    As the Minister of State for Foreign and Commonwealth Affairs, my right hon Friend the Member for East Devon (Mr Swire), said in his press statement on 4 November, the British Government is deeply concerned by recent developments in the Maldives. We believe the State of Emergency declared on 4 November impinged on the basic human rights of the Maldivian people and further undermined confidence in the country’s democracy.

    On 10 November the Maldivian government lifted the State of Emergency. As Mr Swire said in his tweet on 10 November, we welcome the lifting of the State of Emergency and look forward to further positive progress in the Maldives.

    To ask the Secretary of State for Work and Pensions, whether he plans to publish statistics on sanctions imposed under the universal credit scheme during the course of its implementation.

    The Department published its strategy for releasing official statistics on Universal Credit in September 2013. As outlined in the strategy, officials are quality assuring data for Universal Credit and formulating a definitive list of what statistics will be provided in the future.

    These statistics will be published in accordance with the relevant protocols in the Code of Practice for Official Statistics.

    We welcome the publication of the Commission of Inquiry report and are actively encouraging the African Union to establish the Hybrid Court as soon as possible. In October, the UN Security Council, with UK support, amended the mandate of the UN Mission in South Sudan (UNMISS) to be able to provide technical assistance to set up both the Hybrid Court and also the Commission for Truth, Reconciliation and Healing.

    The Government remains committed to delivering a reformed Electronic Communications Code that is clear, fit for purpose, and supports improvements in network coverage which provides consumers with a choice of high quality telecommunications services. We will update Parliament on plans in due course.

    Provisional 2014/15 data show that there were 105,800 apprenticeships starts in the healthcare sector.

    We are committed to delivering employer-led apprenticeship reforms, and will continue working with employers, developing more high quality apprenticeships that are responsive to the needs of business.

    The Healthcare Trailblazer, supported by Skills for Health, NHS Trusts and private organisations, has published two new healthcare apprenticeship standards, and more are in development.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what assessment he has made of the effect on travellers with bookings to (a) Sharm el Sheikh and (b) other destinations in the Middle East of the period within which the right to penalty-free cancellation can be ascertained being within 14 days of travel.

    On 4 November 2015, we amended our Travel Advice to advise against all but essential travel by air to Sharm el-Sheikh. We have not changed our Travel Advice for the resort itself.

    The FCO Travel Advice, available at www.gov.uk/foreign-travel-advice, provides objective information and advice to help individuals make better-informed decisions about their travel. The Egypt page has been regularly updated to reflect developing events since the crash of the Russian airliner on 31 October. We regularly review our Travel Advice and all changes are made after careful analysis. Our only consideration is the safety of British Nationals.

    The FCO is working with DfT and Egyptian counterparts to put in place permanent and sustainable measures to allow British flights to Sharm el-Sheikh to resume as soon as possible.

    Refunds and cancellation penalties are a matter for the airlines. We are liaising closely with airlines to share information about the progress of our discussions with Egypt.

    Government has created the foundation for saving via automatic enrolment and the State Pension reforms. The new State pension is there to provide a good basic level of income in retirement. The Government is encouraging saving and allowing people to access their pensions in a way that suits them.

    DWP is committed to providing security for working people at every stage of their lives, and that includes giving people the chance to plan for a financially secure retirement.

    The Government recognises that people need support which is why it set up Pension wise. Pension Wise is the Government’s free, impartial retirement guidance service which helps members by giving guidance on different options available to them. Part of the Pension wise guidance is stressing the need to consider the need for lifetime income to minimise the risk of running out. This service is not intended to replicate or replace the need for professional financial advice which some people should take.

    People can also turn to Money Advisory Service (MAS) and Citizens Advice Bureau for support if they are struggling with debt and need help to manage their finances.
