    Competent Harbour Authorities, such as the Londonderry Port & Harbour Commissioners, have a statutory duty to determine what pilotage services need to be provided to secure the safety of ships navigating their waters, and may authorise those persons they consider suitably qualified to act as pilots. The Department has no power to oversee or direct them in their execution of these duties.

    We are not currently planning any national policies on nutrition labelling of alcohol. However, some businesses are choosing to label calories voluntarily on their alcoholic beverages. The possibility of mandating calorie labelling on alcohol is under discussion at European Union level.

    Completion and publication dates for the hepatitis C framework have not yet been confirmed. In the meantime, Public Health England continues working with NHS England and Operational Development Networks to establish a process of monitoring treatment access and uptake.

    During the last Parliament, the Government exceeded its ambition to release surplus land with capacity for 100,000 homes. The housing capacity of the land released by Government Departments and their arms length bodies is set out in the attached table.

    Over this Parliament, the Government is committed to releasing surplus public sector land with capacity for up to 150,000 homes by 2020. The Department for Communities and Local Government is working with Departments to review their land holdings in order to identify suitable surplus public sector and finalise disposal plans for this Parliament.

    To ask Mr Chancellor of the Exchequer, what governance and accountability arrangements are proposed for the North East Investment Fund.

    On 23 October the Government signed a historic devolution deal with the North East Combined Authority. As part of the deal, and subject to the passage of the Cities and Local Government Devolution Bill through parliament, a new directly-elected Mayor for the North East will be created. The Mayor will chair the existing North East Combined Authority. Powers and responsibilities will be devolved from central government to the Mayor and Combined Authority.

    A detailed implementation plan will be agreed over the coming months between central government and the North East Combined Authority.

    To ask the Secretary of State for Communities and Local Government, what guidance he has issued to public bodies on the provision of social and affordable housing within any developments on land such bodies have sold for residential development.

    The National Planning Policy Framework requires local authorities to plan to meet the market and affordable housing needs in their area. Local authorities are expected to work closely with key partners and their local communities in deciding what type of housing is needed and where housing development should take place. Irrespective of the landowner, planning permissions must be determined in accordance with the Local Plan, unless material considerations indicate otherwise. Central departments are committed to releasing surplus land they own to help meet local housing needs, with a goal of delivering 150,000 homes by 2020 and my Department will be playing a full part in this.
