    The Agri-Tech Strategy Leadership Council is delivering the skills commitments in the Strategy. Current work includes working with the UK Research Councils and the Higher Education Funding Council for England (HEFCE) to map the gaps in research skills; working with the Agri-Skills Forum to promote the professionalisation of careers in agriculture; and working with Government to help shape the new Rural Development Programme with respect to agri-skills.

    The Public Services Network (PSN) is a new and trusted single network for government. Ninety-eight per cent of local authorities have already transitioned to PSN, with the remainder due to transfer before the end of summer.

    The Cabinet Office is supporting local authorities as they transition to PSN by providing guidance, project managers and information assurance specialists.

    To ask the Secretary of State for Energy and Climate Change, how much solar photovoltaic generating capacity was installed on roof tops under the 250-5MWp FIT band in 2013; and how much capacity will be so installed in 2014.

    In 2013 5MW of solar photovoltaic (across 10 installations) was installed under the 250-5MW FIT band. The Central FIT Register, from which these figures are taken, does not contain information on whether these installations are located on roof tops or ground mounted but all schemes under this tariff band will be wired to provide electricity to a building.

    However the government is actively focused on unlocking to deployment in the mid-sized market. Our current estimates suggest that around 20-230MW may be deployed in the 250-5000kW tariff band in 2014; this range reflects the uncertainties described above.

    The Higher Education Statistics Agency (HESA) collects and publishes data on student qualifiers at UK Higher Education Institutions (HEIs). The number of students registered at an English Higher Education Institution, who qualified with a Higher National Diploma (HND) and a Higher National Certificate (HNC) in the last 10 years can be found in the table below.

    It has not been possible to provide a time series data for FECs because of the disproportionate cost in providing this analysis.

    To ask the Secretary of State for Justice, how many people in each prison establishment are not being held in relation to criminal proceedings; and what the reason is for their being so held in each case.

    As of the 31 December 2013, 1,230 people were being held in prisons in England and Wales not in relation to criminal proceedings.

    Of these, 1,214 were being held as immigration detainees and 16 were being held for civil offences (for example non-payment of a debt, contempt of court, or breach of an injunction).

    The agreement to hold time served foreign national offenders (Immigration Detainees) in prisons is set out in a Service Level Agreement between NOMS and the Home Office and is designed to support the Home Office in achieving its objectives for removal.

    Reducing the FNO population is a top priority for this Government. We are working hard to reduce the flow of FNOs into our prison system and increase the number of FNOs removed from the UK through Prisoner Transfer Agreements (PTAs); the Early Removal Scheme (ERS) and Tariff Expired Removal Scheme (TERS).

    Table 1 (attached) provides a breakdown of the population who are not held in relation to criminal proceedings by prison establishment.

    To ask the Secretary of State for Justice, how many new cases were allocated by the Criminal Injuries Compensation Authority to be dealt with by each of their regional teams in each of the last three years.

    The Criminal Injuries Compensation Authority (CICA) divides its case work between six teams, each of which handles applications from a particular region of Great Britain. All of these teams work from a single office. Northern Ireland has a separate Criminal Injuries Compensation Scheme, which CICA does not administer. CICA publishes the total number of cases it receives each year in its annual reports but these are not broken down by team.

    The six regional teams are numbered as follows:

    1. Scotland and Wales

    2. North-West England

    3. North-East England

    4. Midlands

    5. South England

    6. London

    The table below sets out how many cases each region received in each of the last three reporting years. The sum of cases allocated to each region will differ from the total received by CICA each year because some clearly ineligible cases are refused before they are sent to a regional team to investigate.

    To ask the Secretary of State for Transport, what the maximum amount available to councils who apply for extra funding for potholes is; and what funding his Department provides to tackle pot holes in St Albans.

    The Department for Transport provides capital funding to local highway authorities from the local maintenance highways maintenance capital block grant and over the four year period from 2011 Hertfordshire County Council’s allocation is £77.6 million. St Albans falls within Hertfordshire County Council’s area of responsibility for road maintenance.

    The Department has also allocated additional funding to authorities to help repair roads damaged due to severe weather events, and for Hertfordshire County Council this includes £1.446 million in 2010/11, £3.87 million in March 2011 and more recently over £3.62 million in March 2014.

    A £200 million Pothole Fund was announced in the Budget on 19 March 2014. From this, £168 million is being made available to councils in England through a bidding exercise. Further details on the fund will be made available shortly.
