  • Sadiq Khan – 2014 Parliamentary Question to the Ministry of Justice

Sadiq Khan – 2014 Parliamentary Question to the Ministry of Justice

The below Parliamentary question was asked by Sadiq Khan on 2014-04-30.

To ask the Secretary of State for Justice, how many (a) assaults and (b) serious assaults on staff per 1,000 prisoners there were in each prison in each of the last four years.

    Jeremy Wright

The National Offender Management Service (NOMS) does not tolerate violence of any kind in prisons and any instance is taken very seriously.

NOMS is committed to exploring options to continue to improve how violence is tackled in prisons to keep both staff and prisoners safe. It is currently reviewing the policy and practice of the management of violence.

Over the last 5 years the rate of assaults has fallen by 13%.

Risk of assault is distributed unevenly around the prison estate. Gender, age and other factors such as the size and composition of the prison population, can affect the number assault incidents that occur in a particular establishment. Therefore, careful interpretation is needed of the incident and rates tables at a prison level.

The number of (a) assaults on staff per 1,000 prisoners in each prison has been placed in the library.

Due to the low number of serious assaults on prison staff at prison level, the information requested on rates (b) cannot be provided in order to protect the confidentiality of those staff involved.

Paul Flynn – 2014 Parliamentary Question to the Department for Environment, Food and Rural Affairs

The below Parliamentary question was asked by Paul Flynn on 2014-04-29.

To ask the Secretary of State for Environment, Food and Rural Affairs, whether any restrictions exist in (a) Wales, (b) Scotland and (c) Northern Ireland on upland farms contaminated by radioactive fallout from the Chernobyl nuclear accident in April 1986.

    Jane Ellison

I have been asked to reply.

There are no longer any restrictions in Wales, Scotland or Northern Ireland on upland farms contaminated by radioactive fallout from the Chernobyl nuclear accident. The Food Standards Agency (FSA) previously restricted the movement of sheep in certain upland areas to prevent sheep with higher levels of contamination entering the food chain. Over time, controls were removed where the evidence showed they were no longer necessary. All remaining controls were lifted in Northern Ireland in 2000, in Scotland in 2010 and in Wales in 2012. Similarly, the final controls in England were lifted in 2012.

Information on the historic controls and the decision to remove restrictions can be found on the FSA website:

To ask the Secretary of State for the Home Department, what assessment she has made of the potential benefits and risks of commercial mobile networks providing the emergency services communications network.

    James Brokenshire

The potential benefits and risks have been considered in detail as part of the
Outline Business Case, which recommended this direction of travel and was
approved by the emergency services, lead departments and the devolved
governments of Wales and Scotland during March 2014. These risks and issues
will be updated as the Full Business Case is developed during the procurement
phase, which was launched on 14 April 14.

  • John Leech – 2014 Parliamentary Question to the Department of Health

John Leech – 2014 Parliamentary Question to the Department of Health

The below Parliamentary question was asked by John Leech on 2014-05-08.

To ask the Secretary of State for Health, how many full-time equivalent staff were employed by each of the 28 cancer networks in England in (a) 2010-11, (b) 2011-12 and (c) 2012-13.

    Jane Ellison

The information requested on staffing levels is not held centrally. Prior to 1 April 2013, staffing levels for both clinical networks, including cancer networks, and strategic health authorities, including staff working specifically in cancer networks, were a matter for local National Health Service organisations.

NHS England does not employ people to work on disease-specific policy areas. It is structured according to five domains of the NHS Outcomes Framework. Only National Clinical Directors (NCD) are employed to work on specific conditions. There is one NCD for cancer employed on a 0.4 full-time equivalent basis. It is likely that most directorates will have roles contributing to improved outcomes for people with, and at risk of cancer, but NHS England does not record staff time in a way which would make this quantifiable.

The below Parliamentary question was asked by Roger Godsiff on 2014-05-07.

To ask Mr Chancellor of the Exchequer, if he will undertake a review of the effectiveness of the Debt Relief (Developing Countries) Act 2010 in preventing the use of the English legal system by vulture funds to extract funds from developing countries.

    Andrea Leadsom

I refer the hon. Member to the answer given by the former Financial Secretary to the Treasury, my right hon. Friend the Member for Bromsgrove (Mr Javid) on 6 January 2014, which includes information on the Government’s approach to promoting debt sustainability among low income countries.

The impact assessment for the Debt Relief (Developing Countries) Act 2010 indicates direct benefits to Heavily Indebted Poor Countries (HIPCs) of between zero and £26m a year. The Government’s decision to make the Act permanent on 25 May 2011 was taken following consultation with relevant stakeholders; evidence from that exercise suggested that the Act had some benefit on HIPCs and no evidence was found of unintended or adverse effects.

The UK continues to be at the forefront of international efforts to promote responsible lending and borrowing practices, including our ongoing support for the IMF/World Bank Debt Sustainability Framework and OECD lending principles covering official export credits. The UK also supports the World Bank’s debt reduction facility, which enables countries to buy back their commercial debt at a deep discount with donor backing, and the African Legal Support Facility, which provides legal advice to countries facing litigation.
