    To ask the Secretary of State for Transport, what assessment he has made of the effect on his Department’s policies of the recommendations of the Second Global Conference on Road Safety organised by the UN/WHO in Brasilia between 17 and 19 November 2015.

    The themes of the recommendations from the Second Global Conference on Road Safety in Brasilia are broadly in line with our approach to road safety, with an emphasis on education, enforcement and infrastructure with particular regard to vulnerable road users.

    The Government has a Manifesto commitment to reduce road deaths and injuries amongst cyclists and other road users every year. We are working with road safety groups and other stakeholders to determine what more can be done to meet this commitment.

    To ask the Secretary of State for Health, what steps he is taking to reduce the number of suicides by young men.

    We know that men are three times more likely than women to die by suicide. The cross-government suicide prevention strategy, Preventing Suicide in England, identifies young men as a high risk group to prioritise suicide prevention activities.

    The strategy also recognises that schools, social care and the youth justice system have an important contribution to make in suicide prevention by promoting mental wellbeing and identifying underlying issues such as bullying, poor self-image and lack of self-esteem.

    We provide financial support for the National Suicide Prevention Alliance and work with a range of experts and partner organisations to deliver suicide prevention activities across all age groups, including young men. I will be meeting experts again shortly to advance the strategy.

The prices of branded medicines are controlled by the 2014 Pharmaceutical Price Regulation Scheme or under the statutory scheme established under the Health Service Branded Medicines (Control of Prices and Supply of Information) (No.2) Regulations 2008 and the Health Service Medicines (Information Relating to Sales of Branded Medicines etc.) Regulations 2007.

    As Consumer Price Index (CPI) inflation levels are close to zero, the impact of freezing Local Housing Allowance rates will have no impact in 2016/17 when compared to the counterfactual of uprating by CPI. (In future years, 30 per cent of the savings from the ‘freeze’ will be used to create further Targeted Affordability Funding to help those areas where rent increases are causing a shortage of affordable accommodation.)

    It is up to Police and Crime Commissioners (PCCs) and Chief Constables to decide how to allocate their resources, including the efficient use of reserves, based on local priorities. The total amount of revenue funding received by each PCC (formerly Police Authorities) and the total amounts of usable reserves, taken from publically available force area accounts are included in the table below. This includes total core Government funding area from the Home Office, Legacy Council Tax Grants and locally raised precept income. It excludes specific grants such as the Innovation Fund and other locally raised income.

    Provisional management information available on the number of attendances by the fire brigade for fires at immigration removal centres from January 2013 is provided below in line with the period for published statistics:

    Jan to Dec 2013 – 12 incidents

    Jan to Dec 2014 – 10 incidents

    Jan to Sep 2015 – 8 incidents

    Attendances by the fire brigade for incidents other than fires during the same data period could only be provided by examination of individual records so this information cannot be provided except at disproportionate cost.

    The UK is required to transpose the EU Directive 2015/413 on the Cross Border Exchange of Information on Road Safety Related Traffic Offences by 6 May 2017. Work is currently underway to implement the relevant legal changes by this date. Explanatory notes will accompany the secondary legislation implementing the data sharing requirements and these will be made public when the legislation is tabled.

    We have not raised this specific issue with the Israeli authorities. However, our Ambassador in Tel Aviv regularly raises UK concerns over the use of force, including lethal force, most recently on 19 November with the Israeli Minister for Strategic Affairs and Public Security. Officials from our Embassy in Tel Aviv also raised the issue of force with the Head of the Civil Department of the Israeli Office for the Coordination of Government Activities in the Territories (COGAT) Civil Department, on 24 November and the Israeli National Security Council on 18 November.

    Under powers in the Coroners Act 1988 (as amended) a new coroner investigation may be ordered by the High Court, with the authority of the Attorney General, where it is in the interests of justice to do so because of fraud, rejection of evidence, irregularity of proceedings or insufficiency of inquiry in the original inquest or new facts or evidence have come to light. It therefore falls outside the responsibility of the Secretary of State.
