    To ask the Secretary of State for Transport, whether he intends to implement a single consolidated legislative framework for taxis throughout England and Wales.

    A single legislative framework for taxis and private hire vehicles throughout England and Wales was one of the recommendations of the Law Commission following their comprehensive review of taxi and private hire legislation.

    The Government is continuing to consider the Law Commission’s report in its entirety and in line with the protocol that exists between the Government and the Law Commission, the Government will formally respond to the Law Commission and announce its intentions in due course.

    To ask Her Majesty’s Government what representations they have made to the government of Israel following a report by Rabbis for Human Rights that young Jewish settlers from Yitzhar were calling for Palestinians to be burned alive.

    Whilst we have not specifically raised this issue, we are deeply concerned by the recent violence across the Occupied Palestinian Territories and Israel. We strongly condemn all acts of violence and all incitement to commit acts of violence. Since the start of the current violence we have spoken regularly to both the Israeli government and the Palestinian Authority, urging them to use their influence to de-escalate the tensions. The most recent discussion with the Israeli government was on 19 November when our Ambassador in Tel Aviv raised our concerns with Gilad Erdan, Israel Minister for Strategic Affairs, Public Security and Information.

    To ask Her Majesty’s Government, further to the reply by Earl Howe on 2 December (HL Deb, col 1193), what actions will be criminalised from next April under the specific offence of anti-Muslim hatred, and whether the actions criminalised under that offence will include (1) criticism of the Muslim religion, and (2) statements from people who have left that religion explaining why they have done so.

    As the Prime Minister announced in October, we have asked the police to record all existing religious based hate crimes by the faith or belief (including absence of belief) of the victim from April next year.

    Under existing hate crimes it is not an offence to criticise Islam or for those who have left the faith to explain why they have done so. The new recording system does not constitute a new offence of anti-Muslim hatred, but will require this to be recorded specifically.

    To ask the Secretary of State for Work and Pensions, what steps he is taking to ensure that job vacancy statistics do not double-count jobs advertised through multiple agencies on the job vacancy portal.

    The official vacancy statistics are national statistics, produced by the Office for National Statistics (ONS), and not DWP. ONS is the UK’s largest independent producer of official statistics and is the recognised national statistical institute for the UK.

    The ONS is overseen by the UK Statistics Authority, which is an independent body operating at arm’s length from government as a non-ministerial department, directly accountable to Parliament. The UK Statistics authority provides independent scrutiny (monitoring and assessment) of all official statistics produced in the UK.

    To ask Her Majesty’s Government whether the EU guidelines for labelling products made in Israeli settlements will apply in the UK, and if so, what are the implications for future meetings between the Ambassador of the UK to Israel and representatives of the government of Israel.

    The principal feature of the Interpretative Notice issued by the European Commission on 11 November on indication of origin of goods from the territories occupied by Israel since June 1967 is a recommendation that goods imported into the EU which originate from Israeli settlements in the occupied territories should bear an indication which makes that provenance clear. That recommendation was included in technical advice to UK retailers and importers concerning labelling agricultural produce from the West Bank that was issued by Defra in 2009. We are currently in discussion with other Departments to consider whether revisions need to be made to the 2009 advice in the light of the Interpretative Notice. I do not anticipate that the UK’s bilateral relations with Israel will be affected by the EU’s decision to adopt this Notice, given that we have already had guidance in place for several years.

    The Department for Business, Innovation and Skills 2014 Small Business Survey shows that 36% of all small businesses do not have a website. Further research on small businesses’ digital capabilities was published on 9th September 2015. The Office for National Statistics also publishes information on businesses’ e-commerce and ICT activity. It should be noted that 46% of small businesses use social media.

    We have committed to increase funding for the BBC World Service to £34 million in 2016/17 and £85 million a year up to 2019-20. As a provider of accurate, impartial and independent news the BBC World Service helps to strengthen democratic accountability and governance, meaning that a significant portion of the funding provided can be classified as Official Development Assistance (ODA). ODA is subject to approval via the Organisation for Economic Co-operation and Development’s (OECD) Development Assistance Committee (DAC), which oversees international ODA classification. We will work with the BBC and DAC to make the case for classifying up to £28m of the £34m in 2016/17 as ODA, and up to £70m per year in three remaining years of programme as ODA spend.
