    The latest OECD Economic Outlook forecasts the UK to be the joint fastest growing major advanced economy in 2015. The OECD have revised down the forecast for both world trade growth and global GDP growth in 2015 and 2016. This demonstrates the need to continue to fix the economy to ensure the UK can deal with risks from abroad.

    The government remains committed to encouraging long-term investment and promoting a dynamic economy, and recently set out comprehensive reforms to support productivity growth in “Fixing the foundations: Creating a more prosperous nation”.

    To ask the Secretary of State for Health, what assessment he has made of the potential effect on patient outcomes of the planned transfer of obesity surgery commissioning responsibilities to clinical commissioning groups from April 2016.

    We do not expect obesity outcomes to be affected, as the change will primarily be in regard to commissioning responsibilities. However, we believe the transfer should support better integration between Tier 3 and Tier 4 services (which include obesity services) which in turn should improve patient pathways.

    We continue to have serious concerns about the situation in the Maldives. My Rt Hon. Friend the Member for East Devon ( Mr Swire) raised publically and privately with Maldives Foreign Minister Dunya Maumoon. The Prime Minister, my right hon. Friend the Member for Witney (Mr Cameron) raised the issue with Prime Minister Modi during his visit. In a joint press statement released by the UK and India on 12 November the two Prime Ministers emphasised the importance of a stable and inclusive democracy in the Maldives, including an independent judiciary.

    To ask the Secretary of State for International Development, what steps her Department is taking (a) in the short term to provide humanitarian relief to displaced people in Bangui in the Central African Republic and (b) to secure peace in that city.

    The Central African Republic (CAR) is facing a severe and protracted crisis that has displaced more than a million people since 2012. Despite the deployment of 12,000 peace-keepers, the country remains marred by sectarian tension, criminal violence, arms proliferation and armed groups.

    In September the UK approved a £7 million uplift in our assistance to CAR and CAR refugees to address rising needs and aid gaps, bringing UK humanitarian funding to £25 million in 2015 and £58 million since 2013. This makes the UK the third largest humanitarian donor to CAR after the US and the EU in 2015. UK funding is enabling partners including the International Committee of the Red-Cross and the Common Humanitarian Fund to provide humanitarian assistance to people in need in Bangui and the rest of the country.

    The UK is also working with and through international organisations to ensure an effective international response to the security crisis in CAR.The UN is a key partner in CAR.The UK contributes to the UN peacekeeping mission (a projected £33.2m this year in assessed contributions).

    The National Action Plan, to implement the UN Guiding Principles (UNGPs) on Business and Human Rights, was published on GOV.UK on 4th September 2013. This sets out the Government’s expectation of UK businesses to respect human rights wherever they operate.

    We continue to update our action plan, reflecting the progress we have made as well as covering other related action taking place across Government such as the Modern Slavery Act.

    To ask the Secretary of State for Business, Innovation and Skills, what assessment he has made of the effect on the ability of the Office for Nuclear Regulation to carry out its safety and security regulatory functions in full of the guidance set out in the Legislative and Regulatory Reform (Regulatory Functions) (Amendment) Order 2014.

    The Regulators’ Code which came into force in April 2014 was issued as guidance under the Legislative and Regulatory Reform (Regulatory Functions) (Amendment) Order 2014. The code provides guidance for all regulators whose functions are specified and a framework for how they should engage with those they regulate when exercising their regulatory functions independently from Government. This includes providing straightforward ways for businesses to engage, basing regulatory activities on risk and helping businesses to comply by publishing clear information, guidance and advice.

    The Office for Nuclear Regulation (ONR) is required to have regard to the code when developing policies and operational procedures which guide their regulatory activities. However, the Regulators’ Code states that where a regulator concludes, on the basis of material evidence, that a specific area of the code is either not applicable or outweighed by another relevant consideration, then the regulator is not bound by that provision but should record the decision and their rationale. This acknowledges certain circumstances where regulators may not be able to follow all provisions of the code, for example decisions concerning safety and security, and that they will not be bound by the provision where these considerations justifiably outweigh provisions of the Regulators’ Code.

    The ONR is expected to demonstrate compliance with the Code without compromising its core purpose of nuclear safety and security.
