To ask the Secretary of State for Justice, pursuant to the Answer of 16 June 2014, Official Report, column 458W, on open prisons, what data his Department holds on the number of (a) prisoners in an open prison who previously breached a licence condition while released on temporary licence and (b) prisoners in open prisons who have previously absconded or escaped from prison on the latest date for which figures are available.

Gordon Marsden – 2014 Parliamentary Question to the Department for Transport

The below Parliamentary question was asked by Gordon Marsden on 2014-06-26.

To ask the Secretary of State for Transport, what discussions (a) he, (b) Ministers in his Department and (c) officials in his Department have had with trade union representatives from the maritime sector on the employment and related implications of implementing the maritime fuel suulphur regulations in the last 12 months.

The Department has not had discussions with the trade unions specifically on the implementation of the sulphur rules. However, the trade unions have had the opportunity to contribute their views during the eight-week public consultation on the draft UK Regulations and the associated Impact Assessment which commenced on 29 April 2014.

The maturity and efficacy of ship-board exhaust gas cleaning system technology was one of the key subjects under consideration when I chaired the ‘round table’ meetings of industry stakeholders in October 2012 and March 2013 to which I referred in my Answer of 17 June 2014. At those meetings, first-hand information was forthcoming from both the shipping industry and the exhaust gas cleaning system technology industry.

The Department has engaged the European Commission about the potential impacts of the new regulations and the scope for financial support from EU sources, including finance from the European Investment Bank. The Commission has reaffirmed the possibility of support for the maritime sector through the new Connecting Europe Facility or the Trans-European Network (TEN-T) programme.

The Department is investigating impacts on prices as part of its assessment of the impact of the draft UK Regulations.

The Department will conduct the review at an appropriate time and not later than the timetable specified in the Regulations themselves, in accordance with normal Government practice and consistent with the principles of better regulation. It would be premature to make a commitment now concerning the precise timing of the review.

Lord Chidgey – 2014 Parliamentary Question to the Foreign and Commonwealth Office

To ask Her Majesty’s Government whether they have any plans to deploy the Stabilisation Unit to assist the G5 countries in providing capacity-building assistance to civil society organisations so that they can monitor public sector financial management in the Central African Republic.

The UK will continue to work with and through international organisations, such as the World Bank and the UN, to ensure a coherent strategy for the Central African Republic, including on public financial management and public sector reform. We would be happy to consider the deployment of Stabilisation Unit experts to support the work of these international organisations, as necessary.

Tom Greatrex – 2014 Parliamentary Question to the Department for Education

To ask the Secretary of State for Education, what estimate he has made of his Department’s consumption in kWh of (a) gas and (b) electricity in each month since June 2010; and what the cost of such consumption has been in each such month.

The Department for Education has cut its annual energy bill by £1.4m since 2009-10 through reduced energy consumption, and has reduced its greenhouse gas emissions by 38% in the same period.

Emission reductions from energy use have largely been achieved through low and no cost energy efficiency measures, estate rationalisation (by using space more efficiently and co-locating with other organisations), and by operating our remaining buildings even more efficiently.

The Department’s monthly gas and electricity consumption and associated costs since June 2010 are set out below.

Maria Eagle – 2014 Parliamentary Question to the Department for Environment, Food and Rural Affairs

To ask the Secretary of State for Environment, Food and Rural Affairs, whether his Department (a) has funded or (b) plans to fund badger vaccination against bovine TB in this calendar year.

In April 2013, as part of the Government’s Strategy for achieving Officially Bovine Tuberculosis Free Status for England, the Secretary of State announced new support for privately led vaccination initiatives in the Edge Area. Building on ongoing work with stakeholders, including a key workshop held on 24 June, a new scheme will be launched shortly and will offer financial and other support, such as training and advice. Announcements about the future of the existing Badger Vaccination Fund, which has been available since 2012 and has offered more limited support, will also be made in due course. The total funds offered will be dependent on demand.

To ask the Secretary of State for the Home Department, how many (a) Red incidents and (b) Amber incidents have occurred at each Immigration Removal Centre in each of the last four years.

Incidents in the detention estate are reported in accordance with Detention
Services Order (DSO) 12/2008. Incidents are classified according to their
seriousness as red, amber or green.

Examples of the types of red or amber incidents are given in the DSO. Red
incidents are generally those relating to serious disturbances and/or fires
within a centre. Amber incidents may be those involving threats to the centre,
external demonstrations, or co-ordinated food or fluid refusal.

This data has been collected by different business areas in the Home Office
over the data period requested and has not been collated centrally.

Management information is only available for the period 01 July 2013 – 9 March
2014 in the following table and is in line with the data period for published
statistics.

This data is management information collected and collated from Immigration
Removal Centre suppliers. This information does not form part of published
statistics and is not subject to the detailed checks that apply for National
Statistics publications. It is provisional and subject to change.
