseas aid budget. To ensure that local authorities can plan ahead and continue to respond to the overwhelmingly generous response of the British people, the Government will also provide additional funding to assist with costs incurred in future years. These arrangements will be applied to all cases since the 20,000 expansion was announced.

    We do not currently operate any of our other resettlement schemes in London and Essex.
