    Figures for the 2016-17 and future public health grants will not be known until after the 2015 spending review. There is currently a consultation on the proposed target allocation formula for the 2016-17 public health grant, which includes a formula for substance misuse services, which closes on 6 November.

    To ask the Secretary of State for Transport, how many (a) enforcement cases and (b) out-of-court settlements there were for non-payment of vehicle tax between (i) October 2013 and June 2014 and (ii) October 2014 and June 2015.

    The Driver and Vehicle Licensing Agency (DVLA) employs a range of enforcement activities including reminder letters, out-of-court settlements, wheelclamping or prosecutions. There were 609,938 cases eligible for enforcement action between October 2013 and June 2014. Of these, 135,456 were settled by way of an out-of-court settlement payment. Between October 2014 and June 2015 there were 757,086 cases eligible for enforcement action with 161,117 reconciled by way of an out-of-court settlement payment.

    Access to the premium service is subject to the ability of HM Passport Office to carry out sufficient checks and safeguards within the four-hour period under which a decision must be taken on the passport application. The renewal or replacement of a child’s passport requires additional security checks to be conducted to protect the best interests of the child and it is not feasible for these to be completed within the current premium service timescale.

    The joint declaration of 20 September 2014 included a £12 million contribution from the UK Government towards a joint fund to strengthen security at Calais and other juxtaposed ports. Since 20 September 2014, the UK Government has committed an estimated £11.54 million from that fund on security and other improvements at the juxtaposed ports, including £1.5 million into the joint fund for a secure zone for HGVs at Calais.

    The Department for Business, Innovation and Skills (BIS) is responsible for funding the Trailblazer apprenticeships programme and the industry is developing a standard for an HGV Driver apprenticeship. Funding for obtaining an HGV licence is not currently in scope of Trailblazers but this is under review. BIS will consider what the new funding model will be with the introduction of the new apprenticeship levy.
