    To ask the Attorney General, what estimate he has made of the amount of expected underspend for his office against departmental expenditure limits in 2015-16.

    The Departmental Expenditure Limit for HM Procurator General and Treasury Solicitor includes the Government Legal Department (GLD), the Attorney General’s Office (AGO) and HM Crown Prosecution Service Inspectorate (HMCPSI). The estimated underspend against the Resource Departmental Expenditure Limit is £2.69m. Total expenditure is estimated to be £190m.

    GLD sets its fees and fee rates at the beginning of the year with the aim of achieving full cost recovery and in line with HM Treasury guidance Managing Public Money. In setting the fees and fee rate judgements about volumes of work, the impact of inflation, and cost are made and as a result it is normal for there to be a variance.

    To ask the Secretary of State for Health, what steps the Government is taking to improve international cooperation on increasing the number of people on the stem cell and bone marrow registers.

    International cooperation is an essential element of the provision of stem cells to patients requiring a transplant. Worldwide, 50% of adult stem cell donations and 30% of cord blood donations move across national boundaries.

    The Government is committed to ensuring that the provision stem cells through the Department’s delivery partners, NHS Blood and Transplant and the Anthony Nolan, is as effective as possible and this includes adopting innovative practice to maximise the chance that donors will be able to donate.

    The ethnic diversity of the United Kingdom is reflected in adult bone marrow donors through the targeted recruitment of donors. The diverse nature of the UK stem cell resources means that they will play an important part of the global network matching donors to patients. The information supplied from the UK unified registry (Anthony Nolan and NHS Stem Cell Registry) to the global registry (Bone Marrow Donors Worldwide) directly increases the chances that patients across the globe have a chance to find a suitable donor.

    Statistics on the small and medium-sized business population are not available for West Yorkshire. Covering a larger geographical area, The Department for Business, Innovation and Skills’ Business Population Estimates, in 2015 show there were 50,200 (15%) more small and medium-sized businesses in Yorkshire and the Humber region than in 2010.

    The closest suitable geography is that of the Local Enterprise Partnership. ONS statistics show there were 98,500 small and medium-sized businesses registered for VAT or PAYE in 2015 in the Leeds City Region Local Enterprise Partnership area. The figure reported for 2010 was 83,200, although this was calculated on a different basis and is not strictly comparable.

    Section 1.81 of the Spending Review document refers to the 43 police forces for which the Home Office provides funding. The Home Office does not hold information on the impact of the Spending Review on the British Transport Police, Civil Nuclear Constabulary or the Ministry of Defence Police. This information will be available from the Department for Transport, Department for Energy and Climate Change and Ministry of Defence respectively.

    The goods and services to which the government may apply a reduced rate of VAT are set out in Annex III of the Principal VAT Directive.

    When the UK joined the European Community, the government successfully negotiated for zero rates on certain goods and services such as children’s clothing, most foods and the construction of new housing. However, EU VAT rules do not provide for the introduction of any new zero rates, or the extension of our existing ones, without the unanimous agreement of all 28 Member States.

    My Department does not produce forecasts of the average age of first time buyers.

    The number of first time buyers is the highest for 7 years.

    We are committed to turning Generation Rent into Generation Buy which is why this Government is committed to extending opportunities for homeownership. Since 2010, over 230,000 people have been helped to buy a home using government-backed schemes. The voluntary deal with the housing association sector means that 1.3 million housing association tenants will be given the Right to Buy.
