    Big city councils must prioritise brownfield development, building new homes in right places and protecting the Green Belt.

    Building homes on brownfield land will be turbocharged under a major shake-up to planning rules to boost housebuilding while protecting the Green Belt.

    As part of its long-term plan for housing, the government has announced today (13 February 2024) that every council in England will be told that they will need to prioritise brownfield developments and instructed to be less bureaucratic and more flexible in applying policies that halt housebuilding on brownfield land.

    The bar for refusing brownfield plans will also be made much higher for those big city councils who are failing to hit their locally agreed housebuilding targets. Planning authorities in England’s 20 largest cities and towns will be made to follow a ‘brownfield presumption’, if housebuilding drops below expected levels. This will make it easier to get permission to build on previously developed brownfield sites, helping more young families to find a home.

    The raft of policy measures announced today show the government taking immediate action on its long-term plan for housing, which will deliver homes in the areas that need and want them the most – such as in big cities, where there is the highest demand and existing infrastructure to support new development. The focus on brownfield land and urban development is part of the government’s plan to take a common sense to delivering the housing that is needed, protect the countryside and Green Belt.

    In this Parliament the government has delivered the highest number of new homes in a year for three decades. These reforms will further support developers aiming to undertake major regeneration on brownfield sites,  giving them more certainty by ensuring their plans are not unnecessarily blocked or held up by red tape. Analysis published today as part of the London Plan Review shows that new brownfield presumption in the capital could potentially result in up to 11,500 additional homes per year. And by extending the reforms across the country, more homes will be unlocked than if action had been taken in London alone.

    A consultation on these proposals launched today (13 February) and will run until Tuesday 26 March, and the government will look to implement these changes to national planning policy as soon as possible.

    The government plans to introduce these changes in London as a result of poor housing delivery in the capital, putting rocket boosters under brownfield regeneration projects.

    The government is also helping developers overcome tiresome bureaucracy by slashing red tape that stops derelict sites and unused buildings being turned into new homes. Legislation laid in Parliament today will extend current permitted development rights, so that commercial buildings of any size will have the freedom to be converted into new homes – this means shops, offices, and other buildings all quickly repurposed, resulting in thousands of quality new homes by 2030.

    Millions of homeowners will also be empowered to extend their homes outwards and upwards, as the government is today launching a consultation on proposals that would see more new extensions or large loft conversions freed from the arduous process of receiving planning permission.

    Prime Minister Rishi Sunak said:

    We pledged to build the right homes in the right places – protecting our precious countryside and building more in urban areas where demand is highest. Today’s package is us delivering on that.

    We are sticking to our plan and are on track to meet our commitment to deliver one million homes over the course of this Parliament, and the changes announced today will deliver the right mix of homes across England.

    Housing Secretary Michael Gove said:

    Today marks another important step forward in our Long-Term Plan for Housing, taking a brownfield first approach to deliver thousands of new homes where people want to live and work, without concreting over the countryside.

    Our new brownfield presumption will tackle under delivery in our key towns and cities – where new homes are most needed to support jobs and drive growth.

    In a major intervention before Christmas, Secretary of State Michael Gove asked Christopher Katkowski KC to lead a review of the London Plan – in light of consistent disappointing housing delivery in the capital. Today the Department for Levelling Up, Housing and Communities has published Katkowski’s review which recommended a presumption in favour of brownfield development.

    However, to tackle development in the country’s other large cities and towns, the government is proposing to apply this presumption to all of the 20 most populous urban areas where development has fallen below acceptable levels. This new approach will put rocket boosters under brownfield regenerations projects across the country and provide the new homes the country needs, without affecting existing protections including for residential gardens, and ensuring protection for the character of suburban neighbourhoods.

    I am delighted to see the idea which I together with my colleagues on the London Plan Review came up with of a planning policy presumption in favour of delivering new homes on brownfield sites being taken forward on a wider scale as part of a suggested change to the NPPF. The inspiration for the brownfield presumption came from the NPPF in the first place and so it is good to see the idea being brought back to its roots as an additional lever to encourage the delivery of new homes. I see this as a worthwhile and welcome change.

    Further information

    • National Planning Policy Framework currently provides for a presumption in favour of sustainable development to be applied to a local authority where it scores below 75% in the Housing Delivery Test. The government is proposing that, for the twenty urban uplift areas, this presumption should be applied for applications on previously developed land (brownfield land) where an area scores below 95%.
    • The London Plan Review indicates that if a brownfield presumption in London resulted an acceleration of decisions to a rate in line with the next four largest cities or returned residential applications to the pre-London Plan approval rate and the rates of net additions previously achieved from those approvals, there could be between 4,000 and 11,500 additional homes per year in the capital.
    • We are already on track to meet the manifesto commitment to build one million homes over this Parliament. The government have delivered over 2.5 million more homes since 2010, including almost 696,000 affordable homes and supported over 876,000 households into home ownership. This Parliament we have delivered the highest number of new homes in over three decades, helping create the highest number of first-time buyers in single year in two decades.
    • Between 1997 and 2010, average housing delivery was over 170,000 a year. Since 2019, we have delivered over 233,000 new homes a year on average.

    The UK will today [Tuesday 13 February] sign a partnership with Nigeria to boost trade and investment and unlock new opportunities for UK and Nigerian businesses.

    The Enhanced Trade and Investment Partnership (ETIP) is the first the UK has signed with an African country and is designed to grow the UK and Nigeria’s already thriving trading relationship, which totalled £7 billion in the year to September 2023.

    The partnership will create opportunities across a breadth of sectors crucial to both economies, such as financial and legal services.

    It will see the UK and Nigeria’s shared aspiration to facilitate each other’s lawyers practising foreign and international law in each other’s jurisdictions – a step which could significantly enhance legal services collaboration and exports. It will also pave the way for further collaboration in the film and media industry and encourage world-leading UK education providers to offer high quality education in Nigeria.

    Nigeria is the biggest economy in Africa and one of the world’s fastest growing economies – predicted to be in the top 20 by GDP by 2035. It is also predicted by the UN to nearly double its population to over 370 million people by 2050

    While in Nigeria she is also visiting the site of a new Charterhouse school, the first UK independent school in West Africa, and meeting with the Governor of the Central Bank of Nigeria and the Nigerian Finance Minister to unblock trade barriers facing UK businesses.

    The financial services sector is also a key area of collaboration. Achieving a remittance resolution has helped to streamline multiple foreign exchange windows into a single import and export window, making it easier for UK businesses to trade with Nigeria.

    Statement by Ambassador Barbara Woodward at the UN Security Council meeting on Climate, Food Security and Conflict.

    Thank you President, and thank you for organising this debate and to our briefers for their briefings which have underlined the interdependence of climate, security, and peace.

    Climate change, environmental degradation and biodiversity loss are exacerbating conflict, contributing to global food insecurity, and threatening international peace and security.

    And as Executive Secretary Stiel said earlier, the less action that is taken to address climate change, the more conflicts this Council will find on its agenda.

    And those who are impacted by conflict, or facing severe humanitarian needs, are often the least resourced to adapt to the climate and environment crises.

    These linked challenges require a coordinated international response and I offer three approaches in this regard:

    First, we take early action to prevent and resolve food security crises. This was a key theme of last year’s Global Food Security Summit, co-hosted by the UK, the UAE and Somalia, where the UK announced its new Resilience and Adaptation Fund to help climate adaptation and increase anticipatory approaches.

    We should build, too, on the successes of COP28, and increase climate finance to fragile and conflict-affected states. The UK endorsed the Emirates Declaration on sustainable agriculture, resilient food systems and climate action and pledged $126 million to help vulnerable countries tackle climate change, including support for early warning systems and disaster risk finance.

    Second, we invest in innovation to increase sustainable, climate-resilient food production. The benefits of scientific advances should also be accessible to all, especially to smallholder farmers whose plight the President highlighted earlier.

    The UK is driving scientific advances in food and agriculture, including through the CGIAR agricultural research organisation and the Gilbert Initiative.

    Finally, President, we should support humanitarian, development, peacebuilding and climate actors to take a holistic and integrated approach to resilience, development, security and climate change.

    As the President said earlier, collectively we should ensure that current and projected climate impacts are fully integrated into conflict risk assessments. And we should target climate work in fragile and conflict-affected countries in a way that addresses the causes of crisis, while also ensuring climate finance is conflict-sensitive.

    The UN system, including its cadre of Climate Security advisers, is well-positioned to coordinate climate, food security, and peace efforts. This Council can support this by encouraging a coherent, integrated response, including within Council mandates.

    President, the number of participants in today’s debate underlines the concern among the UN membership at the threat these interlinked challenges pose to international peace and security. It is incumbent on this Council to respond to these challenges.

    Thank you President, and I thank ASG Jenča for his briefing.

    Colleagues, Russia has called this meeting in an attempt to distort history. Once again, the Russian delegation seeks to use this Council in a desperate effort to justify Russia’s unprovoked, unnecessary and illegal invasion of Ukraine.

    The Russian Permanent Representative claimed that Putin’s war was necessary to prevent conflict and alleviate suffering in the Donbas. That it was Ukraine and its partners who were responsible for undermining the Minsk agreements.

    Members of this Council know better. It was Russia’s aggression that killed the Minsk process. It was Putin who declared that the Minsk agreements no longer existed. And it was Russia that systematically failed to implement its obligations, freely signed up to, under the Minsk agreements, which the Council endorsed unanimously in resolution 2202.

    Two years ago, we urged Russia in this chamber to act in the interests of peace and to give the Minsk agreements a chance.

    The United Kingdom consistently called on all parties to implement their commitments under the Minsk agreements in full, right up until Putin signed a decree recognising Donetsk and Luhansk as so-called independent entities. Three days later, he invaded Ukraine.

    Since then, millions of people across Luhansk, Donetsk and other temporarily Russian-controlled territories have suffered terribly because of Russia’s invasion. Russia’s actions have deprived them of humanitarian assistance, despite consistent calls by the General Assembly, that Russia allow humanitarians safe access to these areas.

    President, the Russian Permanent Representative made various claims about the ICJ today. The courts found that Russia had violated international law in three ways. It discriminated against Ukrainians. It failed to investigate allegations of terrorist financing. It failed to comply with the court order not to aggravate the dispute with Ukraine. And of course, Russia has failed to comply with the provisional measures of March 2022 ordering Russia to leave Ukraine.

    President, the truth is this war is entirely of Russia’s choosing. Putin’s decision to launch his illegal and barbaric invasion in February 2022 shows us clearly that he was never interested in peace.

    We urge Russia once again to end its illegal invasion, withdraw from Ukraine and respect the principles of the UN Charter. Until then, the UK will continue to stand with Ukraine, to defend the Charter and to call out Russian disinformation.

    Liz Ditchburn and Harold Freeman have been appointed as part-time commissioners for the Independent Commission for Aid Impact (ICAI) for 4 years, from 1 July 2024.

    Liz is a highly experienced public sector leader in international, UK and devolved administrations. She is currently a trustee of Nesta, a non-executive director at Net Zero Technology Centre and an honorary professor at the Adam Smith Business School, University of Glasgow. She has previously held roles as the Director General for Economy for the Scottish Government and was the former Department for International Development’s Policy Director and its first value for money director.

    Harold is a board-level professional specialising in economic development, public policy, and sustainable finance. He currently works as an independent advisor and is a member of the advisory council of trade credit agency UK Export Finance. He has previously held roles as a board director at the European Bank for Reconstruction & Development and led on sustainable lending as Head of International Debt & Capital Markets at HM Treasury.

    These appointments are made in accordance with the Cabinet Office Code of Governance for Public Appointments. The regulation of public appointments against the requirements of this Code is carried out by the Commissioner for Public Appointments.

    Liz Ditchburn and Harold Freeman will replace Sir Hugh Bayley and Tarek Rouchdy, whose appointments as ICAI commissioners end on 30 June.  A selection process to replace Dr Tamsyn Barton, the outgoing ICAI Chief Commissioner, is underway and an announcement will be made once this process is complete.

    Middle East Minister Lord Ahmad embarks on Gulf tour to build momentum towards lasting peace and security in the region.

    The UK Minister for the Middle East will travel to the Middle East as the UK seeks to build momentum towards a sustainable, permanent ceasefire in Gaza and lasting stability and security in the region.

    Lord Ahmad will arrive in Kuwait today (Monday) before travelling to Saudi Arabia.

    The minister is expected to meet with key figures, including Saudi Arabia’s Vice Foreign Minister, the Secretary General of the Muslim World League as well as Kuwait’s Foreign Minister Ambassador Abdullah Al-Yahya.

    The minister will discuss how to ease the desperate humanitarian situation in Gaza, including through an immediate humanitarian pause in fighting leading to a sustainable, permanent ceasefire.

    He will also outline the UK’s efforts to counter Houthi attacks on international shipping in the Red Sea and make clear that illegal attacks by the Houthis are completely unacceptable.

    Lord Ahmad of Wimbledon, Minister of State for Middle East, said:

    We want to see an end to the fighting in Gaza as soon as possible, and it is clear that wider escalation and instability in the region is in nobody’s interests.

    Our engagement with partners in the Middle East, including Kuwait and Saudi Arabia, is absolutely central to efforts towards achieving a sustainable, permanent ceasefire in Gaza and building wider regional security.

    In Kuwait, Lord Ahmad will co-chair the twentieth UK-Kuwait Joint Steering Group alongside His Excellency Sheikh Jarrah Jaber Al-Ahmad Al-Sabah, Deputy Minister of Foreign Affairs. Lord Ahmad is also due to meet with the Palestinian Ambassador.

    In Saudi Arabia, Lord Ahmad will meet with the Vice Foreign Minister and the Ministry of Hajj and Umrah.

    This visit is the latest in a series of visits to the region by the minister, including Lebanon, Saudi Arabia and the UAE over the last fortnight. The Foreign Secretary has recently visited the region multiple times, including Oman and Saudi Arabia to build on the UK’s call for an immediate pause to get aid in and hostages out, then progress towards a sustainable, permanent ceasefire, without a return to destruction, fighting and loss of life.

    The minister will also welcome the UK’s Electronic Travel Authorisation (ETA) scheme which has opened for Gulf Cooperation Council and Jordanian nationals, making travel to the UK smoother and cheaper. The scheme will allow unlimited visits to the UK over 2 years.

    Stop! Think Fraud, the National Campaign Against Fraud, launches today.

    A major campaign to transform the fight against fraudsters launches today (12 February 2024).

    Stop! Think Fraud is backed by leading counter fraud experts who are uniting under one voice to provide consistent, clear and robust anti-fraud advice to the public.

    Fraud accounts for around 40% of all crime in England and Wales, with an estimated 3.2 million offences each year. The latest data from the Crime Survey of England and Wales shows it has reduced by 13% over the past year. The estimated cost of fraud to society is £6.8 billion in England and Wales.

    Fraud has also more than doubled in Scotland over the past 9 years and reports spiked in Northern Ireland during the pandemic, with a decline now being observed.

    The evidence led campaign draws on the expertise of leading counter-fraud experts and includes an online fraud hub which will provide concise, simple to follow advice. It will also signpost victims to relevant organisations for further advice and support.

    Impactful adverts will also be prominently displayed in public settings, from billboards to radio, and from TV screens to social media. It is anticipated the campaign will be seen by 95% of adults in the UK over the coming weeks.

    They will also update pre-existing fraud advice they have shared in public places and replace it with the Stop! Think Fraud messaging and branding.

    This one clear set of advice will remove confusion, which was a risk with so many different campaigns previously existing in the same space.

    Temporary Commissioner Pete O’Doherty, from the City of London Police, said:

    As the national lead force for fraud we wholeheartedly support Stop! Think Fraud and hope it will raise a much greater understanding of what fraud is and how to avoid it.

    Fraud accounts for around 40% of all crime in the UK, so it’s vitally important to reach all corners of the country with this campaign to help protect everyone from the devastating financial and emotional impacts of fraud.

    Alongside this campaign, we will continue to deliver on the National Fraud Strategy set by government and launch the replacement service for Action Fraud later this year.

    Nick Sharp, Deputy Director for Fraud at the National Crime Agency, said:

    Fraud is the most prevalent crime in the UK, impacting on millions of victims both financially and emotionally.

    It is a priority for the National Crime Agency to reduce the harm that fraud causes – and the NCA has been working closely across a range of sectors to ensure that messages that help empower people to protect themselves are based on the collective knowledge of the law enforcement community.

    The Stop! Think Fraud campaign is a major milestone that will build awareness of how to be better protected from becoming a victim, and how best to prevent and report fraud.

    Felicity Oswald, Chief Operating Officer of the National Cyber Security Centre, said:

    Prioritising basic security measures, such as enabling 2-step verification for your primary email account, is crucial to protect you against online fraud and increasingly sophisticated scams.

    Following the advice from Stop! Think Fraud will help significantly reduce your risk of becoming a victim of fraudsters.

    The launch of Stop! Think Fraud is a significant milestone in the Home Office’s delivery of the Fraud Strategy, published in May 2023.

    Key strategy pledges already fulfilled include the agreement of the world’s first charter to prevent online fraud, the rollout of the National Fraud Squad and the appointment of a government anti-fraud champion, a post occupied by Simon Fell MP.

    Another strategy commitment will be delivered next month, when the Home Secretary welcomes interior ministers from international partners to London for the first ever Global Fraud Summit.

    Representatives from Interpol, the EU Commission and the United Nations Office on Drugs and Crime will also be present, alongside some of the biggest companies and consumer groups in the world.

    Wayne Stevens, National Fraud Lead at the charity Victim Support, said:

    Fraud is a devastating crime. It’s essential that the public have access to reliable and up-to-date information about how to protect themselves – we’d urge everyone to take a look at this new guidance.

    Sadly, there is still a lot of shame and stigma around fraud. For those who are targeted this stigma makes the experience even worse and often stops them seeking help.

    We want everyone to understand that, if you are the victim of a fraud, it’s never your fault. We are available 24/7 to provide you with independent, free support.

    The European Commissioner for Research and Innovation Illiana Ivanova, and the UK Science and Technology Secretary Michelle Donelan, will meet leaders from across the UK’s science, business and research communities today (Monday 12 January) to make a united call for UK innovators and researchers to seize the opportunity of Horizon Europe funding – as well as the avenues it opens for collaboration with some of the brightest minds from across Europe and beyond.

    Horizon Europe is the world’s largest collaborative programme of research collaboration, which the UK is a part of after the Prime Minister secured a bespoke deal, last year, which increased the benefits of association to UK scientists as well as value for money for the UK taxpayer.

    Secretary of State Donelan and Commissioner Ivanova will set out how both the UK and EU are determined to make a success of the UK’s Horizon Europe association, at a joint event being held at the Royal Society for decisionmakers from across the academic and business sectors. The event is targeted towards groups who have not previously heavily engaged in Horizon, such as SMEs, as well as businesses and scientists across Europe who could stand to benefit from collaboration with UK researchers through the programme. UK firms already benefitting from Horizon funding include Nova Innovation, whose consortium won over £17 million to develop tidal energy in Orkney, and South Yorkshire tech firm The Floow who are part of a project awarded just under £3 million, looking into road safety.

    Horizon Europe is worth around £80 billion in total, and with the average Horizon grant worth £450,000 to a UK business or researcher, it offers an enormous opportunity for anyone doing R&D to secure backing for vitally important research benefitting all our lives, from health to the environment. Horizon Europe is also truly international, giving researchers the opportunity to work confidently alongside colleagues from across the EU, New Zealand, Canada and Israel. This enormous potential for opening up access to new markets and clients will be the focus of a new communications campaign, set to launch shortly across Italy and Spain, setting out how partnering with the UK’s brightest minds through Horizon can benefit some of Europe’s most innovative researchers.

    “The UK’s bespoke deal on Horizon has opened up a whole world of opportunity for our researchers, from the £80 billion funding that’s available, to the vast benefits that come from working hand-in-hand with colleagues from Europe to Canada to New Zealand.

    “From grants to support UK applicants to our Horizon comms blitz, we are determined to do all we can together with our European colleagues to seize this moment, and all it could do to help our brightest minds deliver jobs, growth, and breakthroughs that will make life better for us all.”

    European Commissioner for Innovation, Research, Culture, Education and Youth Iliana Ivanova said:

    “My message to British researchers and innovative businesses is simple and clear: Apply! Thousands have succeeded before, joining forces with European partners, advancing science, boosting academic careers and business growth. I look forward to seeing many more UK beneficiaries in the Horizon Europe programme in the years to come.”

    Aside from events at the Royal Society, today will also see further conversations take place on how the UK and EU can work together to make UK association to the programme a success including on how to enable UK and EU researchers to work closely together on new and emerging technologies, which have the potential to radically change how we live and work, for the better. The UK’s best-in-class science pedigree will be in full view when Commissioner Ivanova is joined by AI Minister Viscount Camrose on a tour of London’s Crick Institute, the world-leading biomedical lab, earlier in the day.

    The UK is already established as a world leader in this area, having hosted the first-ever AI Safety Summit last year, and with landmark strategies to cement the country’s best-in-class position on quantum and engineering biology.

    Today’s UK-EU event is the first in a series of moments that will take place throughout 2024, aimed at ensuring the message about Horizon reaches businesses of all kinds, who might not have previously considered applying, as well as researchers and academics in every part of the country. It comes hot on the heels of the launch of a new UK-facing multi-channel communications campaign, shining a light on the real-world benefits of Horizon to businesses and researchers with advertising across social media, podcasts, digital displays and more. The new European communications push will take this message even further, showing the value of Great British businesses, scientists and researchers as partners in some of the most promising fields, from life sciences to robotics.

    All of this builds concrete support already being made available to encourage UK bids for Horizon funding, such as ‘pump priming’ grants of up to £10,000 already being offered in partnership with the British Academy to support the applications of selected UK researchers and businesses to help them create better applications. The aim is for this funding to encourage those researchers who have not previously had experience, including next generation researchers, to apply to Horizon – and the scheme remains open for a second round of bids until 21 February.

    Science, innovation and technology will be critical to the future of the UK. By leading the way in these fields, we can grow the economy, one of the Prime Minister’s five priorities, as well as unlock breakthroughs that could improve everyone’s quality of life.

    We know from recent history that the UK can be a leader in this area. We have four of the top ten universities in the world, and the second-highest number of Nobel prize winners. A quarter of projects in which the UK participated, funded through Horizon’s predecessor, were UK-led.

    Horizon Europe is built around three main pillars – excellent science (Pillar 1), global challenges and industrial competitiveness (Pillar 2), and innovative Europe (Pillar 3). Horizon’s Pillar 2 has the largest budget, and supports research that is aimed at tackling some of the biggest problems facing society, from improving people’s health to tackling climate change. The average Horizon grant from Pillar 2 is worth £450,000 to a UK business.

    The Foreign Secretary has announced sanctions on 4 extremist Israeli settlers who have committed human rights abuses against Palestinian communities in the West Bank.

    There have been unprecedented levels of violence by extremist settlers in the West Bank over the past year. Some residents of illegal Israeli settlements and outposts have used harassment, intimidation and violence to put pressure on Palestinian communities to leave their land.

    Two of the individuals designated today – Moshe Sharvit and Yinon Levy – have in recent months used physical aggression, threatened families at gunpoint, and destroyed property as part of a targeted and calculated effort to displace Palestinian communities. One illegal outpost, set up by Zvi Bar Yosef, has been described by local Palestinian residents as a “source of systematic intimidation and violence.”

    Today’s measures put strict financial and travel restrictions on those who commit these acts. These sanctions follow the announcement by the Foreign Secretary in December that the UK plans to ban those responsible for settler violence from entering the UK to make sure our country cannot be a home for people who commit these unacceptable acts.

    Foreign Secretary Lord Cameron said:

    Today’s sanctions place restrictions on those involved in some of the most egregious abuses of human rights. We should be clear about what is happening here. Extremist Israeli settlers are threatening Palestinians, often at gunpoint, and forcing them off land that is rightfully theirs. This behaviour is illegal and unacceptable. Israel must also take stronger action and put a stop to settler violence. Too often, we see commitments made and undertakings given, but not followed through.

    Extremist settlers, by targeting and attacking Palestinian civilians, are undermining security and stability for both Israelis and Palestinians.

    Those now subject to a UK asset freeze, travel and visa ban include:

    • Moshe Sharvit: an extremist settler who has threatened, harassed and assaulted Palestinian shepherds and their families in the Jordan Valley. In October 2023, one community of 20 families fled after Sharvit attacked the residents and told them they had 5 hours to leave
    • Yinon Levy: leader of the ‘Meitarim Farm’ outpost, founded in 2021, whose settlers have used physical violence and the destruction of property to displace Palestinian communities including Zanuta in October 2023
    • Zvi Bar Yosef: a settler leader who, since setting up the ‘Zvi’s Farm’ outpost in 2018, has used intimidation and violence against local Palestinians, including twice threatening at gunpoint young families having a picnic
    • Ely Federman: involved in multiple incidents against Palestinian shepherds in the South Hebron Hills

    Violence in the West Bank reached record levels in 2023 (United Nations Office for the Coordination of Humanitarian Affairs). Israel’s failure to act has led to an environment of near total impunity for settler extremists in the West Bank.

    The UK government has continued to call for Israel to take action against those responsible for settler violence, release frozen funds to the Palestinian Authority and halt settlement expansion. The Prime Minister has raised this with Prime Minister Netanyahu on a number of occasions, and in December, the UK and 13 partners released a statement calling on Israel to take immediate and concrete steps to tackle record high settler violence in the occupied West Bank.

    The measures taken today are part of wider UK efforts to support a more stable West Bank, which is vital for the peace and security of both Palestinians and Israelis. The UK will consider additional actions, including further sanctions, as necessary.

    The UK continues to work with allies and partners, including across the region, to find a path towards a sustainable ceasefire and permanent peace.
