The selection panel comprises Mr Speaker, Rt Hon Andrew Lansley MP, Angela Eagle MP, John Thurso MP, Rt Hon Margaret Hodge MP and Dame Julie Mellor (Parliamentary & Health Service Ombudsman). As part of normal pre-appointment checks it will be a requirement for the next Clerk of the House to be subject to security vetting. The terms of the recruitment brief were agreed by the Commission by correspondence, and the advertisement, finalised by the Speaker and the Director General of HR and Change, was based on the agreed brief.

The below Parliamentary question was asked by Sharon Hodgson on 2014-03-31.

To ask the Secretary of State for Energy and Climate Change, what steps he is taking to help households improve their energy efficiency.

    Gregory Barker

Over 600,000 homes have received energy efficiency improvements so far as a result of the Coalition’s Energy Company Obligation and Green Deal initiatives. Green Deal assessments are stimulating interest and there had been over 160,000 by the end of February. Yesterday we announced additional £88 million from the Government to drive street by street roll out under the Green Deal Communities scheme.

We expect the Green Deal market to continue to expand in 2014 and beyond.

  • Kate Hoey – 2014 Parliamentary Question to the Northern Ireland Office

Kate Hoey – 2014 Parliamentary Question to the Northern Ireland Office

The below Parliamentary question was asked by Kate Hoey on 2014-06-16.

To ask the Secretary of State for Northern Ireland, who the beneficiaries in Northern Ireland of the Royal Prerogative of Mercy granted by means of a Warrant under the Royal Sign Manual were in the last 25 years; and if she will make a statement.

    Mrs Theresa Villiers

As the hon Member is aware, the assessment of my Department is that to release the names of individuals granted the RPM years ago would not be appropriate, given the time that has passed since the RPM was last used and the potential legal issues this would raise. There are, of course, means by which names of RPM recipients become public, including in the course of legal proceedings, which is a matter for the courts.

  • Lord Storey – 2014 Parliamentary Question to the Ministry of Justice

Lord Storey – 2014 Parliamentary Question to the Ministry of Justice

The below Parliamentary question was asked by Lord Storey on 2014-03-28.

To ask Her Majesty’s Government whether youth offending teams are given access to students’ special needs statements as of right.

    Lord Faulks

Youth Offending Teams (YOTs) can request access to special needs statements from the education services arm of local authorities who hold them, but they have no access to these as of right. Under the Education (Special Educational Needs) (England) (Consolidation) Regulations 2001, local authority education services are not permitted to share these statements, without the student’s consent, with external parties including YOTs, except for prescribed reasons which include where the local authority in question judges it necessary to do so in the interests of the child, on the order of a court or for the purpose of any criminal proceedings.

Under the Children and Families Act 2014, YOTs and local authorities will be required to co-operate in the exercise of the authority’s functions relating to children and young people with special educational needs, for example in the assessment for and preparation of Education and Health Care plans in relation to young people known to the YOT.

The below Parliamentary question was asked by Neil Parish on 2014-03-27.

To ask the Secretary of State for Defence, what non-lethal military support his Department has provided to Libya in each year since 2012.

    Dr Andrew Murrison

Since 2012 the UK has provided advice, training and Defence Education to Libya.

An advisory team was established in Tripoli in 2012 to support the UK / Libya relationship and provide advice through a number of personnel embedded in the Libyan Ministry of Defence, Navy, Air Force, Land Forces and Border Security Force.

In 2013 the advisory team was renamed the Defence Advisory and Training Team (DATT) to reflect the variety of support programmes, including strategic communication, developing explosive ordnance disposal schools, supporting the creation of a joint operational planning staff and naval training. The DATT currently numbers 34 personnel which includes a Senior Disarmament Advisor working with the Government of Libya, the UN and international partners on disarmament issues. The DATT also provides the platform for Short Term Training Team deployments from the UK.

In 2013 HMS Echo surveyed the coast off Tripoli including a number of ports and in February 2014 the Libyans signed a data sharing agreement with the UK Hydrographic Office.

Libyan personnel have undergone defence education and training in the UK including: English Language Training, Initial Officer Training, Economic Exclusion Zone Protection Officers courses and Managing Defence in the Wider Security Context.

In November 2013 the UK also established a Defence Section within the British Embassy, Tripoli with a Defence Attaché.

Philip Hollobone – 2014 Parliamentary Question to the Department for Transport

The below Parliamentary question was asked by Philip Hollobone on 2014-06-16.

To ask the Secretary of State for Transport, if his Department will work with the Department for Communities and Local Government, the Cabinet Office, the Northamptonshire and South East Midlands LEPs and local authorities to help secure funding for a new junction 10A on the A14 which is required to facilitate the creation of a 60MW renewable energy park and low carbon business park between Burton Latimer and Kettering.

    Mr Robert Goodwill

The Department for Transport and the Highways Agency are already working closely through a Strategic Partners Group, which includes the Department for Business, Innovation and Skills, the Department for Communities and Local Government, the Homes and Community Agency, local authorities, Local Enterprise Partnerships and private sector developers, on the transport infrastructure proposals – including the provision of a new junction 10A on the A14 – in relation to the East Kettering Development site.

The Department and the Highways Agency would be happy to work additionally with the Department for Energy and Climate Change and the Cabinet Office on the provision of transport infrastructure in relation to the proposals for an Energy Park and low carbon business at this location.
