    To ask Her Majesty’s Government what progress they are making in complying with the European Union Directive 2008/50/EC on air quality.

    The UK reports compliance with the limit values in the Ambient Air Quality Directive (2008/50/EC) to the European Commission in September each year. The last report related to concentrations of air pollutants in 2012. This indicated that the UK met both the daily and annual limit values for particulate matter with a diameter of 10 micrometres or less (PM10)and complied with the EU limit values for sulphur dioxide, carbon monoxide, benzene and lead.

    Meeting the nitrogen dioxide (NO2) limit values alongside busy roads continues to be a significant challenge for the UK and most other Member States. In 2012, 32 zones exceeded the annual mean limit value (or margin of tolerance for zones with a time extension) and two exceeded the hourly mean limit value. The UK is investing heavily in measures to reduce emissions, in particular from transport, and over £2bn worth of measures have been announced since 2011. These measures will address both particulate matter and NO2.

    Data is not available to the Department on the number of households with prepayment meters at the parliamentary constituency or local authority level.

    Statistics are produced on a quarterly basis which show the proportion of households on prepayment tariffs by Public Electricity Supply (PES) region. These are made available through the DECC publication Quarterly Energy Prices, in tables 242 (electricity) and 252 (gas), which can be found online at the link below:

    To ask Her Majesty’s Government what assessment they have made of the conclusion of Her Majesty’s Chief Inspector of Prisons in his report on HMP Pentonville that Home Office input on immigration matters relating to foreign prisoners was inadequate.

    The Home Office and the National Offender Management Service work closely together to ensure that foreign national prisoners are identified, and where appropriate, removed from the country at the earliest opportunity. Regular discussions take place between Governors and Home Office officials to assess the level of immigration support required to achieve this.

    Since the Chief Inspector’s report, Home Office resources at HMP Pentonville have been increased. Immigration Officers now attend the prison on a total of 30 days per month and intend to be present on every weekday. Since 29th March they have also attended on Saturdays.

    Immigration Officers hold induction and documentation interviews and hold regular general immigration surgeries.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, if he will press for the immediate release of Meriam Ibrahim and her two children who are imprisoned in Sudan.

    Meriam Ibrahim was released on 23 June, which we strongly welcomed. She has subsequently been detained again by the Sudanese authorities. Together with our international partners we are urgently seeking clarity on the precise details of her re-arrest and to seek her immediate release.

    Before her short release, the Prime Minister, the Secretary of State for Development and I had all issued statements calling for Meriam Ibrahim to be released immediately. We also raised our concerns directly with the Government of Sudan: my colleague Lynne Featherstone with the Sudanese Foreign Minister; and our Ambassador in Khartoum with other ministers and senior officials. We will continue to press for her freedom

    The UK is committed to ensuring all children, with a focus on the most marginalised and those with disabilities have access to education institutions and complete a full cycle of quality education. We are working with partners, such as UNICEF and UNESCO Institute for Statistics, to improve data for monitoring purposes.

    officers in:
    (a) Coventry Basic Command Unit, from 31 March 2009 to 31 March 2011. Figures
    at basic command unit level ceased to be collected from then to reduce the
    administratvie burden on the police.
    (b) figures for Coventry North East constituency are not collected by the Home
    Office.
    (c) (d) the West Midlands police force, the West Midlands region and England,
    from 31 March 2009 to 30 September 2013.

    The police have the power under the Road Traffic Act (1988) to seize vehicles
    driven without insurance. Enforcement of vehicle seizures is an operational matter for the police.

    Staff in the National Probation Service (NPS) and the Community Rehabilitation Companies (CRCs) have, and will continue to have, necessary access to each other’s case records. NPS staff are able to read all CRC records and update any case they are working on. CRC staff will be able to see and update records that relate to offenders they are working with.
