    Urgent work on tackling one of Britain’s biggest social injustices begun yesterday [Wednesday 14 August] as the government’s Child Poverty Taskforce met for the first time.

    Cabinet ministers including the Deputy Prime Minister, Chief Secretary to the Treasury as well as ministers for the devolved nations have joined the taskforce’s co-chairs, the Work & Pensions and Education Secretaries, to confront the wide-ranging and deep-rooted causes of child poverty.

    With a broken housing market, millions waiting for medical treatment and families continuing to struggle with the cost of living, ministers set out the huge scale of the challenge in their inaugural meeting, examining why there are 700,000 more children living in poverty compared to 2010.

    The Ministerial taskforce will harness all available levers to drive forward short-term and long-term actions across government to reduce child poverty, by:

    • supporting households to increase their income including considering social security reforms that support people into work and alleviate poverty
    • helping to bring down essential household costs, build savings and tackle problem debt
    • alleviating the negative experience of living in poverty, including through supporting families and the role of public services

    The taskforce will also hear directly from struggling families and children, front-line staff and leading campaigners, charities and organisations across the UK to shape the strategy.

    It comes as the latest data shows that over four million children are now growing up in a low-income family. This not only harms children’s lives now, but it also limits their future prospects and it holds back our economic potential as a country.

    Tackling child poverty across the United Kingdom is at the heart of the government’s mission to break down barriers to opportunity and improve the life chances of every child. That’s why we’re committed to delivering an ambitious strategy to reduce child poverty, tackle the root causes, and give every child the best start at life.

    Work & Pensions Secretary Liz Kendall MP said:

    Child poverty is a scar on our society. It harms children’s life chances and our country as a whole. That is why tackling child poverty is a top priority for this government.

    We will take action in every department, with a comprehensive strategy to drive down poverty and drive up opportunity, building a better future for us all.

    Education Secretary Bridget Phillipson MP said:

    Child poverty is a scar on our country, which holds back children’s lives and life chances at home, in school and across our communities.

    The scale of the challenge cannot be overstated. That is why this taskforce, working across government, is essential to ensure all departments are supporting this ambition and delivering on our mission of breaking down the barriers to opportunity for every child.

    We will work with stakeholders, families and crucially children themselves so that our approach is guided by those impacted most.

    As part of their work to develop the strategy, ministers on the Taskforce will also visit cities and towns across the UK, working closely with local and devolved government leaders to hear how child poverty devastates local communities and what can be done to combat it.

    Co-chairs Liz Kendall and Bridget Phillipson will meet with the key charities and organisations to kick off regular engagement sessions in the coming weeks.

    The taskforce will be supported by a new Child Poverty Unit in the Cabinet Office, drawing together experts from within and outside government, to help co-ordinate the development of the strategy.

    The vital work of the taskforce comes alongside our commitments to roll out free breakfast clubs at all primary schools, create 3,000 additional nurseries, as well as deliver our plan to make work pay to turn the minimum wage into a real living wage.

    PRESS RELEASE : UK Government releases millions in new funding to protect Port Talbot steel supply chain and the support workers [August 2024]

    The funding is the first release from the Tata Steel / Port Talbot Transition Board fund.

    The UK Government is announcing the immediate release of £13.5 million in funding to support supply chain businesses and workers affected by Tata Steel’s decision to transition to greener steelmaking.

    Welsh Secretary Jo Stevens will make the announcement today (15 August) at her second meeting as chair of the Tata Steel / Port Talbot Transition Board.

    The funding is the first release from the Tata Steel / Port Talbot Transition Board fund, which will support local businesses that are heavily reliant on Tata Steel as their primary customer, allowing them to turn towards new markets and customers where necessary.

    Money will also be available to workers affected by the transition, helping them to find new jobs, access training and gain skills and qualifications in areas where there are vacancies.

    The Welsh Secretary will also announce today that more than 50 businesses so far have signed a pledge to support any workers forced to leave their jobs in the steelworks.

    The businesses, which include Fintech Wales, The Royal Mint, Cardiff Metropolitan University, RWE Energy, Ledwood Mechanical Engineering and Pro Steel Engineering, have committed practical support for workers ranging from guaranteed interviews for anyone made redundant, to providing training and coaching.

    The Welsh Secretary will give further details of the business pledge while visiting Rototherm in Port Talbot on Thursday. The company is a leading global manufacturer of measurement devices for temperature and pressure. It is one of the firms in Tata’s supply chain likely to be affected by the transition to electric arc steelmaking.

    The UK Government has also reset the relationship with the Welsh Government, as well as with unions and other local partners, to work together to deliver for the workers affected.

    Negotiations between the UK Government and Tata Steel regarding the future of the Port Talbot works will continue separately.

    Welsh Secretary Jo Stevens said:

    Under this government the Transition Board has moved from discussion to delivery. Today’s release of an initial £13.5m in funding demonstrates that we will act decisively to support workers and businesses in Port Talbot, working with Welsh Government, unions and the wider community.

    Negotiations with Tata Steel on the future of the site will continue separately. But this government will not wait for a crisis to overtake us before acting. We are putting a safety net in place now to ensure we can back workers and businesses, whatever happens.

    We are also harnessing the generosity of the local community, with dozens of employers so far pledging practical support for workers. Steelmaking is the lifeblood of communities in Wales, but so too is the support of local businesses. What they are offering will make a real difference to suppliers and staff.

    Business and Trade Secretary Jonathan Reynolds said:

    This funding is an important step towards supporting workers affected by Tata Steel’s transition and businesses in the wider supply chain.

    We’re working in partnership with trade unions and industry to secure a green steel transition that’s right for the economy, our talented workforce and local communities for generations to come, and our negotiations with Tata remain ongoing.

    Oliver Conger, Managing Director of Rototherm, said:

    We are part of a really supportive community in Port Talbot, and we are delighted to offer help to any affected workers at Tata Steel and any suppliers affected.

    I believe that if businesses like ours from across the area can come together, we can offer a lot of practical support that will make a big difference to people and the impacted supply chain.

    More details will be released soon on how local businesses and affected workers can access the initial £13.5m Transition Board funding.

    The Secretary of State for Wales also made it clear the Transition Board will now be an equal partnership between political representatives, business and unions.

    A new report published today illustrates the unique opportunity that the UK and New Zealand have to unlock the full potential of New Zealand’s offshore wind industry.

    The report, developed by Xodus Group, a global energy consultancy, launched at an event in New Plymouth. It states that offshore wind presents a huge opportunity for New Zealand. With 15,000km of coastline, New Zealand has the potential to harness one of the world’s best wind resources to meet its climate objectives and grow a green economy.

    The report states that New Zealand possesses the essential ingredients to accelerate its offshore wind industry: resource, demand, regulatory framework and social need.

    The UK boasts a highly capable supply chain, a result of being the world’s second-largest offshore wind market, with 13.9 gigawatts fully commissioned as of 2023. Eager to build on this, the UK government is committed to not only developing to meet its growing domestic needs, which are expected to more than triple by 2030, but also to exporting its expertise and capabilities to global markets like New Zealand.

    The UK can provide expertise in vital elements needed for offshore wind to flourish. These include financing methods, price stability mechanisms, local and international supply chain development and regulatory alignment.

    Speaking at the launch in New Plymouth, British High Commissioner to New Zealand, HE Iona Thomas OBE said:

    “Tackling climate change is an urgent need. And it does not need to result in an economic cost. Recently the UK has shown that we can grow the economy while also halving emissions since 1990.

    “Achieving the goals that both New Zealand and the UK has set ourselves requires unprecedented, transformational change.

    “As the global shift towards sustainable energy accelerates, the offshore wind sector in New Zealand is ready to respond. The UK stands ready to use our experience to tackle the challenges and take a strategic approach needed to unlock the potential that New Zealand has.

    “Together, in partnership with friends, New Zealand and the UK have an opportunity to showcase the world what world leading offshore wind industry can look like.”

    His Majesty’s Trade Commissioner for Asia Pacific, Martin Kent added:

    On 25 and 26 July, 35 Stolpersteine were laid in the Channel Islands: 20 in Jersey and 15 in Guernsey. These follow the first and only UK Stolperstein, laid in May 2022 in Golden Square, London, for Jewish Dutch woman Ada Van Dantzig.

    Stolpersteine were created by the studio of German artist Gunter Demnig, and are 10cm by 10cm concrete cubes topped by brass caps, stating the name and life dates of victims and survivors of Nazism. They are laid into pavements outside the last freely-chosen address of those they commemorate before their arrest or deportation. Over 106,000 have been laid across mainland Europe. ‘Stolpersteine’ translates as ‘stumbling stone’, but these stones are laid flush with the surface of pavements. You ‘stumble’ across them, as Demnig puts it, ‘with your heart and head.’

    Dr Gilly Carr of the University of Cambridge, and a member of the UK’s delegation to the International Holocaust Remembrance Alliance, introduced the Stolpersteine project to the Channel Islands.

    The Stolpersteine in Jersey were laid, in all but two instances, for survivors to ensure no crossover with the purpose of other memorials in the island which commemorate the 21 women and men who died in Nazi prisons, forced labour camps and concentration camps. Chris Addy of Jersey Heritage, who oversaw the stone laying in the larger island, said:

    “The Jersey stones will raise awareness of Islanders who were persecuted for their Jewish heritage or went into hiding for that reason; those convicted of acts of resistance and defiance, including those caught while attempting to escape from the island; individuals sent to Alderney as forced labourers; or interned in Germany for being English born.”

    In Guernsey, the Stolpersteine were laid to eight Islanders who died in Nazi prisons and camps for acts of resistance and defiance; three Jewish women without protective British citizenship, deported to France in 1942 and later murdered in Auschwitz; and a Viennese-born Jewish islander with British citizenship who was deported to civilian internment camps and survived. Another stone was laid in memory of Frank Falla, who survived Nazi prisons and later campaigned for compensation for all Channel Islanders who were victims of Nazism. The final two stones were laid for Frank Tuck and Kingston Bailey, two of 16 policemen who were deported to Nazi camps in 1942 for stealing food from German stores and distributing it to starving Islanders. None of the 16 men have had their sentences overturned or received an official apology from the States of Guernsey.

    Helen Glencross, Head of Heritage Services in Guernsey, who organised the installations in Guernsey, said:

    “Guernsey Museums is honoured to be part of the Stolpersteine project. Logistically it has been challenging and I am very grateful to all those who have assisted. I hope that the Stolpersteine will raise awareness with islands and visitors about those who were victims and survivors of Nazism during the Second World War.”

    On bringing the project to the Channel Islands, Dr Gilly Carr said:

    “Each stone is so eloquent; they are quietly defiant. They say ‘you deported me but I’m back home and here to stay. I belong here.’ They also speak of pride and of acknowledgement that those deported did no wrong. I am proud to have been involved in this project and I hope it won’t be too long till we can bring more Stolpersteine to the Channel Islands.”

    Statement by Ambassador James Kariuki, UK Deputy Permanent Representative to the UN, at the UN Security Council meeting on Yemen.

    President, the situation in Yemen is desperate, with devastating flooding coming on top of an already dire humanitarian crisis and we express condolences to all those affected by the flooding. The prospect of regional escalation threatens to further undermine security and stability. We urge all parties to deescalate to avoid deepening the humanitarian crisis. The United Kingdom condemns the Houthis’ reckless and escalatory attacks across the region in conjunction with other Iranian-linked groups. We also reiterate our call on the Houthis to cease their attacks in the Red Sea which threaten international shipping.

    Recent reports have also shown Houthi links to Al Shabaab. We firmly condemn these actions as part of a wider pattern of Houthi destabilising activity beyond Yemen’s borders. The relevant UN sanctions committees must coordinate closely to monitor and counter this worrying trend.

    President, the UK condemns the Houthis’ closure of the UN Office of the High Commissioner for Human Rights in Sana’a. The OHCHR presence is critical for the protection of civilians and reporting of human rights abuses. As we’ve heard, this follows the detention of UN, NGO and former diplomatic missions’ staff in June, and is yet another blatant aggression which will severely impede the delivery of vital aid to those most in need.

    These acts demonstrate, once again, the willingness of Houthi leaders to inflict harm and suffering on the Yemeni people to advance their own ambitions.

    It is the duty of this Council, to ensure the Houthis guarantee a safe and unimpeded operational environment for humanitarian organisations. We call on the Houthis to immediately and unconditionally release the detainees, leave the OHCHR premises and return the assets they have seized.

    Finally President, the Yemeni people deserve peace and further escalation will only move us further away from achieving this. We urge restraint from all parties to preserve space for negotiations in line with the UN roadmap.

    We call on this Council to remain unified in support of the Special Envoy’s efforts to secure an inclusive and sustainable peace in Yemen.

    76% of English 18-year-old applicants have been accepted into their first choice of university.

    Hundreds of thousands of young people across England are celebrating their A Level, T Level and vocational technical qualifications (VTQ) results today (15 August 2024) as the Education Secretary thanked teachers and congratulated students.

    It comes as 32.1% of all English 18-year-olds have been accepted into university with 75.7% of applicants being accepted into their first choice university up from 71.6% in 2023 and 74.5% in 2019. The gap between the most and least disadvantaged 18-year-olds in England has widened as has the gap in regional entry rates.

    This year results also show that:

    • 27.8% of UK entries for A levels achieved a grade A and above, higher than in 2023
    • 76.4% of UK entries achieved a grade C and above, higher than 2023
    • 7,380 T Level students received their results today – over twice as many as last year – as the third cohort completed the high-quality technical qualification with 88.7% achieving a pass or above
    • almost 250,000 certificates were awarded for those completing their Level 3 vocational and technical qualifications
    • 25.3% of 18-year-olds from the North East have secured a university place on results day compared to 42.5% of 18-year-olds from London. This gap is now 17.2 percentage points, which is worse than 15.3 in 2023 and 10.5 in 2019

    Education Secretary, Bridget Phillipson said:

    Students should be incredibly proud of their hard work over the last two years and their achievements today – I know many will be planning their next step, whether that’s university, venturing into the world of work or starting an apprenticeship.

    I want to thank our wonderful teachers and staff right across the country who have worked tirelessly to support those getting their results under really challenging circumstances.

    This government is committed to breaking down barriers to make sure that all young people, wherever they are from, have the knowledge and skills to seize opportunity.

    The figures today show that regional disparities are still a concern as the gap between the highest and lowest performing regions has grown since 2023, with London having 31.3% of grades at A or above and East Midlands only 22.5%.

    Independent schools also continue to have the highest proportion of A grades and above and have again seen large increases this year.

    As a first step to tackling these entrenched inequalities, the government has pledged to recruit 6,500 new teachers with the expansion of the flagship teacher recruitment campaign, getting more teachers into shortage subjects and supporting regions that face the largest recruitment challenges.

    review of the curriculum and assesment has also been launched to drive high and rising standards for all pupils and tackle the barriers which hold them back, particularly those with SEND or from disadvantaged backgrounds. Sir Kevan Collins has also been appointed to advise the government on school standards focusing on finding solutions to the biggest barriers to opportunity for children, including teacher shortages and high absence rates.

    The Education Secretary is also co-chairing a taskforce to tackle child poverty because of the wide-reaching implications the scourge of poverty has. The government will also provide free breakfast clubs and improved mental health support to help the children who need it most to not only be in school, but achieve.

    If students have not received the grades they were hoping for or have not made up their mind yet, UCAS reported there were just under 30,000 courses available through clearing, as of this morning, many of which are at the most selective universities.

    Students can also call the National Careers Service on 0800 100 900 for advice on their next steps.

    There are also a wide range of alternative options available including degree apprenticeships or higher technical qualifications that offer young people the chance to gain the skills they need to build successful careers.

    PRESS RELEASE : Major breakthrough in rail dispute could signal end of national strikes [August 2024]

    The pay proposal could see an end to 2 years of industrial action, protect passengers from further national strikes and improve the reliability of services.

    Following a series of positive talks led by the government, ASLEF has today (14 August 2024) agreed to recommend a new pay proposal to its members.

    The offer made to ASLEF is a 5% pay rise for 2022/23, 4.75% for 23/24, and 4.5% for 24/25. The offer will now be put to ASLEF members in a referendum.

    This marks a significant step towards resetting industrial relations and resolving the long-running rail dispute, which has seen services disrupted for over 2 years now. As the pay proposal includes an offer for the year ahead, it also means there is no national rail dispute on the horizon.

    The Secretary of State for Transport, Louise Haigh, says the breakthrough shows how this government is “putting passengers first”.

    If agreed by ASLEF members, the pay proposal could see an end to 2 years of industrial action, protect passengers from further national strikes and improve the reliability of services, which train passengers have been missing for far too long.

    Poor industrial relations have caused disruption and delay for working people, prevented families from visiting loved ones and stopped the public from attending events, damaging the hospitality sector.

    New industry estimates revealed today show that railway revenue foregone because of strikes since June 2022 has totalled around £850 million – a debilitating amount for the industry and a huge burden that falls directly on the taxpayer. Accounting for additional impacts of strikes, including those due to people being unable to work, or due to potential reductions in spending on hospitality and retail, the total impact likely exceeds £1 billion.

    This government changed the tone and got unions back around the table to resolve rail disputes. In recent weeks, the Transport Secretary has instructed senior officials to conduct intensive talks with unions in order to resolve disputes in the interests of the travelling public, which has led to this significant breakthrough.

    Transport Secretary, Louise Haigh, said:

    When I took this job, I said I wanted to move fast and fix things – starting by bringing an end to rail strikes. Finally today the end is in sight.

    If accepted, this offer would finally bring an end to this long-running dispute and allow us to move forward by driving up performance for passengers with the biggest overhaul to our railways in a generation.

    Transport disruption has a huge impact on the wider economy, with sectors like hospitality and tourism among the worst affected. In the financial year of 2022 to 2023 alone, strike action was estimated to cost over £500 million of economic output due to people not being able to work.

    Take part in the consultation from the UK and France on the threat presented by proliferation and irresponsible use of commercial cyber intrusion capabilities.

    This consultation is taking place under the Pall Mall Process, an international and multi-stakeholder dialogue to develop joint solutions to address this shared threat.

    Led by the governments of the UK and France, a coalition of states, businesses and civil society came together in February 2024 to discuss the issue. They published the ‘Pall Mall Declaration’, also available in French: Processus de Pall Mall.

    Through this consultation, we invite stakeholders to share views on good practice relating to commercial cyber intrusion capabilities (CCICs) across 3 stakeholder groups:

    • states:  as regulators and potential customers of the market for CCICs
    • industry organisations: involved in and around the market for CCICs, alongside their wider value chain
    • civil society, experts, and threats researchers : with relevant expertise on the threat presented by the market for CCICs, and responses to it

    Statement by Jonathan Hollis, Acting Deputy Political Coordinator, at the UN Security Council Meeting on South Sudan.

    President, as we have heard today the picture in South Sudan remains precarious.

    Since its independence, the country has been plagued by appalling violence. Now is the moment for the South Sudanese authorities to demonstrate the political will to tackle the country’s most pressing challenges and realise a more stable future. I would like to focus my remarks today on three points.

    First, the UK calls on the Government of South Sudan to take the necessary steps to deliver peaceful, credible, and inclusive elections. While we recognise some progress has been made with the partial funding of key institutions, we remain concerned that the preparations for elections on 22 December remain behind schedule.

    We urge the Government to fully disperse the resources needed to enable crucial preparatory work to get underway. We also call upon the parties to the Revitalized Agreement to engage in political dialogue to reach a consensus to deliver elections. This includes making decisions on voter registration, the type of elections that are to be called, and progress on the deployment of the Necessary Unified Forces.

    Second, civic and political space are cornerstones of any functioning democracy and must be respected. The UK remains concerned at reports of threats and intimidation of political activists, journalists, and human rights defenders.

    We are particularly troubled by the passing into law of the new National Security Service Bill, which allows the security services to arrest individuals without a warrant. We call on the Government of South Sudan to act in accordance with its constitutional commitment to respect human rights.

    Third, we recognise that three quarters of the population in South Sudan is suffering from a protracted humanitarian crisis, deepened by conflict, climate and economic shocks.

    We urge partners to work together to support the most vulnerable and for the Government of South Sudan to ensure a conducive environment, which enables the delivery of humanitarian assistance and prevents attacks on aid workers.

    In closing, while the challenges ahead are significant, they are not insurmountable. With the right political will and courage, South Sudan can take an important step towards a more peaceful, democratic and prosperous future.

    The Royal Air Force are using sustainable aviation fuel on routine operations for the first time.

    The Royal Air Force is ensuring Britain is secure while using sustainable aviation fuel (SAF) on routine operations for the first time – a move that will cut carbon emissions and bolster energy security.

    Aircraft including Typhoon and Poseidon submarine hunters, operating from RAF Lossiemouth in Scotland, are using a blend of conventional and sustainable aviation fuels in a first for the air force as they take to the skies to defend the UK and allies.

    Earlier this year, four million litres of blended sustainable aviation fuel were delivered to the Royal Air Force through a contract with World Fuel Services. A further five million litres of fuel will be delivered in the next few months.

    The fuel is used to power aircraft operating from Lossiemouth in Morayshire, northern Scotland. RAF Lossiemouth is one of the UK’s busiest RAF stations and is home to Typhoon aircraft who are ready to deploy 24/7, 365 as part of the UK’s Quick Reaction Alert – keeping Britian secure.

    Defence Minister Lord Vernon Coaker said:

    “The pioneering use of sustainable fuels on routine operations shows how we’re delivering on our first priority to keep Britain secure without compromise, while addressing our carbon footprint.”

    Sustainable fuel sources include hydrogenated fats and oils, wood waste, alcohols, sugars, household waste, biomass and algae. As aviation currently accounts for nearly two thirds of fuel used across defence, this first for the RAF demonstrates the Ministry of Defence’s commitment to reduce carbon emissions with no compromise to national security.

    In 2020, the Ministry of Defence updated aviation fuel standards to allow up to 50% sustainable sources to be used in fuel mixes for defence aircraft. Using SAF can cut aircraft carbon emissions by up to 70% and it is a significant step towards bolstering both operational capability and climate change and sustainability efforts, helping the RAF achieve its ambition to be net zero by 2040.

    “As well as contributing to reduced carbon emissions as part of the Defence Aviation Net Zero Strategy, our ability to use new fuels ensures that the Royal Air Force can continue to operate anywhere we are needed globally.

    RAF Lossiemouth’s Station Commander Group Captain Sarah Brewin said:

    “The routine use of sustainable aviation fuel represents an important milestone in the RAF’s journey towards helping mitigate against climate change. By integrating sustainable practices into our operations, we are not only enhancing our ability to protect the nation and deliver excellence on operations, but also contributing to a more sustainable future for generations to come.”

    The RAF has been trialling different types of fuel since the update to fuel standards. In November 2021, an RAF pilot flew a microlight aircraft powered by synthetic fuel created from air and water in a world-first. In Spring 2022, a drone was flown on synthetic kerosene made by genetically modified bacteria and the RAF has tested an electric aircraft flown at RAF Cranwell.

    In November 2022, in a world first for a large aircraft, an RAF Voyager successfully trialled the use of 100% sustainable aviation fuel, flying for 90-minutes from RAF Brize Norton – a joint endeavour between the RAF, DE&S and industry partners Airbus, AirTanker and Rolls-Royce, with the fuel supplied by Air bp.

    In 2023, the Royal Air Force successfully used SAF to achieve the first SAF blend air-to-air refuelling of a Typhoon and C-130 Hercules aircraft. During the Royal International Air Tattoo last month, Typhoon aircraft used a SAF fuel blend.

    This work has helped to pave the way for the use of sustainable aviation fuels in the commercial sector, including a Government-funded transatlantic flight by Virgin Atlantic last year.
