    To ask the Secretary of State for Transport, if his Department will estimate the number of passengers from North Wales and Cheshire who are projected to use Liverpool Airport in (a) 2015, (b) 2020 and (c) 2025.

    The last aviation forecasts made by the Department for Transport were produced in January 2013. These gave the following forecasts of passengers using Liverpool Airport who began or ended their journeys in North Wales or Cheshire in the central demand case:

    (a) 2015 : 0.81 million

    (b) 2020 : 0.78 million

    (c) 2025 : 0.82 million.

    To ask the Secretary of State for Culture, Media and Sport, what discussions he has had with industry representatives on the Universal Service Obligation announced by the Prime Minister on 7 November 2015; and what representations he has received from such representatives since.

    The Secretary of State and DCMS officials have discussed the Government’s intention to implement a new broadband Universal Service Obligation (USO) with industry representatives, and will be meeting fixed and mobile operators in coming weeks. The Government will launch a public consultation early next year in preparation for the implementation of a new broadband USO by 2020,with the ambition to give people the legal right to request a connection to broadband with speeds of 10 Mbps, no matter where in the country they live.

    To ask the Secretary of State for Work and Pensions, whether injured army veterans are exempt from personal independence payment assessments.

    Service personnel and veterans who are entitled to a Guaranteed Income Payment of 50% or higher through the Armed Forces Compensation Scheme (AFCS) are eligible to apply for Armed Forces Independence Payment (AFIP) instead of having to claim Personal Independence Payment (PIP). Entitlement to AFIP does not involve an assessment other than by reference to the AFCS award.

    All individuals claiming PIP are subject to an assessment of their daily living and mobility needs. In the majority of claims an assessment will involve a face-to-face consultation with an independent health professional. Assessments may also be carried out on paper evidence alone. We ask claimants to provide any evidence that they have to hand when they submit their PIP2 questionnaire. Such evidence could include evidence used or received in relation to a claim for AFCS or a War Pension. We also ask claimants to tell us who should be contacted in case further evidence is required.

    To ask Her Majesty’s Government what assessment they have made of (1) which UK terrestrial broadcasters produce annual original homemade content for children, and (2) how much those broadcasters spend annually on such content.

    Ofcom’s 2015 report into the future of public service broadcasting included an assessment of the amount of UK originated Children’s television programming by the public service broadcasting channels.

    In 2014, the BBC spent £84 million on children’s television programming. The combined spend of ITV, Channel 4 and Channel 5 was £3 million.

    To ask Her Majesty’s Government what information they have on the extent to which Daesh is establishing and consolidating control of territory in Afghanistan, in particular in the east, and what action they plan to take to prevent that.

    The Daesh affiliate in Afghanistan and Pakistan which identifies as Islamic State in the Khorasan Province (ISKP) primarily consists of former Taleban. While ISKP has influence in the eastern province of Nangahar, it has not yet demonstrated any national presence. The Taleban see ISKP as a threat and there have been repeated clashes between the two groups in Nangahar. The UK, through our support to the North Atlantic Treaty Organisation (NATO), provides Train, Advise and Assist support to the Afghan National Defence and Security Forces to help them tackle the extremist threat in Afghanistan. Together with our NATO partners we continue to monitor the situation closely.

    The National Institute of Clinical Excellence (NICE) published updated guidelines on co-sleeping in December 2014. The guideline advises health professionals to discuss co-sleeping (which can be intentional or unintentional) with parents and carers and inform them that there is an association between co-sleeping (parents or carers sleeping on a bed or sofa or chair with an infant) and Sudden Infant Death.

    As part of the Healthy Child Programme, which is provided for all children and their families, health visitors provide information on the risk of sudden infant death including advice on sleeping positions, co-sleeping and room temperature.

    Comprehensive advice for parents is also available on the NHS Choices website.

    To ask Her Majesty’s Government what has been the financial cost to date of UK air strikes against Daesh in Iraq.

    It is not possible to separate out the costs of military action in Iraq from that of wider counter-Daesh operations due to the inter-related nature of UK military activity. The net additional cost of UK counter-Daesh operations to date is approximately £150 million. This includes around £80 million for military operations between August 2014 – 31 March 2015 and a net additional cost to date in this financial year of around £70 million.

    To ask the Secretary of State for Transport, with reference to section 32(1) of the Pilotage Act 1987, what plans he has to bring forward legislative proposals to maintain pilotage standards in areas where harbour authorities now have the power to impose compulsory pilotage upon shipping.

The Pilotage Act 1987 already requires Competent Harbour Authorities to keep under consideration what pilotage services need to be provided to secure the safety of ships navigating their waters, including the circumstances in which pilotage should be compulsory, and to provide such pilotage services accordingly.
