    To ask Her Majesty’s Government what is their assessment of the success of the Dayton Peace accords, and of the current political and security situation in Bosnia-Herzegovina.

    The Dayton Peace Agreement ended a brutal war and remains the basis for the state of Bosnia-Herzegovina (BiH), its constitution and our engagement. We are disappointed that twenty years on BiH has not made greater progress on its Euro-Atlantic path and we remain concerned about the political and security situation on the ground. Last year, the Secretary of State for Foreign and Commonwealth Affairs, my right Hon. Friend the Member for Runnymede and Weybridge (Mr Hammond), and his German counterpart launched an initiative (now endorsed by the EU) to inject momentum into BiH’s EU accession path and to prioritise reforms that will build prosperity and security for all. We continue to press the BiH governments to implement those reforms and to refrain from divisive, nationalist politicking that undermines progress.

    To ask Her Majesty’s Government what representations they have made to the government of Israel following the September UN OCHA Bulletin report that Israel has added additional restrictions on the entry of wood into Gaza, and that those restrictions have impeded the Catholic Relief Services’ installation of prefabricated wooden housing units to serve as transitional shelter solutions for the winter.

    DFID is aware of the issue of restrictions on the import of wood into Gaza and senior DFID officials have raised it with the Government of Israel at the Ad Hoc Liaison Committee (AHLC) meeting in September this year. We support calls to ease the number of items on the dual use list whilst recognising Israel’s legitimate security concerns about the use of materials for the manufacture of weapons. We urge Israel to make the process of listing materials as dual use more transparent and in line with internationally recognised dual use items. In the interim, DFID funding to the Gaza Reconstruction Mechanism is helping to ensure that construction materials reach Gaza.

    To ask Her Majesty’s Government whether they have plans to reform and improve the system by which noise associated with airports is measured in order to make it more closely aligned with systems used across Europe.

    Under the Environmental Noise Directive, major airports in the EU including the UK are required to map for noise every 5 years using the same noise metrics.

    In addition, for Heathrow, Gatwick and Stansted the Environmental Research and Consultancy Department of the CAA map the average summer day and night exposure contours annually. Other Airports in the UK, may map for noise using metrics they think the most appropriate.

    To ask Her Majesty’s Government, further to the Written Answer by Lord Ahmad of Wimbledon on 22 July (HL1498), whether they plan to bring forward regulations regarding rickshaws in London in order to protect tourists from excessive charges.

    The Government is continuing to consider the Law Commission’s recommendations for reforming taxi and private hire legislation, including the proposal that rickshaws in London are brought within the regulatory regime for taxis and private hire vehicles.

    We are already engaged with the Mayor of London in discussing the implementation of the recommendations from the Law Commission.

    The Government will formally respond to the Law Commission and announce its intentions once this scrutiny is completed.

    An Impact Assessment was published when the Legal Aid Sentencing and Punishment of Offenders Act 2012 received Royal Assent.

    The Ministry of Justice is in the process of considering the way forward in relation to the application to insolvency litigation of the no win no fee reforms in Part 2 of the Act.

    The 2016/17 Clinical Commissioning Group Outcome Indicator set will be published if new indicators are selected for 2016/17. NHS England are currently reviewing the process for new indicators for 2016/17 in light of wider work to assess local health systems, as detailed in the recent publication by The King’s Fund, Measuring the performance of local health systems. A publication date will not be set until the process for 2016/17 is agreed.

    The information you have requested is not currently available. The Department published its strategy for releasing official statistics on Universal Credit (UC) in September 2013. As outlined in the strategy, officials are currently quality assuring data for UC. All statistics will be published in accordance with the relevant protocols in the Code of Practice for official statistics.
