    To ask the Secretary of State for Defence, what his Department’s planned expenditure is on television recruitment campaigns for the (a) Army and (b) Army Reserve in (i) 2015-16, (ii) 2016-17, (iii) 2017-18, (iv) 2018-19 and (v) 2019-20.

    The expenditure, or planned expenditure, of each Service on television recruitment campaigns in Financial Year (FY) 2015-16 is as follows:

    Naval Service – planned expenditure has not been finalised but is currently forecast to be £4.3 million for Regular personnel and £0.72 million for Reserves.

    Army – planned expenditure is £0.94 million for Regular personnel and £0.65 million for Reserves.

    Royal Air Force (RAF) – planned expenditure has not been finalised but is currently forecast to be £3.46 million. It is not possible to differentiate between Regular and Reserve spend as the majority of RAF advertisements are targeted towards both cadres.

    Plans for expenditure in FY 2016-17 and onwards have not been finalised.

    India is a country with a strong history of democracy and pluralism, which guarantees human rights within its constitution. During the press conference with the Prime Minister, my right hon. Friend the Member for Witney (Mr Cameron), Prime Minister Modi was clear in his commitment to and respect for India’s core values of tolerance and freedoms, as well as reaffirming the importance of social harmony and inclusive development.

    Mr Modi repeated these messages in his address in Parliament and at Wembley Stadium, where 60,000 British Indians of all faiths turned out to welcome Prime Minister Modi to the UK.

    To ask the Secretary of State for Energy and Climate Change, what steps she plans to take to improve home energy efficiency.

    The Government is committed to meeting its legally binding target to help as many fuel poor homes as reasonably practicable reach energy efficiency Band C by 2030, with interim targets on Band E by 2020 and Band D by 2025.

    This Government has also set a specific goal of insulating 1 million homes by the end of this Parliament, in line with our commitments on fuel poverty.

    A reformed domestic supplier obligation (ECO) from April 2017 will upgrade the energy efficiency of well over 200,000 homes per year. This will help to tackle the root cause of fuel poverty and continue to deliver on our commitment to help 1 million more homes this Parliament. We are providing support for households to improve their energy efficiency through the new supplier obligation, which will run for 5 years.

    Our extension of the Warm Home Discount to 2020/21 at current levels of £320m pa will alsohelp households who are at most risk of fuel poverty with their energy bills.

    To ask Her Majesty’s Government what assessment they have made of the allegations directed at the leadership of the International Association of Athletics Federations in the light of the World Anti-Doping Agency report on non-compliance and widespread doping in Russian athletics.

    The International Association of Athletics Federation’s (IAAF) near unanimous vote to suspend Russian athletes from all competition reflected the worldwide reaction to the Independent Commission’s report to the World Anti-Doping Agency (WADA).

    Russia, the IAAF and WADA must now work together, to not only resolve the findings within the report, but to also re-establish the trust of clean athletes and spectators.

    We welcome the visit on 15-16 October of Turkey’s national human rights body to Cizre and Sirnak to conduct analysis and research on the recent events there. We continue to monitor the human rights situation in Turkey closely and raise concerns regularly with the Turkish authorities.

    The Office for National Statistics (ONS) collects information on average wage rates of farm workers, via their Annual Survey of Hours and Earnings (ASHE).

    The abolition of the Agricultural Wages Board came into effect on 30 September 2013.The table below shows the average (median) hourly pay for farm workers, excluding overtime, for the most recent four years available. The data is compiled through a sample survey and is therefore subject to a level of sampling error.

    We do not have comparable figures for spending on mental health for the years requested as financial reporting systems changed after 2013 with the formation of NHS England.

    The table below shows actual expenditure by clinical commissioning groups (CCGs) on mental health in 2013/14 and 2014/15 and forecast spend in 2015/16. This does not include spending on mental health services directly commissioned by NHS England.

    To ask Her Majesty’s Government what assessment they have made of the current availability of qualified speech therapists at the point of assessment throughout the NHS and community healthcare provision.

    The Health and Social Care Information Centre annual census data shows that as at 30 September 2014, there were 6,207 full time equivalent speech and language therapists working in the National Health Service in England, this is a rise of 2% since May 2010.

    Health Education England (HEE) and the Department of Health commissioned the Centre for Workforce Intelligence (CfWI) to undertake a stock take of the speech and language therapists workforce in England. The CfWI published Securing the future workforce supply – Speech and language therapy stocktake, in December 2014. A copy of this is attached. The stocktake investigated the current balance of demand and supply for speech and language therapists and explored how this is expected to change by 2025, including those working in the public and private sector.

    HEE has increased the number of speech and language therapist training places in 2015-16 to 668, an increase of 3.7% over 2014-15. HEE will take the content of the CfWI speech and language therapy stocktake into account in their workforce planning and future commissioning decisions.

    To ask the Secretary of State for Health, for what reasons the New Medicine Service is not available to mental health patients.

    The conditions/therapy areas selected for the New Medicine Service (NMS) are those where community pharmacies are best able to demonstrate the value of the service and could provide the greatest benefit to patients. The conditions/therapy areas are currently asthma and chronic obstructive pulmonary disease, type 2 diabetes, antiplatelet/anticoagulant therapy and hypertension.

    As the commissioners of National Health Service pharmaceutical services it is for NHS England to consider, in light of the best available evidence, whether to negotiate changes to the NMS including whether the NMS should be offered to mental health patients.
