    To ask Mr Chancellor of the Exchequer, when the next meeting of the Finance Ministers Quadrilateral will take place; and what will be discussed at this meeting.

    The last Finance Quadrilateral was held on 18 November 2013.

    No formal minutes of the meeting were taken, but Ministers present discussed the general economic outlook for the UK and for each of the devolved administrations, as well as looking forward to the forthcoming Autumn Statement. Agreement was reached at the meeting regarding the framework under which the devolved administrations could carry forward Financial Transactions capital into future years.

    The Chief Secretary to the Treasury and Finance Ministers from the devolved administrations aim to meet regularly in Quadrilateral format, complimenting bi-lateral meetings and conversations throughout the year. It is anticipated the next Quadrilateral will take place over the coming months. No date or agenda has yet been set.

    There are 190 schools in England that are recorded on Edubase, the Department’s database of education providers, as being middle schools. Of these, 59 are converter academies and three are sponsored academies.

    The Carrington Wire Defined Benefit Pension Scheme entered a Pension Protection Fund (PPF) assessment period in February 2013.

    During a PPF assessment period the PPF establishes whether the scheme can afford to secure benefits which are at least equal to the compensation that the PPF would pay. The scheme will transfer to the PPF unless it has sufficient assets to pay benefits greater or equal to PPF compensation levels or it is rescued, for instance, by another employer taking responsibility for it.

    To ask the Secretary of State for Transport, if he will assess the potential effect on levels of passenger ticket revenue of London Midland’s proposal to reduce the number of revenue protection staff.

    London Midland is not currently in receipt of revenue support. Unless revenue was to fall to such an extent that they were to be eligible for such payments, the revenue during this franchise term is entirely its risk. London Midland has assured us that their staff restructuring plans will not prevent them fulfilling their obligations in meeting the requirements of the Franchise Agreement. Therefore, unless revenue was to fall to the extent that London Midland were eligible for revenue support payments, no further assessment is planned.

    The Standards and Testing Agency (STA) has written to candidates who were incorrectly notified that they had failed the Professional Skills Tests and provided a helpline number to contact should they wish to discuss their options or seek support.

    To ask Mr Chancellor of the Exchequer, what steps the Government has taken to allow the movement of UK refined oil products to UK oil terminals in coastal tankers on a duty suspended basis.

    This information is held on a HMRC database and includes excise identification and approval numbers unique to the traders listed. For taxpayer confidentiality reasons this information is not publically available, and there is no intention to publish it.

    Eligibility criteria for a duty deferment guarantee waiver under the Excise Payment Security System do not apply to or exclude particular sectors. These criteria are published by HMRC, and apply to all applicants.

    HMRC is considering the future of the vapour recovery scheme as part of the wider work programme to determine the appropriate course of action in respect of all their extra-statutory concessions.

    The Government’s policy is not to allow duty suspended movements within the UK, this is both for administrative simplicity and to reduce the opportunities for criminal activity and fraud.

    Central government does contribute to the total income of registered charities, but the Charity Commission does not keep figures on this. According to the 2014 UK Voluntary Sector Almanac, published by the National Council for Voluntary Organisations, in 2011/12 voluntary sector organisations received over £5.9 billion of central government and NHS funding.

    To ask Her Majesty’s Government what steps they are taking to make legal aid-funded immigration representation available to migrants detained in HMP The Verne.

    Currently, advice on immigration matters within the scope of Legal Aid can be given to detainees in HMP The Verne by any provider that holds an Immigration & Asylum contract with the Legal Aid Agency (LAA).

    Earlier this year the LAA conducted an expression of interest exercise among existing contract holders providing immigration surgeries at other Immigration Removal Centres, with four providers confirmed as interested in operating surgeries in HMP The Verne. Communications will be issued shortly regarding when these services are likely to commence.
