To ask the Minister for the Cabinet Office, what assessment he has made of the nature and the extent of voluntary work undertaken as part of the National Citizen Service in England.

Since 2011 over 130,000 young people have taken part in National Citizen Service (NCS), giving an estimated 3.2 million hours of volunteering to their communities. This has consisted of over 8,000 social action projects ranging from the renovation of community spaces, to charity fundraising events.
The independent evaluation of the NCS programme also demonstrates that it is creating a movement of young people who feel a greater responsibility towards their community and who are more likely to help out locally in the future.

Regional data is not available on any of the campaign spend as media was bought on a national basis. The purpose of the campaign is to increase public awareness of, and interest in superfast broadband in order to drive take up. The Government’s Superfast Broadband programme is central to the economic growth agenda. Every £1 spent will see a return of up to £20 in net economic benefits with 89% outside of London and the South East.

To ask the Secretary of State for Energy and Climate Change, with reference to the finding of the Evaluation of the Renewable Heat Premium Payment Scheme Phase Two, published by his Department on 28 January 2015, that 78 per cent of renewable heating installations in private homes were likely or very likely to have gone ahead in the absence of subsidy, what assessment he has made of the scope to revise that scheme to ensure better value for money.

The Renewable Heat Premium Payment (RHPP) scheme ran from August 2011 to the end of March 2014, when it closed to new applicants. Renewable heat installations in private homes are now supported through the domestic Renewable Heat Incentive (RHI).

The independent Intelligence Services Commissioner oversees compliance with the Consolidated Guidance to Intelligence Officers and Service Personnel on the Detention and Interviewing of Detainees Overseas, and on the Passing and Receipt of Intelligence Relating to Detainees and reports annually on those aspects for which he has responsibility. His role in this regard was put on a statutory footing in November 2014.

To ask the Secretary of State for Health, how many Clinical Commissioning groups are wholly compliant with NICE guidance on the provision of fertility treatment.

The information requested is not collected centrally. The level of provision of infertility treatment, as for all health services they commission, is decided by local clinical commissioning groups.
NHS England expects that all those involved in commissioning infertility treatment services to be fully aware of the importance of having regard to the National Institute for Health and Care Excellence fertility guidelines.

To ask the Secretary of State for Health, pursuant to the Answer of 10 February 2015 to Question HL4441, whether the Human Fertilisation and Embryology Authority imposed sanctions on clinics that had administered reagents to permitted gametes or permitted embryos that are then introduced into patients when the reagents concerned had not been CE marked; and when the Medicines and Healthcare products Regulatory Agency was notified of such instances documented in inspection reports.

The Human Fertilisation and Embryology Authority has advised that it has not been necessary to impose any regulatory sanctions in relation to the use of non CE marked reagents or products, as the clinics in question have given a commitment, as part of the inspection process, to use alternative CE marked products. The Medicines and Healthcare products Regulatory Agency is not notified of individual instances as reported in inspection reports, as its responsibilities relate to the manufacturers of these products not the users.

To ask the Secretary of State for Health, what his policy is on the provision of counselling and support to those with Crohn’s disease.

The Department has made no assessment of the incidence of Crohn’s disease. However, the National Institute for Health and Care Excellence (NICE) 2012 guideline Crohn’s Disease Management in Adults, Children and Young People, states that there are currently at least 115,000 people in the United Kingdom with Crohn’s disease.
The NICE guideline sets out best practice on the diagnosis, treatment, care and support of people with Crohn’s disease. This includes, ‘Minimising psychological concerns and possible side effects of treatment are fundamental to best practice for all people with Crohn’s disease, whatever their age’, which could include access to psychological support, if appropriate. The guideline also recommends that clinicians give patients with Crohn’s disease contact details for relevant support groups. To ask the Secretary of State for Health, what steps his Department is taking to provide additional support for girls with autism.

National Institute for Health and Care Excellence (NICE) guidance on autism recommends a multi-disciplinary diagnostic pathway, involving different professionals according to the child’s presentation, and it highlights that girls are an at-risk group for under-diagnosis.
Responsibility sits with clinical commissioning groups to ensure that diagnostic services are commissioned in their area in accordance with the NICE guidance.
