    To ask the Secretary of State for Education, what research has been undertaken by or on behalf of his Department into the potential (a) benefits and (b) disbenefits to children of further delegation of children’s social care functions.

    The proposals for the further delegation of children’s social care functions build up on the evaluation of the Social Work Practices pilot set in train by the Children and Young Persons Act 2008. This identified evidence of positive change through the delegated arrangements for looked after children and care leavers in the pilot authorities. As a result, the original freedoms in Part 1 of the Children and Young Persons Act 2008 were extended to all local authorities.

    Discussions with the pilot local authorities and some other councils, supported the argument that wider delegation would, in some circumstances, benefit children.

    To ask the Secretary of State for Defence, what (a) personnel and (b) assets are participating in NATO’s Baltic Regional Training Events in 2014; and what (i) personnel and (ii) assets participated in the events in each of the last three years.

    The UK is currently reviewing our contribution to national and NATO exercises in the Baltic Region in 2014; final decisions have not yet been made.

    There are no central records for 2011 and 2012. However, in 2013 the UK provided 124 personnel to the following exercises involving NATO allies:

    Exercise Sabre Strike 13, Latvia 1-14 June 2013.

    Exercise Kevadtorm 13, Estonia 14-25 May 2013.

    In addition the UK provided one mine counter measure vessel (ship’s company of 40 personnel) to:

    Exercise Steadfast Jazz 13, Baltic Sea, November 2013.

    The information is not available centrally. Whilst information is collected and published every month on waiting times and activity for 15 key diagnostic tests, the data does not identify whether the tests were for suspected cancers or other conditions.

    To ask the Secretary of State for Defence, what collision warning system is currently being tested on Typhoon aircraft; when he expects testing to be completed; when a decision will be taken to install such a system; and what the estimated total cost is.

    Analysis is currently underway into potential collision warning system capability for Typhoon. A system has not yet been fitted on a Typhoon aircraft for testing.

    It is not possible at this stage to provide a timetable for the development of this capability, or for the decision on whether to install such a system on the aircraft. Similarly, it is too early to estimate the likely cost of such a system.

    To ask the Secretary of State for the Home Department, how many pregnant women are held in immigration detention.

    If a pregnant woman chooses to inform the Home Office of her pregnancy, the detail would be held on her medical file which is a confidential record between patient and doctor. The Home Office does not collate this information centrally.

    Care provided to pregnant women in detention is appropriate to their individual circumstances and all detainees have access to healthcare facilities and medical advice at all times.

    Pregnant women are only detained in exceptional circumstances where their removal is imminent and medical advice does not suggest that the baby is due before the woman’s expected removal date. Women who are less than 24 weeks pregnant may also be detained as part of the asylum fast track process.

    To ask the Secretary of State for Justice, pursuant to the Answer of 24 March 2014, Official Report, column 95W, on non-molestation orders, what the figure for previous convictions or cautions is for (a) male and (b) female offenders.

    The following additional break down has been provided in addition to PQ 192243

    Male offenders receiving their first immediate custodial sentence for the criminal offence of breaching a non-molestation order in the 12 months ending September 2013 had received, on average, less than 1 (0.5) previous convictions or cautions for the same offence.

    In the 12 months ending September 2013, 9 females received their first immediate custodial sentence for breach of non-molestation order, of which 6 had no previous, 1 had 1 previous and 2 had 2 or more previous convictions or cautions for the same offence. Averages have not been provided for female offenders breaching a non-molestation order as the number of females is too small to provide a reliable estimate.

    It is important to note that these figures are based only on those offences recorded on the Police National Computer (PNC) by an English or Welsh police force, including the British Transport Police. This database holds details of all convictions or cautions for breaching a non-molestation order since their introduction as a criminal offence in July 2007.
