    Through our bold and ambitious transport decarbonisation plan, we’re leading the way in the transition to zero emission vehicles by becoming the first country in the world to commit to ending the sale of all new fossil-fuelled road vehicles by 2040, subject to consultation.

    From Doncaster to Scotland, by working in partnership with industry, this funding will allow us to better understand the role of zero emission HGVs while levelling up the industry and boosting regional economies.

    I’ve repeatedly made clear that the simplest and safest option would have been for the Government to retain the national requirement for face coverings on public transport. I’m not prepared to stand by and put Londoners, and our city’s recovery, at risk. This is why, after careful consideration, I have decided to ask TfL to retain the requirement for passengers to wear a face covering on all TfL services when the national regulations change.

    By keeping face masks mandatory we will give Londoners and visitors the reassurance and confidence to make the most of what our city has to offer, while also protecting our heroic transport workers and those who may be vulnerable and rely on the network to get around our city. It’s an extra layer of protection on top of TfL’s world-leading enhanced cleaning regime – and I’m sure Londoners will continue to do the right thing as they have done throughout the pandemic, and continue to wear a face covering on TfL services.

    Transport is not just how you get around. It is something that fundamentally shapes our towns, cities and countryside, our living standards and our health. It can shape all those things for good or for bad. Decarbonisation is not just some technocratic process. It’s about how we make sure that transport shapes quality of life and the economy in ways that are good.

    It’s not about stopping people doing things: it’s about doing the same things differently. We will still fly on holiday, but in more efficient aircraft, using sustainable fuel. We will still drive, but increasingly in zero emission cars.

    The Transport decarbonisation plan is just the start – we will need continued efforts and collaboration to deliver its ambitious commitments, which will ultimately create sustainable economic growth through healthier communities as we build back greener.

    During the pandemic, the Government have provided unprecedented levels of financial assistance to the bus sector through the coronavirus bus service support grant (CBSSG), supporting bus operators and local transport authorities in England outside of London, with up to £1.4 billion in funding since March 2020. With patronage falling and social distancing limiting passengers onboard, CBSSG has funded up to 100% of pre-covid service levels, ensuring key workers have continued to be able to travel easily and safely. Critically, as restrictions are lifted and passengers return, the bus sector is important in helping the economic recovery.

    I appreciate that this presents bus operators with a fundamental financial challenge. To encourage passengers back, local bus services should be as available as they were prior to the pandemic. Without support, however, it may not be possible for operators to maintain the services they have provided up until now.

    I can therefore announce that a further £226.5 million in financial support in the form of recovery funding has been made available for the bus sector. Funding operators and local authorities from 1 September until the end of the current financial year, this will succeed CBSSG which ends on 31 August. In addition to helping maintain services, recovery funding will support the key aims of the national bus strategy of encouraging local authorities and operators to work together to deliver better bus services. In return for receiving funding, operators will be asked to commit to co-operating with the process for establishing enhanced partnerships or franchising.

    With the publication of the national bus strategy in March, the Government set out bold ambitions to address the long-term challenge of providing quick, reliable, simple and affordable bus travel. Local authorities have been asked to develop ambitious bus service improvement plans by this October, outlining what will be done at a local level to make travelling by bus as attractive as possible. The Prime Minister has announced £5 billion for buses and cycling to deliver the strategy and provide vital investment for the sector.

    Dear Grant,

    I am writing to you after your media appearances this morning, when you spoke of the challenges passengers would face going aboard this summer.

    On BBC Breakfast, you said:

    “The real backlog will be from the place you’re coming from” and that “People should expect more disruption than usual”

    While it’s right to manage expectations, Government ministers are not merely commentators on the situation – they are empowered to seek to address problems they foresee.

    The unlock date is still 10 days away. Ministers should be actively working with the industry and major UK tourist destination airports to create a process that is both safe, appropriate but also workable.

    So can I ask you whether you have met or spoken with every airline that flies into the UK from a Green or Amber list country, to talk them through the new processes and ensure that their staff will know how operate this new system as speedily as possible?

    Is the Government confident that all airlines flying from these destinations can read the UK’s NHS app and understand when to allow a traveller on board or when not to? Would these challenges not highlight the need for an international vaccine passport, or at least international agreement on how a Covid passport might work?

    As I asked you yesterday, whilst we have our own Covid passport via the NHS app there have been issues with other countries accepting this as sufficient proof entering into those countries. Do you know how many countries now accept the Covid passport of the NHS app as proof of someone’s Covid or vaccine status?

    Finally, you noted in your BBC interview that more UK Border Force staff will be stationed at UK airports to deal with the expecting increase in traveller numbers. How many more officers will there be and what is your target time for how long will a traveller should expect to have to wait to go through a major UK airport such as Heathrow?

    I requested that the data for every country be published so that travellers and the industry could forward plan and know the direction of travel for each country. Simply publishing the data for a limited number of countries after you’ve made a decision isn’t helpful.

    It’s clear that Government must hold the data informing traffic light risk assessments for each country, but is choosing to only publish an extremely limited selection. Could you explain why that is, and when will you finally publish – or direct the JBC to publish – the full data for country, which you implied had already been done?

    We can’t have one rule for senior executives and another for everyone else, so the data behind this decision must be published urgently, especially as the Conservatives have failed to protect our borders against the Delta variant.

    We have always said there is a need for some limited exemptions for workers and have repeatedly called on the Government to publish the criteria behind these.

    The best way to support the UK’s economy is to get a grip on the new variant, roll out the vaccine and support businesses in struggling sectors hardest hit by the roadmap delay including the aviation sector.

    Ministers had a real chance to make train travel a more realistic and affordable option for families who have already been hit hard in the pocket and are struggling to make ends meet after struggling through the pandemic.

    It is staggering that they are now lauding a scheme which in fact makes it more expensive for many people and hoping nobody notices.

    This failure will discourage people from getting back on to the network when restrictions ease, which will be vital for getting the sector on a stable footing.

    We have made real progress in London to clean up our air, but we still have a long way to go because toxic air pollution in our city is still leading to thousands of premature deaths every year and is stunting the growth of children’s lungs. As part of our world-leading ongoing efforts, I’m proud to announce England’s first hydrogen double decker buses, which don’t produce any harmful emissions, will now be put into service.

    Our investment in these hydrogen buses is not only helping us to clean up London’s air, but is supporting jobs and local economics across the UK. This is a great demonstration of how tackling air pollution and the climate crisis and boosting economic growth is about regions working together, investing in the very latest technology.

    I’ve worked hard to ensure TfL’s entire core bus fleet across London now meets the ULEZ standards, and this includes 500 electric buses. Our new investment in hydrogen buses will move us even closer to our ambition of making all London buses zero-emission by 2030.
