    To ask Her Majesty’s Government whether they have plans to reform and improve the system by which noise associated with airports is measured in order to make it more closely aligned with systems used across Europe.

    Under the Environmental Noise Directive, major airports in the EU including the UK are required to map for noise every 5 years using the same noise metrics.

    In addition, for Heathrow, Gatwick and Stansted the Environmental Research and Consultancy Department of the CAA map the average summer day and night exposure contours annually. Other Airports in the UK, may map for noise using metrics they think the most appropriate.

    To ask Her Majesty’s Government, further to the Written Answer by Lord Ahmad of Wimbledon on 22 July (HL1498), whether they plan to bring forward regulations regarding rickshaws in London in order to protect tourists from excessive charges.

    The Government is continuing to consider the Law Commission’s recommendations for reforming taxi and private hire legislation, including the proposal that rickshaws in London are brought within the regulatory regime for taxis and private hire vehicles.

    We are already engaged with the Mayor of London in discussing the implementation of the recommendations from the Law Commission.

    The Government will formally respond to the Law Commission and announce its intentions once this scrutiny is completed.

    An Impact Assessment was published when the Legal Aid Sentencing and Punishment of Offenders Act 2012 received Royal Assent.

    The Ministry of Justice is in the process of considering the way forward in relation to the application to insolvency litigation of the no win no fee reforms in Part 2 of the Act.

    The 2016/17 Clinical Commissioning Group Outcome Indicator set will be published if new indicators are selected for 2016/17. NHS England are currently reviewing the process for new indicators for 2016/17 in light of wider work to assess local health systems, as detailed in the recent publication by The King’s Fund, Measuring the performance of local health systems. A publication date will not be set until the process for 2016/17 is agreed.

As outlined in the strategy, officials are currently quality assuring data for UC. All statistics will be published in accordance with the relevant protocols in the Code of Practice for official statistics.

    The supplier to the Connecting Cheshire project is paid only on completion of the milestones, and will only receive revenues from customers once the network is operational. BDUK works closely with the Connecting Cheshire project team to ensure delivery is on track and that action is taken to deal with any delays.

    To ask the Secretary of State for Energy and Climate Change, what steps her Department plans to take to safeguard new nuclear energy facilities constructed in the UK with Chinese involvement from future Chinese cyber attacks; and if she will make a statement.

    In the UK nuclear security is overseen by the independent Office for Nuclear Regulation (ONR). The Nuclear Industries Security Regulations 2003 (as amended) require those holding Sensitive Nuclear Information to have in place robust security measures approved by ONR in order to protect this information. The ONR conducts inspections to ensure compliance with security requirements and has powers of enforcement in the event of a breach.

    As part of the National Cyber Security Programme (NCSP) DECC has funded: 1) enhanced cyber security training; 2) a rigorous cyber incident response exercising programme; 3) forums and briefings for senior industry personnel to raise awareness of cyber threats; and, 4) work to ensure new nuclear power plants will be cyber secure by design. This work is undertaken in collaboration with industry and the ONR to ensure that there is a process of continuous improvement for cyber security in the civil nuclear sector.
