    The liability baseline for September 2015 and the predicted liability baseline for April 2020 are shown in the attached tables. This represents the implementation of decisions made in the Strategic Defence and Security Review 2010 and the three Month Exercise.

    No recent estimate has been made by Defra, but Battersea Dogs and Cats Home recently estimated that there are 895 licensed dog breeders in Great Britain.

    When HMS OCEAN entered service in 1998 she had a specified service life, based on her build specification, of 20 years.

    The decision to retire HMS Ocean is consistent with the intent expressed in paragraph 2.A.5 in the Strategic Defence and Security Review 2010. As part of the Strategic Defence and Security Review 2015 the Royal Navy will retain two landing Platform Dock vessels in the fleet.

    The prioritisation of topics for inclusion in quality standards is a matter for the National Institute for Health and Care Excellence (NICE). NICE has advised that its Quality Standards Advisory Committee considered the inclusion of a quality statement on the use of C-reactive protein testing for patients presenting with lower respiratory tract infection in primary care in its draft quality standard on pneumonia, but felt that this was not an area to be prioritised.

    It has been agreed with Her Majesty’s Treasury that the Ministry of Defence will be able to draw down £2.1 billion from the Joint Security Fund over the remainder of this Parliament.

    To ask the Secretary of State for Health, what payments have been made to the devolved administrations under the 2014 Pharmaceutical Price Regulation Scheme to date; on which date each such payment was made; what methodology is used to calculate the level of such payments; and if he will make a statement.

    The Government recognises that the Pharmaceutical Price Regulation Scheme (PPRS) payments that companies make under the 2014 scheme in respect of the United Kingdom need to be allocated to each of the devolved administrations in a fair way.

    The PPRS payments that companies make under the scheme in respect of the UK are allocated to each of the four countries on an agreed basis each year. Apportionment is not covered by the terms of the PPRS. However, the four countries agreed the current method for apportioning income received under the 2014 PPRS which is based on primary care data for spend on licensed branded medicines, as the most consistent data set available across the UK. Income is apportioned using prescribing data for the same period as the income relates.

    The attached table includes the quarterly PPRS income paid to Scotland, Northern Ireland and Wales from Q1 2014 to Q2 2015. It should be noted that as well as PPRS payments this income also includes historic cash payments made by companies that were members of the 2009 PPRS.

    To ask the Secretary of State for Defence, how he plans to reinvest the savings achieved by phasing out the commitment bonus for members of the armed forces in the armed forces.

    The savings generated by the decision to phase out commitment bonuses for the Armed Forces form part of the overall Ministry of Defence efficiency package for this Parliament.

    As detailed in the Strategic Defence and Security Review (Cm 9161), efficiency savings will enable investment in a broad range of high-priority capabilities such as counter-terrorism and military surveillance to help protect the UK and our interests abroad, the procurement of a fleet of maritime patrol aircraft to increase further the protection of our nuclear deterrent and our new aircraft carriers, and funding to ensure our Armed Forces continue to be provided with the equipment they need and force protection when they are deployed.

    To ask the Secretary of State for Transport, whether it is his policy to require the new TransPennine Express franchise to include direct Hull, Leeds and Manchester services at the same frequency as is currently provided.

    The Government recognises the value that passengers attach to direct services in preference to having to change trains.

    The specification for the new TransPennine Express franchise, which starts in April 2016, requires the future franchisee to continue to operate through services between Hull and Manchester. The Government’s response to the consultation on the new Northern and TransPennine Express franchises, published in February, made clear that decisions on the post-electrification service pattern for Hull would be taken during the life of the new franchises. In the meantime, the specifications for the new franchises will provide Hull passengers with an improved weekday evening service back from Manchester, a full hourly all-day service to/from York, and additional trains to/from Scarborough.

    The Defence Safety Authority Annual Assurance Report (AAR) 2014-15 was published on 1 December 2015. This was informed, in part, by the Defence Nuclear Safety Regulator’s AAR for 2014-15 which is expected to be published in early 2016.
