    I refer the hon. Member to the reply given by my noble Friend, Earl Howe to the noble Lord, Lord West of Spithead, in the House of Lords to Question HL 3905 on 3 December 2015.

    As explained in the White Paper ‘National Security Strategy and Strategic Defence and Security Review 2015 (Cmd 9161)’, the T26 GCS programme will be crucial to the future of the UK’s warship-building industry and form a central part of the national shipbuilding strategy which is to be published in 2016. This strategy will confirm the arrangements for the build programme of the T26 GCS.

    To ask the Secretary of State for Justice, what recent representations he has received on expansion and improvement of educational facilities in prisons; and if he will make a statement.

    Education is embedded in a wide range of regime activities which occur within a prison including classrooms, libraries and industries. No data is held centrally on the proportion of space at each prison (and this would incur disproportionate cost to calculate).

    The Secretary of State for Justice announced on 8th September a review of the quality of education in prisons, chaired by Dame Sally Coates. The review will examine the scope, quality and effectiveness of current provision. It will consider the scope and range of the current curricula and identify the most effective teaching and delivery models. Stakeholders are being consulted and a Call for Evidence has been issued.     To ask the Secretary of State for Environment, Food and Rural Affairs, what proposals she plans to submit to the European Union Council of Fisheries Ministers on 14 and 15 December 2015 to safeguard fishing effort and quotas in terms of Cod, Haddock, Hake and Nephrops in the Irish Sea (Area VIIA); and if she will make a statement.

    The UK Government worked hard to get the best possible deal for UK fish stocks and our fishing industry at the annual EU Fisheries Council, where fishing opportunities for 2016 were agreed. For fisheries in the Irish Sea we secured increased quotas for haddock, Nephrops and hake, a rollover of the 2015 quota for plaice, and kept a reduction for cod in line with the scientific advice. We also ensured that “days at sea” effort levels will be maintained at the existing level for all areas of the Cod Recovery Zone, including the Irish Sea.

    To ask the Secretary of State for Transport, pursuant to the Statement of 10 November 2015, HCWS301, (a) how many Volkswagon vehicles have been retested to date, (b) how many such vehicles he expects to be retested and (c) what the findings were of the retest in relation to discrepancies in (i) nitrogen oxide and (ii) carbon dioxide emission figures; what recent estimate he has made of the cost of the retest programme; and if he will make a statement.

    Two Skoda vehicles (from the Volkswagen Group), of a type identified by the manufacturer as having defeat devices fitted, have been tested. These tests were to determine the potential for a wider test programme to identify the presence of a defeat device.

    We are not planning to retest any further Volkswagen group vehicles that are known to have defeat devices fitted but the Vehicle Certification Agency will test vehicles presented by Skoda (and at Skoda’s expense) to verify that the technical solution proposed ensures that the affected vehicles operate in accordance with the regulatory requirements.

    We do not have firm numbers for these preliminary tests in relation to nitrogen oxide and carbon dioxide as they were not designed to provide absolute measurement, but to validate a test procedure for the wider programme.

    We have approved a budget of £675,000 from public funds to ensure that this important work can proceed. However, we have agreed with ministers in Germany and in France that we will collaborate to avoid duplication of testing and secure best value for the taxpayer.

    The Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Runnymede and Weybridge (Philip Hammond) wrote to Ethiopian Foreign Minister Tedros on 10 December about Andargachew Tsege’s continued detention. He made clear that Mr Tsege should have access to a lawyer, and be allowed to challenge his detention through a legal process.

    To ask the Secretary of State for Work and Pensions, how many improvement notices have been issued by Health and Safety Executive inspectors to operators of offshore oil and gas installations in 2015-16; and what proportion of those notices were issued in response to maintenance matters.

    Twenty three Improvement Notices have been issued to offshore operators in the period April 15 to date. Of these, four were related to maintenance.

    Please note that the rationale used for answering the question is as follows:

    • The question specifies Improvement Notices, and so Prohibition Notices have not been considered;
    • The total includes all notices served in respect of the offshore oil and gas industry, and includes pipelines and diving where relevant;
    • Offshore windfarms, withdrawn notices, and notices currently under appeal, or where an appeal has been upheld have been excluded;
    • Maintenance has been taken to include notices in relation to maintenance systems, failures to maintain (includes work equipment and fabric integrity), and maintenance backlogs (generally criteria for deferring maintenance of Safety Critical Elements etc);

    To ask the Secretary of State for Health, what reports NHS England has produced on progress in achieving parity of esteem for mental health.

    NHS England and the Department jointly published Achieving Better Access to Mental Health Services by 2020 in October 2014. This publication recognised that a key element of achieving parity across mental and physical health care depends on enabling people to have timely access to evidence-based and effective care, and set out a clear vision for the development of access and waiting time standards in mental health including introduction of the first set of standards on early intervention in psychosis and psychological therapies, as well as signalling new investment in liaison mental health services in acute hospitals.

    NHS England’s Five Year Forward View set out a clear commitment to a more equal response across mental and physical health and achieving genuine parity of esteem by 2020.

    In support of this objective, NHS England’s latest planning guidance, Forward View into Action: planning for 2015-16, includes an expectation that clinical commissioning groups’ (CCG) spending on mental health services in 2015-16 should increase in real terms, and grow by at least as much as each CCG’s allocation increase to support the ambition of parity between mental and physical health.

    NHS England has commissioned an independent Mental Health Task Force to produce a five-year mental health strategy, for improved access and outcomes in all settings, to be published in the New Year.

    Current police funding arrangements are complex, opaque and out of date. This reflects views put forward by PCCs, police forces and Committees of this House. It is essential that we come to a new funding formula that is fair, transparent and matched to demand – but also one that is supported by policing as a whole. However, we have listened to the views of policing partners and are minded to delay the proposed changes to the formula for 2016/17.
