    To ask the Secretary of State for Defence, what steps he has taken to encourage full-time regular soldiers to join the reserves after they leave the Army.

    We are keen to see ex-members of the Regular Army join the Army Reserve and have two schemes in place to support this:

    Ex-Regular Commitment Bonus:

    £10,000 over four payments.

    Payable from 1 April 2014, back dated to 1 January 2014.

    The Scheme will run until 31 March 2017.

    Ex-Regular Reduced Commitment Incentive. This allows ex-Regulars to serve on a reduced commitment for up to three years from when they join the Army Reserve:

    Reduced annual training requirement (19 days, down from 27 for Regional units):

    Reduced call out liability (except under sect 52 of RFA 96, no call-out liability; aside for national emergencies).

    Reduced Military Annual Training Tests.

    Ex-Regulars who participate in the Commitment Bonus scheme are ineligible to benefit from the Army Reserve Reduced Commitment scheme.

    Combating cyber crime is a core part of the National Cyber Security Strategy,
    which is underpinned by the National Cyber Security Programme (NCSP) with £860
    million of new investment over five years. The NCSP funds a range of work to
    tackle cyber crime, including strengthening law enforcement capabilities with
    the establishment of the National Cyber Crime Unit in the National Crime
    Agency, and cyber teams within each of the Regional Organised Crime Units
    (ROCUs) across England and Wales, as well as developing the capability of local
    police forces. It also funds the Cyber Streetwise campaign, and the Action
    Fraud reporting system for cyber crime that is run by City of London Police.

    Between May 2010 and 31st March 2014 the NDA paid a total of £5.058 million in severance payments to 76 members of staff in line with the Civil Service Compensation Scheme rules. The average length of service was 4 years 7 months. The NDA has made no associated pension contributions.

    Since consultation on options for a new Lower Thames crossing closed in July 2013, the Secretary of State for Transport has continued to discuss the potential construction of the Lower Thames Crossing with his officials and colleagues. My Rt Hon Friend, the Secretary of State made a Written Statement to the House on 12 December 2013 and intends to make an announcement on the further consideration of Options A and C as soon as possible.

    As for the Thames Gateway Bridge, it is for the Mayor and Transport for London to decide which schemes in London to develop and promote. The Secretary of State for Transport has regular meetings with the Mayor of London at which various matters are discussed.

    Defra officials have met with lead officials at the Department for Transport and Greater London Authority, and, through the Regional Coordinators Group, local air quality practitioners and environmental health officers from across England. This Group, which meets at least twice a year, includes representatives from other Government Departments and key stakeholders. We will continue to engage fully with these and other delivery partners to help inform our second consultation on revised regulations and guidance for local authorities.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what was on the agenda for the meeting with Dmitry Firtash at his Department on 24 February 2014.

    Foreign and Commonwealth Office (FCO) officials met Dmitry Firtash on 24 February to discuss developments in Ukraine and support for Ukraine from the international community. They did not discuss matters of national security. The meeting was part of a wider approach by the FCO to understand better the situation in Ukraine, by seeking information and views from a wide range of contacts, including senior business figures. The Government does not have plans to publish a note of the meeting at this time. According to our records, Dmitry Firtash has not attended any other meetings with the FCO in London.

    The Department has recently issued a range of guidance which will help clinicians to comply with the requirements of the Abortion Act, including their obligations with regard to the completion of HSA4 forms.

    Incorrectly filled in HSA4 forms are returned to the terminating practitioner by the Department of Health until such information is corrected. We are working with the Royal College of Obstetricians and Gynaecologists to take forward their recommendations on tackling under-reporting of abortions for fetal abnormality.
