    The National Clinical Director (NCD) for Cancer is seconded to NHS England as a senior clinical advisor on cancer. The work of the NCD is supported through a number of NHS England’s priority programmes, including the Prevention and Early Diagnosis Programme, the long-term conditions, Older People, and End of life Care programme. In addition, there are a number of relevant clinical reference groups and other staff supporting specialised commissioning functions who are also aligned with the work of the NCD.

    The NCD is not an executive post within NHS England and does not directly line manage any NHS England employees.

    To ask the Secretary of State for the Home Department, with reference to the report by the Independent Chief Inspector of Borders and Immigration, Inspection of the UK Border Agency’s handling of legacy asylum and migration cases, published in November 2012, what steps have been taken in response to recommendation 1 of that report.

    The Older Live Cases Unit routinely and regularly matches asylum and migration
    legacy cases against the Police National Computer (PNC) and Warnings Index (WI)
    records, until the point at which cases are finally concluded. The checks are
    undertaken on a rolling three monthly basis. Results are recorded on a bespoke
    database which informs the decision making process within the Older Live Cases
    Unit.

    Compliance with the recommendation was acknowledged by the Independent Chief
    Inspector of Borders and Immigration in his report, An investigation into the
    progress made on legacy asylum and migration cases January – March 2013,
    published in June 2013, where he stated, "security checks had been completed
    in each of the cases we sampled (144), indicating that the Agency had
    implemented our earlier recommendation to routinely and regularly
    match legacy cases against the PNC and WI until finally concluded."

    Bids to run the 21 Community Rehabilitation Companies are expected by the end of June, with contract winners being announced by the end of 2014. We will announce the list of preferred bidders when the evaluation has been concluded. We are committed to the roll out of payment by results by 2015.

    To ask the Secretary of State for Scotland, if he will estimate the cost to the public purse of extending entitlement to NHS prescriptions to all claimants of universal credit once universal credit has been fully rolled out in Scotland.

    The Scottish Government is responsible for defining the entitlement criteria for these passported benefits. They will need to consider the current eligibility criteria and make arrangements to ensure that they can continue to deliver these benefits as Universal Credit is introduced.

    There is ongoing engagement between the Scottish Government and the Department for Work and Pensions to ensure that any solution is simple, fair, easy to understand and affordable.

    The Electoral Commission informs me that they do not hold the data requested. The data collected annually from EROs is household-level data rather than elector level data, reflecting the household nature of the annual canvass.

    The data collected includes the number of household canvass returns made via different response methods – including personal canvasser, and this is available for each year from 2008 on their website.

    To ask the Secretary of State for Energy and Climate Change, pursuant to the Answer of 7 January 2014 to Question 219579, if he will make it his policy to direct energy suppliers to withdraw charges imposed on customers solely for the purpose of covering the cost of gas metering and billing where a customer does not use that service.

    The standing charge element of the bill is commonly associated with covering the costs of, amongst other things, metering and billing as these are costs which the supplier will incur regardless of if any gas is consumed. These costs include the administrative costs of maintaining a customer account and providing bills and the cost of reading the meter and undertaking a periodic safety check. A supplier will also still be required to pay charges to the local gas network company for maintaining the connection and the distribution network which enables supply.

    If a customer does not wish to pay a standing charge they can switch to a supplier with a tariff which features a standing charge set at zero.

    Ofgem has been clear that consumers in vulnerable situations should not have to pay a standing charge if they are not consuming gas at all and should not have to pay for the removal of their meter, should this be appropriate, and has written to suppliers confirming this.
