    To ask the hon. Member for Caithness, Sutherland and Easter Ross representing the House of Commons Commission, what proportion of staff within the House of Commons Commission who have been dismissed following formal disciplinary proceedings in each of the last five financial years classed themselves as white British.

    The breakdown of staff who classed themselves as white British and who were dismissed following formal disciplinary procedures addressing poor performance, unsatisfactory attendance or misconduct is as follows:

    2009/10 – 0%
    2010/11 – 100%
    2011/12 – 80%
    2012/13 – 0%
    2013/14 – 25%

    Over the five years as a whole there were 15 such dismissals of which eight described themselves as White and British. In a further four cases the ethnic background was unknown or not stated and the nationality was unknown or not stated in three cases.

    To ask the Secretary of State for Work and Pensions, what estimate he has made of how much each local authority returned to his Department in unused discretionary housing payment funding in 2013-14.

    Local authorities are required to submit their claims for funding for Discretionary Housing Payments by 30 April following the end of the financial year.

    Until the returns have been received from each authority, we are not in a position to say how much of this funding has been unused.

    At the end of the 2012/13 year, of the £67,906,916 made available by central Government towards Discretionary Housing Payments, £12,453,471 (18.34%) was unspent.

    The Government is strongly committed to advancing equality for transgender people and ending discrimination in the workplace. The Equality Act 2010 provides protection from discrimination because of gender reassignment in employment.

    In March 2011 the Government published Working for Lesbian, Gay, Bisexual and Transgender Equality: Moving Forward; and in December 2011 Advancing transgender equality: a plan for action both of which set out the actions to be taken across Government to enhance equality for transgendered individuals. Actions included the Department for Work and Pensions and Her Majesty’s Revenue and Customs improving the experiences of transgender people seeking work. These include providing employers with help on employing transgender people and ensuring training is available to Jobcentre Plus staff on the specific challenges faced by transgender people.

    To ask Her Majesty’s Government when they plan to implement the changes set out in sections 45 and 46 of the Constitutional Reform and Governance Act 2010.

    Implementation is already well underway. The point at which historic central government records are transferred to The National Archives is being reduced from 30 years to 20 years. This change is being implemented in a phased way over a ten period starting from 1 January 2013, with two years worth of records being transferred every year until transition is complete. This was implemented by The Constitutional Reform and Governance Act 2010 (Commencement No 7) Order 2012 (SI 2012 No. 3001) and The Public Records (Transfer to the Public Record Office) (Transitional and Saving Provisions) Order 2012 (SI 2012 No. 3028).

    The Government intends to begin, from 2015, a similar ten-year transitional period for records transferred to 116 local places of deposit, subject to the outcome of further detailed work on costs and the impact to the local authority archive sector.

    To ask Her Majesty’s Government whether they plan to allow colleges to provide free meals transactions on individual student smart cards.

    We published guidance for further education funded institutions, including colleges, on 16 April setting out full details of the requirement on institutions to provide free meals to their disadvantaged 16- to 18-year-old students from September 2014.

    Exactly how those requirements are met is for individual institutions to determine, and will depend on current practices and systems already in place. Institutions have the flexibility to be able to provide either a meal or a voucher or credit for the student to exchange for a meal. Smart cards would be an ideal way to make such provision.

    Under the new specific course designation arrangements alternative learning providers are required immediately to notify the Higher Education Funding Council for England (HEFCE) of any material changes which may affect their financial sustainability or quality of provision. HEFCE will also run an annual monitoring exercise to collect information about the ongoing financial sustainability, quality of provision, and changes to management and governance arrangements at alternative learning providers.
