    New grant scheme will bring forward small-scale developments which meet the needs of the community.

    The £2.5m package will support a network of independent advisors who will work with communities to develop affordable housing schemes. The advisors will help identify suitable development opportunities in communities, and support site owners and community representatives to navigate the planning system and create developments in rural areas that meet the needs of local people.

    The scheme, which is being delivered in conjunction with Action with Communities in Rural England (ACRE), will help boost the supply of new, affordable homes across England.

    The first payments have been awarded to local partners in Cambridgeshire and Northumberland, with other projects set to be announced across England next year.

    Rural Affairs Minister Lord Benyon said:

    All too often people are unable to live near to the village where they work or were brought up. We are making it a priority that rural communities have access to the housing they need.

    Our support for rural housing advisors will help develop small scale affordable housing schemes that fit in with the local area. Together with our policies to improve transport, connectivity and access to public services, this is another demonstration of our commitment to unleash opportunity in rural areas.”

    Richard Quallington, ACRE’s Executive Director, said:

    We’re thrilled to be delivering this programme for Defra. Many people in rural communities understand there’s a need for much more affordable housing but they are often opposed to unfettered commercial developments that neither fit in with the area, nor create homes that go to those who genuinely need it.

    The decision by the government to back Rural Housing Enablers is hugely positive news as it will mean many more communities across England can access independent support and advice to help them appraise the need for affordable homes locally, navigate complicated planning rules and work with more socially minded developers to bring forward suitable schemes.”

    The expansion of the Rural Housing Enablers scheme was first announced by Defra in the ‘Unleashing Rural Opportunity’ document earlier this summer, which sets out plans to unlock growth and potential in rural areas.

    Other government measures supporting the provision of rural homes for local people include the Rural Exception Sites policy, which facilitates the development of small affordable housing sites in rural areas, and the Affordable Homes Programme, which aims to create high-quality homes and thriving places across England.

    This new funding is part of a number of measures being implemented by the government to strengthen rural communities and invigorate the rural economy, including Project Gigabit, which aims to bring better internet access to rural areas, and Future of Transport Rural Strategy to tackle isolation and increase access to jobs in rural and remote areas.

    This builds on the Government’s manifesto commitment to build 1 million homes over this Parliament. Reaching this target would represent another important milestone in the Government’s housebuilding strategy with over 2.2 million new homes delivered since 2010, and millions of people being moved into home ownership.

    The UK has secured an extension to arrangements that were due to expire, helping British manufacturers access lower or zero tariffs when selling their products to Mexico.

    The arrangement will come into effect from 1 January 2024 and will remain in place until a new UK-Mexico Free Trade Agreement enters into force.

    The deal will provide welcome certainty for UK businesses, helping them to continue avoiding high tariffs imposed by Mexico and maintain their competitive edge in the market. The announcement is particularly welcome news for the automotive and food and drink sectors, with road vehicles accounting for almost £300 million in exports to Mexico, almost 20% of all goods exported.

    Mexico is the 14th largest economy in the world and second largest in Latin America, and its demand for imports is forecast to grow by 42% between 2021 and 2035 as its economy continues to grow. With a population of over 130 million people, its market is larger than France and Italy combined.

    Minister for Industry and Economic Security Nusrat Ghani said:

    Ensuring UK goods avoid higher tariffs is essential for British businesses to stay competitive in this huge and dynamic market of over 130 million people.

    This extension will provide UK businesses exporting to Mexico with certainty as they plan for next year and beyond while the UK and Mexico negotiate an exciting new trade deal covering the 21st century economy.”

    When the UK negotiated its current trade agreement with Mexico, rolled over from our membership of the EU, time-restricted provisions were agreed to allow for the use of EU inputs in UK products in meeting the UK-Mexico rules of origin. The extension will apply until the entry into force of new, permanent rules as part of a new, enhanced free trade agreement with Mexico.

    Protecting our integrated supply chains with longstanding trade partners like Mexico is vital for both British and Mexican businesses as we continue to see supply chain disruption impact the global economy. This extension will therefore benefit businesses in both countries.

    The UK and Mexico launched negotiations on the new deal in May 2022. The deal is intended to replace our existing, outdated trade deal which was agreed over 20 years ago and boost our £6.2 billion trading relationship.

    Chief Executive of the Society of Motor Manufacturers and Traders Mike Hawes said:

    We welcome this pragmatic decision as it avoids duty liabilities from January 2024 which, given the long standing and productive relationship between the UK and Mexican automotive industries, would have undermined our mutual trade. Mexico is among the top 10 global markets for UK car exports and we now look forward to the swift agreement of a modernised trade deal as this would deliver even more benefits for both sides, boosting bilateral trade in hybrid and ICE technologies as well as zero emission vehicles.”

    Director of Sustainability and Growth at the Food and Drink Federation Balwinder Dhoot said:

    This is welcome news for UK food and drink manufacturers, avoiding any disruption to an increasing export market worth almost £175 million to the UK, our third largest in Latin America. It helps maintain important partnerships that are already established between UK and Mexican businesses, and allows continuity and certainty to exporters until a new and ambitious agreement is negotiated. This will help businesses to export more and ensures continued access to seasonal imported ingredients that complement our industry’s use of domestic produce.”

    The news comes as International Trade Weeks comes to a close. Businesses from across the UK participated in over 170 events and activities across the week aimed at supporting them sell internationally for the first time.

    People across the country set to benefit from more skills training, with £200 million to help them launch careers in key industries.

    People seeking careers in growing sectors such as green energy, digital and construction will be able to access improved skills training, helping them secure good jobs closer to home.

    More than £200 million has been announced today, 10th November, to support colleges and universities to offer more training opportunities in key industries, such as the growing green sector. Investment is being targeted to address the specific skills needs of each region, which local businesses and employers have identified as priority sectors in their local skills improvement plans (LSIPs), giving them access to the skilled workforce they need to grow.

    Demand for green skills is set to rise as the government works to create energy security and the UK heads towards net zero. The government’s net zero growth plan predicts that the transition to a green and sustainable future will support hundreds of thousands of exciting green job opportunities in areas such as heat pump installation and solar panel maintenance, electric vehicle manufacturing and environmental consultancy.

    During green careers week (6 -11 November), the government is investing in a range of projects so communities can equip people with the green – as well as digital, construction and manufacturing – skills they need to futureproof the workforce.

    The funding will also make sure more people can access higher technical qualifications – that sit between A level, T levels and degrees – to gain in demand skills including digital, health care and engineering as an alternative to a traditional three-year degree. HTQs are designed in close collaboration with employers, so they equip students with the skills they need to go onto further study or straight into a good job.

    Education Secretary Gillian Keegan said:

    This investment is about boosting local industries, building people’s skills and ultimately futureproofing our economy and the career prospects of the next generation.

    Our local skills projects will bring together regional organisations, businesses and education providers to respond to the specific needs of employers, building an increasingly skilled workforce and growing local economies.

    Whether it is green skills, construction, engineering or digital, thousands more people can now gain the skills they need to secure good jobs closer to home. These are long-term plans that will ensure every area can have a brighter future.

    MidKent College in Kent has been awarded funding to build a new training facility to provide hands-on experience in retrofit energy efficiency measures, renewable and sustainable energy solutions. The new courses will cover a range of areas including thermal imaging, aerial survey and mapping and will utilise virtual reality capabilities to develop simulated engineering challenges, construction processes and techniques, supporting people to gain the skills needed to launch green careers.

    We’re thrilled that construction and building services businesses across Kent & Medway will benefit from this investment in retrofit technology and training. We know from our conversations with employers that growing skills for sustainable construction practices and improving the energy efficiency of existing housing stock are priorities for the sector here in the Southeast.

    It’s vital that everyone can access the training they need locally to grasp these opportunities.

    Business-led LSIPs are setting out the skills needs and opportunities, and this new funding will ensure the right training solutions are put in place.

    As part of the government’s work to support more people to gain the skills they need to secure rewarding careers, the British Chambers of Commerce and other employer representative organisations were commissioned to lead work to develop local skills improvement plans, published in the summer, so the training on offer better meets the current and future skills needs of local areas.

    The investment in local areas announced today is just one way the government is boosting skills, alongside a huge range of other high-quality programmes including T levels, free courses for jobs and Skills Bootcamps.

    Last year, the government delivered over 40,000 Skills Bootcamp starts, exceeding its ambitious target. Skills Bootcamps are free courses lasting up to 16 weeks, with an offer of a job interview on completion.

    They are available across the country in a wide range of in demand subjects, including heat pump engineering and electric vehicle maintenance, and are another example of how the government is helping get more people into green careers.

    The UK has today, 10 November 2023, agreed an historic joint statement with 48 countries to help combat criminals using crypto-assets to evade and avoid billions in missing tax.

    • landmark agreement follows UK leadership on historic G20/OECD global tax deal agreed in 2021, that clamps down on corporate tax avoidance and will ensure the right tax is paid in the right place

    The Crypto-Asset Reporting Framework (CARF), spearheaded by the UK, is the OECD’s latest flagship tax transparency standard. It will mean crypto platforms will need to start sharing taxpayer information with tax authorities, which currently they do not do, ensuring these authorities can exchange information to enforce tax compliance. The CARF is expected to take effect in time for exchanges with other countries to start from 2027.

    Today’s milestone follows 2021’s two pillar global tax agreement, which aims to ensure that the right tax is paid by businesses where they operate and cracks down on large multinational enterprises avoiding tax through a 15% global minimum rate.

    Financial Secretary to the Treasury, Victoria Atkins, said:

    “I am proud that the UK is once again demonstrating leadership on tackling global tax evasion, helping to secure the revenue that’s essential for the public services we all use.

    “Today we are sending out a strong message that we will not allow criminals to use crypto to avoid paying their fair share.”

    The CARF will build on the existing system tax authorities use to share information with each other, called the Common Reporting Standard. This has already been hugely successful in tackling offshore tax evasion, with almost £100 billion in additional tax revenue recovered from traditional financial assets since its inception in 2014.

    The new framework announced today will be essential to counter the increasing level of tax avoidance brought about by the rapid growth of the global crypto market, with some estimates suggesting that tax non-compliance on crypto-asset holdings could range from as high as 55% to 95%.

    The UK, which stands to potentially recoup hundreds of millions of pounds as a result of the CARF’s implementation, used its position as a global leader in tax transparency to scope, negotiate and finalise provisions for CARF while galvanising international support.

    Total number of Ukrainian soldiers trained under UK Armed Forces programmes is now more than 52,000.

    More than 30,000 ordinary Ukrainian men and women have trained to become soldiers under the largest military training programme of its kind on British soil since the Second World War.

    Ahead of schedule, the UK-led Op Interflex has reached the milestone of 30,000 recruits trained in the UK since June 2022 – taking the total number of trained Ukrainian soldiers to more than 52,000 since Russia launched its invasion of Ukraine in 2014.

    The training was set up in the UK after Op Orbital, the British Army’s long term training programme in Ukraine, had to be paused when Russia launched its full-scale invasion against Ukraine in February 2022. Op Interflex launched in June 2022 and had the target of training 30,000 troops by the end of 2023.

    Delivered in locations throughout the UK, the world-leading programme takes volunteer recruits who have joined the Armed Forces of Ukraine with little to no previous military experience and teaches them the skills required to survive and be effective in frontline combat. The training allows Ukraine’s forces to accelerate their deployments, rebuild their forces, and scale-up their resistance as they continue to defend their nation’s sovereignty against Russian invaders.

    After launching last summer, a number of international partner forces joined the programme, providing vital experience, training and insight into frontline combat. These countries include Canada, New Zealand, Norway, Denmark, Finland, Sweden, Lithuania, The Netherlands and Australia. And today, NATO ally Romania has also confirmed its involvement, taking the total number of partner nations to ten.

    The course is delivered over a minimum period of five weeks and includes weapons handling, battlefield first aid, Law of Armed Conflict training, patrol tactics and rural environment training. During the past 12 months, the UK’s wider package of support has also evolved to include upskilling Ukrainian Marines, with British Commandos training Ukraine’s forces in small boat amphibious operations, as well as mine-clearance training by the Royal Engineers, trauma response training and even Army chaplaincy support for Ukrainian padres.

    The Prime Minister and President Zelenskyy visited Ukrainian forces training in the UK in February. The leaders heard, first-hand, how the training the Ukrainian soldiers were receiving on British Challenger 2 tanks would give them the upper hand on the battlefield and allow them to push back Russian forces.

    Prime Minister Rishi Sunak said:

    I am incredibly proud of all the British and Ukrainian soldiers, sailors, airmen and women involved in this major undertaking – their dedication and professionalism today is ensuring peace for our continent in the future.

    Op Interflex has changed the equation of this war, harnessing Ukraine’s spirit, courage and determination, and matching it with global military expertise.

    The crucial contribution of our international partners to this programme reinforces the global support for Ukraine and underlines our united belief that Ukraine can and will win this war.

    Defence Secretary Grant Shapps said:

    Op Interflex’s size and ambition is unrivalled, the programme is a key example of how the UK can help galvanise the international community into supporting the Armed Forces of Ukraine.

    I’m delighted we will exceed the target for this year and thank the UK trainers and our international partners who have worked night and day to reach the milestone ahead of schedule. I also pay tribute to the determination and resilience of the brave Ukrainian recruits that arrive on British shores.

    Commander Interflex, Col James Thurstan said:

    The UK and international partner forces are working hard to provide Ukrainian recruits with the skillsets needed to defend their sovereign territory.

    We work closely with the Armed Forces of Ukraine to ensure that the capabilities provided to them meet the tactical demands of the conflict as it evolves.

    Head of the Main Department of Doctrine and Training of the General Staff of the Armed Forces of Ukraine, Major General Oleksii Taran said:

    Ukrainian Defense Forces highly appreciate and are grateful to the United Kingdom, its nation and government for the opportunity to train Ukrainian personnel at British military bases as part of the multinational training Operation Interflex.

    A jointly developed training programme taking into account the Ukrainian experience, professionalism, and discipline of the multinational instructor community. The exceptional thoughtfulness of the logistical and material-technical dimension of the operation ensures the highest standards of both the basic combined military training of the Ukrainian recruits and the training of Ukrainian instructors and mid-level commanders.

    We notice the greater fighting capacity of the servicemen and women of the Armed Forces of Ukraine who successfully completed the Interflex training course, their resilience and ability to engage hard with the enemy under bombardment. They have warfare and basic weapon handling skills, are trained to conduct combat operations in trenches and urban areas, have basic military medical training according to international protocols, and are knowledgeable about the Law of Armed Conflict.

    This is undoubtedly an impressive contribution of Great Britain and partner countries in Ukraine’s fight against the unprovoked and criminal Russian aggression.

    Since the full-scale invasion of Ukraine in February 2022, Russia has lost over 50% of the land it initially captured following the February 2022 invasion.

    As well as the major training programme, the UK continues to support Ukraine to push back Russian forces. As part of the £4.6bn worth of UK military support, we have provided long range missiles, western main battle tanks, and logistical support to the Armed Forces of Ukraine.

    This is in addition to the $60bn raised for Ukraine during the Ukraine Recovery Conference held in London in June.

    Professor Chris Whitty’s annual report says we can improve older citizens’ quality of life, and this should be a major aim of policy and medical practice.

    • Successive governments and professional bodies have not recognised the degree to which the population living in older age is concentrating geographically
    • The rise of multiple conditions in the same older person (multimorbidity) requires changes in medical training, NHS services and research

    The fact that people are living longer compared to a century ago is a triumph of medicine and public health but an expansion of the period in ill health is not inevitable.

    England’s Chief Medical Officer (CMO) Professor Chris Whitty, in his annual report published today (10 November 2023) says we need to focus on how to maximise the independence and minimise the time in ill health between reaching older age and the end of life. Quality, enjoyment and independence should be the principal aims.

    The report, Professor Whitty’s fourth as CMO, describes how we can maintain older people’s independence via 2 broad complementary approaches:

    • reduce disease, to prevent, delay or minimise disability and frailty
    • change the environment so that people can maintain their independence longer

    The geography of older age in England is already skewed away from large urban areas towards more rural, coastal and other peripheral areas, and will become more so. Efforts to achieve shorter periods in ill health and an easier environment for those with disabilities should concentrate on areas of the country where the need is going to be greatest.

    The report makes the case that older people are currently underserved in healthcare, with less accessible transport links and insufficient infrastructure designed for older adults, including housing. Providing services and environments suitable for older adults in these areas is an absolute priority if we wish to maximise the period all older citizens have in independence.

    The report calls for research into multimorbidity, frailty and social care to be accelerated, and states that the medical profession needs to focus on maintaining generalist skills as doctors specialise.

    Medical specialisation, specialised NHS provision, National Institute for Health and Care Excellence (NICE) guidelines and medical research are all optimised for single diseases but that is not the lived reality for the great majority of older adults who often transfer very rapidly from having no significant disease states, to several simultaneously. The increasing specialisation of the medical profession runs counter to optimising treatment for this group of largely older citizens and patients.

    Professor Chris Whitty, Chief Medical Officer, said:

    Maximising the quality of health in older adults should be seen as a major national priority – we can make very significant progress with relatively straightforward interventions. Older people can and should be better served.

    We need to recognise and reflect in policy and medical practice where older people are concentrated geographically, increase clinicians’ generalist skills, improve mental health provisions and make it unacceptable to exclude older adults from research because of older age or common comorbidities.

    Greg Fell, President of the Association of Directors of Public Health, said:

    Today’s report from the CMO clearly sets out how important it is that, as a society, we work together to create healthy spaces and places to live and work in. Only by ensuring that people have access to the things that support us to thrive – like good housing, good work and green spaces – can we ensure that people will continue to enjoy good health and wellbeing as they get older.

    Directors of public health and their teams work in partnership with both local authority colleagues and the voluntary and community sector to help create these spaces, with health and wellbeing at their heart, so that as well as living for longer, people are also living healthier, more fulfilling lives.

    Professor Dame Carol Black, Chair of the Centre for Ageing Better, said:

    We welcome the Chief Medical Officer’s new report and its focus on the diversity of experiences in older age. Older generations are repeatedly grouped together as a homogeneous group, when in fact many people are facing enormous challenges and hardship in their later years, as this report makes clear.

    Good health has an enormous influence on people’s enjoyment of later life but we don’t all have an equal opportunity to age well. Wealth, work, housing, discrimination – all play a significant role in the huge gap in healthy life expectancy between the richest and poorest areas of the country.

    We also echo the report’s message that we need to aspire to improve the quality of life for people as they age, including through creating homes and communities that help people to age well. This will not only benefit millions of individuals but also deliver massive societal benefits if more people are given the opportunity to make the most of their later life.

    Professor Dame Linda Partridge, Biological Secretary and Vice President, The Royal Society and Professorial Research Fellow, University College London, said:

    Supporting an ageing population to live well for longer will be a defining challenge of the 21st century, for the UK and many other economies. This timely report from the Chief Medical Officer serves to bring these issues to the forefront of political and public discussion.

    Among the many facets of this challenge, the emerging field of geroscience holds promise for managing and preventing some age-related diseases. Capitalising on this promise will require new treatments and an evolution of approaches across the whole life sciences system, from fundamental discovery to trial design.

    Dr Sarah Clarke, President of the Royal College of Physicians, said:

    With an increasing number of people with multiple long-term conditions, generalist skills are key, as are close working links with primary, community care and the voluntary sector. It is vital that specialists are supported to feel confident in their generalist skills, to provide joined-up care for these patients.

    Professor Adam Gordon, President of the British Geriatrics Society, said:

    Population ageing is one of the biggest opportunities and challenges facing us globally. With this in mind, we welcome that this year the Chief Medical Officer has chosen to focus his annual report on the ageing population. We agree that people living longer lives is a triumph of public health, modern medicine and healthier lifestyles.

    The invaluable contribution of older people to society enriches us all. The Chief Medical Officer is also right to highlight the challenges associated with more people living with complex health and care needs, including increasing levels of frailty and multimorbidity. Inequalities are increasing across our society, with some people enjoying excellent health into their later years and others spending many years living in poor health. There are not enough specialists working in older people’s healthcare and not enough healthcare professionals have developed the right skills to care for this growing population group.

    The Chief Medical Officer’s call to recognise this as a major national priority is very timely – we are all ageing and we must act now to grasp this opportunity, ensuring that older people now and in the future are enabled to live healthy, independent lives for as long as possible.

    The CMO’s annual report last year was on air pollution, while his report in 2021 looked at health in coastal communities. The 2020 annual report looked at health trends and variation in England.

    The report demonstrates how the rate of population ageing varies across the country and includes a chapter with contributions from 7 different local authorities:

    • Hampshire County Council
    • Isle of Wight Council
    • Gloucestershire County Council
    • Cumberland Council
    • North Yorkshire Council
    • Derbyshire County Council
    • Norfolk County Council

    For each of these, the director of public health describes the opportunities and challenges of a rapidly ageing population in their local authority.

    Thank you Chair.

    The United Kingdom will maintain its voting position on these three resolutions in-line with our long-standing approach to, and support of, the two-state solution, which remains the only viable long term solution. We welcome the approach of the Permanent Observer State of Palestine in the provision of technical rollovers of these texts and recognise that their language does not reflect the current context in Israel and Gaza. Our vote in favour of today’s resolution does not undermine our enduring solidarity with Israel in the wake of Hamas’ heinous terrorist attacks on 7th October.

    Alongside our ongoing support for Israel’s right to self-defence against terrorism, we continue to be clear that Israel must act in line with international humanitarian law and take every feasible precaution to avoid harming civilians.

    We continue to underline, in parallel to our support of today’s resolution, that Hamas does not speak or act in the interests of the Palestinian people. Hamas’ deliberate murder and kidnapping of innocent people in Israel now callously puts civilians in Gaza at risk. We express our pain at seeing so many innocent lives destroyed on and since 7th October and reiterate our support for the Palestinian Authority as the legitimate representative of the Palestinian people.

    Palestinian civilians are experiencing a devastating humanitarian crisis in Gaza and violence is rising in the West Bank. We strongly condemn settler violence against Palestinians and maintain our longstanding position that settlements are illegal under international law and contrary to the cause of peace.

    To prevent further spread of the conflict, the UK will continue to invest all efforts for a political solution to the Israeli-Palestinian conflict. The UK will work with our partners towards a two-state solution, based on 1967 lines with Jerusalem as a shared capital, which provides justice and security for both Israelis and Palestinians.

    Deputy Ambassador Deirdre Brown welcomes Armenian efforts to support the 100,000 people displaced by September’s military action and calls on Azerbaijan to implement a meaningful reintegration plan for those wishing to return.

    Following the end of September’s military action in Nagorno-Karabakh, the UK welcomes the access that the Azerbaijani authorities have enabled for the UN and other humanitarian actors to the region. We remain concerned for the welfare of residents affected by the limited access to supplies over the period before September’s events, and strongly support the efforts of the UN and other multilateral agencies to address urgent humanitarian needs of those affected by the conflict. We welcome the cooperation Azerbaijan has shown the relevant international agencies to date, and encourage them to continue to support efforts to address need in the region.

    Further to this, we also welcome Armenian efforts to support the 100,000 people displaced by the conflict. Some of those displaced may wish to return to homes they have left behind. A meaningful reintegration plan that accommodates the needs of those wishing to return is of paramount importance. We encourage Azerbaijan to implement such a plan, including the protection of their rights and ability to participate in civic and political life, rigorously and in a coherent and transparent manner.

    Now is the time to make progress on a lasting settlement for the region overall. We call on both Armenia and Azerbaijan to resolve the issues surrounding this region peacefully through dialogue, and in a manner which fully respects the sovereignty and territorial integrity of all states.

    Ambassador Neil Holland thanks the OSCE’s Special Representative on Combatting Trafficking in Human Beings for their work on technology and supply chains, and in response to Russia’s war of aggression against Ukraine.

    Thank you, Special Representative, for this report, and congratulations on your appointment. The UK and I personally look forward to working closely with you and your team.

    We welcome your office’s leadership in coordinating anti-trafficking efforts over the last year. Conflict, humanitarian crises and instability have left individuals at risk of exploitation. Russia’s war of aggression against Ukraine has continued to cause mass migration, increasing the vulnerability of many women and children to trafficking and exploitation.  It is important to tackle all aspects of security threats from the flow of people, which is why the UK was pleased to be able to financially support your office’s earlier work to respond to the increasing risk of trafficking in migration flows.

    It is important we continue to monitor the risk of trafficking as a result of the conflict, and adjust our response accordingly. We were pleased to welcome your office to the UK recently to deliver a workshop on enhancing anti-trafficking prevention amid mass migration flows in the UK. This workshop, as with others delivered across the region, was an important opportunity to consider efforts so far to protect Ukrainian refugees and identify what more we need to do.

    We are grateful for the previous Special Representative’s visit to the UK last year to carry out an in-depth review of the UK’s response to modern slavery, and the valuable recommendations that came from it. Since then, the UK Government has continued to strengthen our cooperation with key partners, including through a Joint Communique with Albania and a Joint Action Plan with Romania.

    The UK recognises that the internet is a key enabler of human trafficking, particularly the sexual exploitation of women and girls. We will continue to work with international partners to tackle online exploitation and to safeguard victims. The UK’s Online Safety Legislation will require online companies to take proactive steps to prevent, identify, and remove content linked to criminal activity, including sexual exploitation and human trafficking.

    We were pleased to be able to support the project that delivered the recent study “Mapping the online landscape of risks of trafficking in human beings on sexual services websites across the OSCE region”. This demonstrates the central role online platforms play in human trafficking and addresses important information gaps.

    Elsewhere, eliminating forced labour in global supply chains remains a key international priority for the UK. We support the work of your office in building partnerships between the public sector and financial institutions. Recognising the potential of these partnerships, the UK engaged closely with experts to commission research to understand the interface between modern slavery and global flows of capital. This published research offers a practical roadmap that Capital Market Actors, including investment banks and development finance institutions, can adopt to address modern slavery within their value chains using their leverage and influence. I invite colleagues to read it.

    The Alliance Conference this year built upon last year’s focus on migration risks and the needs of victims, and highlighted the need for increased national leadership and political will to ensure an effective international response to trafficking. That is why the UK is pleased to support the Global Commission on Modern Slavery and Human Trafficking, led by Theresa May. The Commission will inject greater political momentum to drive this issue back up the global agenda. It will do so by increasing coordination and cooperation across international organisations, and we welcome your office’s shared commitment to do this.
