To ask the Secretary of State for Communities and Local Government, what proportion of staff within his Department who have been subject to formal disciplinary proceedings in each of the last five financial years classed themselves as white British.

It is not possible to provide definitive or meaningful percentages, as (a) not all staff declare their ethnicity, (b) due to the manner in which white ethnicity data is self-reported by staff , and (c) the sample sizes are so small as to be statistically misleading when comparing years.

To ask the Secretary of State for Justice, what books in (a) foreign languages and (b) Welsh prison libraries have.

Prison library providers ensure that the range of reading and reference material available in each library reflects the needs and diverse nature of the prisoners held.
Prisons holding a high proportion of foreign national prisoners who are speakers of other languages offer a range of relevant texts within their libraries.
Alternatively, Prisoners can order newspapers for personal use. Prisoners cover the cost of any newspaper they personally order, Newspapers based on the needs of the population, will be available for general use in the library.
Prison libraries will facilitate a range of cultural activities such as reading and creative writing groups, special interest clubs, outreach work to families as well as exhibiting art, hosting writers, artists and speakers on subjects of interest. Additional support may be brought in from local community groups and charities.
Information about what particular foreign language and Welsh books are held within each prison library, which newspapers are stocked, and what cultural events have been organised, is not collected centrally and could only be obtained through local enquiries at each prison. This would incur disproportionate cost.

To ask the Secretary of State for Education, how much capacity funding for universal infant free school meals has been (a) requested by and (b) disbursed to schools in (i) Washington and Sunderland West constituency, (ii) the Sunderland local authority area and (iii) the North East region.

On 18 December 2013, the Government announced capital allocations for universal infant free school meals for the 2014-2015 financial year. This included allocations of (a) £562,850 to Sunderland City Council and (b) £6.1 million to all local authorities in the North East region. We do not allocate funding at a constituency level.
In addition, academies have received capital funding through the Academies Capital Maintenance Fund. This includes allocations of (a) £162,380 to academies within the Sunderland local authority area and (b) £311,608 to academies within the North East region. Across the country, £2.5 million has also been made available to multi-academy trusts.
Of the capital funding that has been allocated to Sunderland, the authority has confirmed to the Department that 75% or more has been disbursed to specific projects to support universal infant free school meals. We do not hold information on the precise amount disbursed, and nor do we hold this data at a regional level.

To ask the Secretary of State for Justice, which prisons were (a) receivers and (b) suppliers of detached duty staff in each month since December 2013.

A nationally co-ordinated detached duty scheme has been operating since 21 October 2013. Information on which public sector establishments have either received or provided staff on detached duty since the beginning of the nationally co-ordinated scheme until the 31 December 2013 is contained in the table below. Some allocations outside of the national scheme continued after October 2013 but is not included in the information provided. London region particularly allocated staff within their own region. Information is collected on the staffing allocated. On occasions the resource is not actually deployed due to changes in local circumstances.
The deployment of staff between prisons on detached duty is a regular and normal part of prison resourcing. It allows staff to be allocated from prisons with the capacity to provide them, to those where additional staffing is required. On average over the three month period (October to December 2013), less than 1% of staff were provided on detached duty. A large proportion of the capacity was available from prisons that were in the process of closure or going through a re-role. This process temporarily releases a number of officers who are not supplied for specific occasions but are sent and received on a shift pattern throughout the week.

Staff within the Ministry of Justice (MoJ HQ), HM Courts and Tribunal Service (HMCTS), National Offender Management Service (NOMS), Office of the Public Guardian (OPG) and Legal Aid Agency (LAA) can, but are not compelled to, declare their ethnicity. Consequently, definitive figures for the proportion of white British staff who have been dismissed or subject to formal disciplinary proceedings over the last five financial years cannot be provided.
