    Schools, academies and local authorities (LAs) are responsible for the recruitment and management of their supply teachers. This allows them to manage their resources and staffing structures in a way that meets local needs and priorities without central prescription from government.

    Information published from the School Workforce Census does not identify supply teachers specifically.

    To ask the Secretary of State for Communities and Local Government, what his policy is on pausing planning applications to build shale gas wells until after the Environment Agency has completed its consultation and published guidance for onshore oil and gas operations in the UK.

    There is no policy to delay the determination of shale gas planning proposals pending the completion of the Environment Agency’s consultation on their updated Onshore Oil and Gas Sector Guidance issued on 26 November.

    The Government has in place a comprehensive regulatory framework for shale gas development. As part of this, the Environment Agency’s views on schemes can be taken into account by local planning authorities, or by the Secretary of State where relevant, in the determination of planning proposals for shale gas development.

    The FCO’s Eastern Europe and Central Asia Directorate has one team working directly on Russia, and a significant proportion of the work across the Directorate is also focused on Russia. In addition, many teams and staff at all grades across the wider FCO and its overseas network have responsibilities which relate directly or indirectly, to Russia.

    The breakdown of staff numbers for the Eastern Europe and Central Asia Directorate in 2013-15 (overseas and at home) is as follows:

    31 March 2013 – 116

    31 March 2014 – 106

    31 March 2015 – 119

    31 October 2015 – 114

    Figures prior to 2013 are not available broken down by by Department. In 2014, following the crisis in Ukraine, we reinforced the FCO’s Eastern Europe and Central Asia Directorate by increasing the number of senior staff and deputy directors, as well as expanding the Russia and Ukraine Teams. This included an SMS 2 Director, in addition to an SMS 1 Additional Director. In 2011, 2012 and 2013 the Director position was graded at SMS 1. Other Government Departments have also increased resources on Russia.

    The Department does not hold this information in the form requested. Academies are operated by the legal entity of academy trusts, many of which operate multiple academies across multiple local authorities. As such, it is not possible to give local authority figures.

    To ask the Secretary of State for Health, what guidance his Department issues to hospital trusts on the account they should take of the availability of transport links when making decisions on reconfiguring services across two sites; and if he will make a statement.

    The Government is clear the reconfiguration of front line health services is a matter for the local NHS.

    NHS England has issued guidance on Planning and Delivering Service Change for Patients. As part of this guidance, NHS England specifies that: ‘Based on evidence and national clinical reference groups’ advice, commissioners need to determine the appropriate range of providers and interplay of key access requirements such as travel time.’

    All commissioners proposing reconfiguration must include an analysis of travelling times and distances in their Pre-Consultation Business Case. As part of the Best Practice Check guidelines issued by NHS England, commissioners are asked: ‘Has the travel impact of proposed change been modelled for all key populations including analysis of available transport options, public transport schedules and availability/ affordability of car parking?’ and asked to provide evidence of this through a travel impact assessment.

    The Government has invested an extra £400 million nationally to support health and care services over the winter period. This money will enable the NHS and local authorities to support people through the winter period. By making the money available from the start of the financial year, we have created certainty, enabling the health and care system to prepare more effectively than in previous years.
